1 Introduction

This report reflects their systems, operations and management practices. ERO’s reports provide important information for whānau, hapū and iwi

2 Context 

Te Kōhanga Reo o Whakatupuranga ki Ōtara is located in the South Auckland suburb of Ōtara. The kōhanga reo was established in 1992. Whānau members are committed to the kaupapa of the kōhanga reo and aspire for mokopuna to be confident speakers of te reo Māori and to fulfil a range of responsibilities on the marae

3 Evaluation Focus

How well do management systems and operations ensure mokopuna learn in a safe and a secure environment? 

Management systems and operations do not ensure mokopuna experience a safe and secure environment. 

4 Findings - Mana Whakahaere

Kaimahi have processes in place for planning and assessing mokopuna learning and progress. They plan the learning programme collaboratively and document plans for the year, term and for each week. Planning identifies kaupapa whānui and kaupapa whāiti and has clear links to Ngā Taumata Whakahirahira. Strategies to support mokopuna knowledge of te reo Māori are also included. Kaimahi use an online assessment system to document mokopuna learning and progress over time. Mokopuna benefit from learning that is increasingly responsive to their needs. 

Key Next Steps

Governance systems and processes are lacking. All health and safety policies and procedures are outdated. There is no established process for policy review. While a fire evacuation emergency drill has been undertaken, regular earthquake drills have not been completed. Personnel matters require strengthening. Kaimahi job descriptions and employment contracts are in place, however, appraisals are yet to be completed. A lack of robust governance and management systems and processes are placing mokopuna health and safety at risk. 

Programme evaluation requires strengthening. While kaimahi meet to discuss kaupapa pertaining to the kōhanga reo, there is limited recorded discussions on what worked well and what could be improved. Mokopuna learning is greatly enhanced when programme evaluation practices are in place. 

Some key documentation was not provided to ERO. This includes the strategic plan, the annual plan and policies and procedures that align to both the Privacy and Human Rights Acts. These documents will be sighted during the Mana Mokopuna phase of the evaluation. 

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Actions for Compliance 

To meet compliance requirements they must: 

  • ensure there is an ongoing process of self-review or internal evaluation to help the kōhanga maintain and improve the quality of its education and care

  • ensure adults providing education and care are familiar with relevant emergency earthquake drills and carry these out with children on an at least three-monthly basis

  • ensure suitable human resource management practices, including appraisal for staff and the provision of professional development

  • ensure there are suitable facilities provided for washing sick or soiled children and a procedure outlining how hygiene and infection control outcomes will be met when washing sick and soiled children.

1 Context

Te Kōhanga Reo o Te Whakatupuranga ki Ōtara is located in Ōtara, South Auckland. Since the previous ERO review, there has been a change in kaimahi. Kuia continue as active voluntary supporters for whānau in the areas of administration and daily operations. Parents are well positioned to ensure stable management practice for the long-term future of the kōhanga reo.

2 The Evaluation Findings

How well do children express their confidence as learners?

Children express a growing confidence and abilities as learners across a range of learning experiences.

Ngā Taumata Whakahirahira

Children are supported to express themselves in te reo Māori. Meaningful and caring conversations are heard throughout the day between adults and older children. Younger children confidently express their needs and understandings through the sounds they make and their body movement. Kaimahi use a range of strategies to support children’s language development. These include repetition, talking about prior kaupapa, reinforcing tikanga, waiata and instructions during physical interactions. Kaimahi know children’s language potential and interests very well. Older children are confident to initiate and lead mihi, pepeha, waiata tautoko, karakia and kapa haka. Children are developing as confident speakers of te reo Māori.

Children participate in learning where their identity is nurtured. Kaimahi provide children with opportunity to recite their pepeha and mihimihi during the formal part of the programme. Kuia and whānau members take part in this formality as well. Children hear about the whakapapa links between themselves and others. Kaimahi initiate conversations about how children are related to others. Children have a strong connection to the kōhanga reo. They are very confident as they move in and around the different spaces. Kaimahi encourage children to care for their environment. Children transition between learning and routines smoothly. Kaimahi ensure that the daily routines are consistent and familiar. Children are developing an understanding of their place in their iwi, whānau and kōhanga reo.

Children are encouraged to explore their immediate environment and the natural world. Kaimahi plan to ensure that children participate in a range of learning experiences. They provide a variety of activities that focus on the prominence of the land and its resources. The hands-on experiences allow children to feel, see, smell and taste the fruits of nature. The current kaupapa is Matariki. Children learn words that are relevant to Matariki. Kaimahi and children have composed waiata to extend their knowledge and understanding of the kaupapa. Children are developing knowledge and understanding of both the natural and contemporary worlds.

Key Next Steps

It is time for the whānau to consider ways to support kaimahi in their work with children. The standard of their work is compromised as they take on duties such as working in the kitchen and cleaning. While the kuia provides stability for office administration, more assistance is required to support kaimahi practice. ERO recommends whānau and the kaiako work collaboratively on ways to enable kaimahi to focus on their work with children and to maintain high quality learning experiences for children.

