Our purpose

The Education Review Office (ERO) and Ngā Kura ā-Iwi are working together to capture the journey of learners beginning with kōhanga reo, who have experienced Ngā Kura ā-Iwi education, Whaia ngā ara painga kia angitu ai.

Background

Te Kōhanga Reo o Te Kaahu is in Ngāruāwahia, a short distance from Tūrangawaewae Marae. The kōhanga reo has a very close association to Te Kīngitanga which is acknowledged through its name, Te Kaahu. Kaimahi have close whakapapa connections to the children and kaumātua in the kōhanga reo.

Whānau Statement

Manu Pīrere Kōrero

When I say it’s a kura whānau, it really is – truely. That kura exposed me to a very Māori environment, my perspective on life, my thoughts are very Māori thanks to that kura. If I didn’t go to that kura, I wouldn’t be so confidently Māori, or speak Māori to you, I wouldn’t think Māori.

It is a kura whānau, that’s the best description. Everything we did was as a whānau. We would never push anyone to the side, we would move as one. We would learn together – waiata, lessons, work on the marae. It was being one, we had strong bonds.

That resounded with me, because my relatives made me who I am. It is a kura where everyone is related. It is a kura for the community.

It is a kura that is connected to the marae, therefore we were all raised within the principles of the Kīngitanga. Tūrangawaewae Marae and all the events that they hosted. There were many benefits that emerged from my time there.

1 Context

Te Kōhanga Reo o Te Kaahu is in Ngāruāwahia, a short distance from Tūrangawaewae Marae. The kōhanga reo has a very close association to Te Kīngitanga which is acknowledged through its name, Te Kaahu. Kaimahi have close whakapapa connections to the children and kaumātua in the kōhanga reo. Kaumātua are valued members of the whānau.

2 The Evaluation Findings

How well do children express te reo Māori?

Children express te reo Māori with increased confidence and ability.

Ngā Taumata Whakahirahira

Children receive a wide range of te reo Māori experiences that reinforce the language of Tainui. They recite karakia, inoi, mihimihi and pepeha. Kaimahi use effective strategies to model and promote the language to children. Babies often respond to te reo Māori through sounds and body language. Learning for children occurs in authentic settings such as the marae, where they hear the language through observing tikanga and kawa in action. Children show an understanding of te reo Māori.

Children learn te reo Māori in ways that are caring, respectful and peaceful. They start their day reciting Pai Mārire karakia. Children experience manaakitanga, harikoa, and receive praise from kaimahi and whanau. The whānau and kaimahi have expectations for children’s learning which are based on their values and connections to Te Kīngitanga. Regular language interactions foster the confidence of children to use te reo Māori.

Children’s identity and place is reinforced in their learning. They visit Tūrangawaewae Marae often, and attend important iwi events alongside their whānau including poukai, regatta and Koroneihana celebrations. Activities provided to children promote links to Te Kīngitanga, ancestral heritage and marae. They have been on excursions with whānau to different places around New Zealand and overseas. Children learn about their links to Te Kīngitanga and the wider world around them.

Key Next Steps

There are limited opportunities for children to choose activities that are of interest to them. It is important for kaimahi to provide programmes that give children a wider range of choice to extend and challenge their learning and development.

Planning and Evaluation

Whānau management contributes to the stable operation of the kōhanga reo. The direction of the kōhanga reo is defined in a strategic plan that also includes opportunities for regular wānanga and professional development for whānau and kaimahi. Whānau hui are held regularly. There is reporting across most areas of management and administration. Policies and procedures are regularly reviewed. Children benefit from sound kōhanga reo management practices.

Programme planning practices are in place. Te Korowai sets out the foundation for learning programmes in kōhanga reo. There are clear links to Te Whāriki and ensuring coverage of Ngā Taumata Whakahirahira. Children’s learning is guided by kaimahi planning.

Key Next Steps

Assessment and evaluation practices require further refinement. While there is a process in place to monitor children’s learning, this is not documented well or easily accessible. Kaimahi should also consider how to improve programme evaluation, how to record what has worked well, and what can be improved for the benefit of children’s learning. Children’s learning and development is not monitored and recorded well.

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • the kaimahi and whānau seek support and guidance from their local TKRNT to improve assessment and evaluation practices.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Te Kaahu will be in three years.