Planning and Evaluation

Children’s care, wellbeing and sense of belonging is paramount. Whānau whakahaere is managed well with the active support of the kuia. Whānau contributions to decision making and future planning of the kōhanga reo is highly valued. Values of whanaungatanga underpin the way in which the kōhanga reo is managed and administered, and the way parents are encouraged to be actively involved with their children. Te reo Māori learning and development for children is constantly monitored at monthly whānau hui. Well documented minutes provides a strong foundation for further growth and development.

Kaimahi have processes in place for programme planning, assessment and programme evaluation. Children receive well planned and relevant learning experiences. Children’s work displayed for this year is a strong reflection of the detailed and personalised planning that children receive. Photos of their plans and children’s work are attached to these reports. Each child has a portfolio that shares aspects of their learning in relation to planned kaupapa. Detailed and regular hui records show kaimahi consistently evaluate the programme and practices. Planning, assessment and programme evaluation is used to make sense of key possible steps for the ongoing learning for children.

Key Next Steps

Most of the past year has been on managing transitional changes. The whānau must now focus on reviewing and updating their policies and procedures. These must align to relevant licencing criteria and current legislation. It is important that all whānau and kaimahi are clear about their roles and responsibilities in implementing these standards. This will ensure the environment is healthy and safe for the children.

The whānau should now consider their long-term priorities. It is important that strategic objectives, goals and implementation focus on the future aspirations for the kōhanga reo and the children. These include the revamp of the outdoor play matting, a new toilet for children, and indoor storage space for learning resources. ERO recommends the whānau document and organise their strategic priorities across each year, and report regularly on progress for children.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • the whānau work with their local kaimahi from Te Kōhanga Reo National Trust to guide and support them where needed to address the key next steps identified in this report.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Te Whakatupuranga ki Ōtara will be in three years.

Evaluation

1 Context

Whakatupuranga ki Otara Te Kōhanga Reo is in Otara, South Auckland. The kōhanga reo was established in 1992. Whānau members are committed to the kaupapa of the kōhanga reo and are clear about their aspirations for children. Te reo Māori is a priority.

Whanaungatanga is a positive feature of the kōhanga reo. Whānau care for each other, children and kaimahi in genuine, supportive ways and have a strong sense of belonging.

The previous ERO report identified several positive developments including the children’s learning programme, te reo Māori, kaimahi team work and the learning environment. Whānau management and participation, strategic planning and programme planning were additional areas of strength. Assessment, evaluation and self review were identified as areas that needed to be improved.

2 The Review Findings

How well do children learn about the natural and physical world?

Children are developing their knowledge about their natural and physical world in positive ways.

Mana Aoturoa

Children have positive experiences when they explore and connect with the natural and physical world. During the Matariki celebrations, children learnt about the different star clusters of Matariki, namely, Waitī, Waitā, Waipuna-ā-Rangi, Tupu-ā-Nuku, Tupu-ā-Rangi and Ururangi. Kaimahi use whakataukī and waiata to broaden children’s knowledge of Matariki. Children are intrigued and fascinated by the natural and physical worlds and the atua who govern these areas.

Children are immersed in a te reo Māori environment. Children hear and use te reo Māori in formal and informal settings. Kaimahi use a range of exciting activities and strategies to captivate and stimulate children’s te reo Māori development. Waiata and waiata-ā-ringa are successfully used to stimulate children’s interest and enrich their language development. Te reo Māori flows easily between adults and children. Children are developing as confident speakers of te reo Māori.

Children learn and develop in a caring and supportive environment. Kaimahi and whānau use positive strategies to manage children. They use praise to reward children’s’ efforts and successes. The older children act responsibly and assist each other with routines and tikanga. Children are comfortable, happy and settled in their surroundings. They have a strong sense of wellbeing and are comfortable in an environment where whanaungatanga is practiced.

Children enjoy a spacious, well designed outdoor play area. Children enjoy being in the outdoor play area where they participate in active play including sports. They have opportunities to explore and observe Rangi and Papatūānuku when they play outdoors. Children learn in an environment that is clean, orderly, in good repair and free from hazards.

Planning and Evaluation

Children receive a variety of well planned learning experiences. Kaimahi work collaboratively to prepare term, weekly and daily plans. Programme plans inform whānau about what their child will experience at kōhanga reo. Plans are useful for guiding kaimahi practice. Programme evaluation is regular, focussed and leads to significant benefits for children.

Whānau know about the day to day operations of the kōhanga reo. They attend to emergent issues and concerns as they arise. Whānau receive reports of some strategic objectives and actions that are complete. Job descriptions and employment contracts are in place. Whānau regularly review their health and safety policies with procedures.

Key Next Steps

Although kaimahi use a range of assessments, these methods do not always identify what children are learning or their next steps. Children’s assessments do not adequately guide and inform kaimahi about each child’s interests and progress.

Kaimahi appraisals are incomplete. Kaimahi are required to complete appraisals to improve their practice and to inform their future professional development goals. These practices require attention as they have a direct impact on children’s learning.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

ERO recommends that whānau:

  • seek support to assist kaimahi to develop their understanding and knowledge of assessment
  • complete kaimahi appraisals
  • complete the annual plan to align to the strategic objectives and goals.

Whakatupuranga ki Otara Te Kōhanga Reo is in Otara, South Auckland. Kaimahi and whānau use various activities and strategies to support children to learn about the natural and physical world. There is a strong sense of whanaungatanga among children, whānau and kaimahi.
