Te Kōhanga Reo o Tangata Marae operates on a marae in Matamata. Whanaungatanga and te reo Māori are important to whānau and children’s learning. Whānau manage kōhanga reo operations. Internal evaluation is focused on improvement to benefit children.

2 The Review Findings

How well do children show their understanding of whanaungatanga?

Children have positive relationships and enjoy learning together.

Mana Tangata and Mana Atua

Children’s sense of belonging is supported. Kaimahi encourage children to participate in all marae activities. They are supported to observe and develop an understanding about pōwhiri. Kaimahi provide children with opportunities to learn their role as tangata whenua. Children are developing an awareness of their connections to people, places and time.

Children are nurtured through whanaungatanga. Kaimahi and children are related through whakapapa. They interact positively with their peers, as tuakana and teina, whānau and kaumātua. Children celebrate their successes and enjoy learning together as a whānau. Children learn in an environment that fosters a sense of purpose.

Children are supported to speak Māori in an immersion environment. Kaimahi encourage children to share their ideas and communicate with peers in te reo Māori. A variety of language activities are provided in the daily programme. Children’s language development is reflected in their responses to questions and instructions. Kaimahi allow children to communicate using body language, different sounds and facial expressions. Children’s te reo Māori is developing.

Planning and Evaluation

Children’s learning needs are considered in programme planning. Kaimahi gather a range information about individuals learning and use this information to plan for their needs and interests. Long term and short term learning objectives are identified. Kaimahi use planning to guide the daily programme. Children’s learning are appropriate to their needs.

Children’s progress is monitored. Kaimahi use profiles to gather information about individuals learning. Photographs and commentaries about children in a range of activities assists kaimahi to monitor their progress in te reo Māori and the specific learning objectives.

Children’s learning guides kōhanga reo strategic direction. The charter clearly identifies individual whānau roles and responsibilities to support children’s health and safety, wellbeing and care. Strategic goals are based on whānau expectations, reflected in kōhanga reo policies, procedures and guides practices. Annual planning assists whānau to monitor and regularly report progress with kōhanga reo priorities and key tasks. Internal evaluation is used maintain the focus on continual improvement. Children’s interests and needs are a priority for the kōhanga reo.

Key Next Steps

Children’s learning programme evaluations have yet to be documented. Whilst kaimahi regularly discuss learning programmes to improve delivery, they do not record decisions to bring about change. Children’s learning can lead to better outcomes by improving kaimahi evaluation practices.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • Whānau develop and implement processes to improve programme evaluation.

2 The Education Review Office (ERO) Evaluation

Te Kōhanga Reo o Tangata Marae is located in the foothills of the Kaimai ranges near Matamata. Many of the whānau and children are descendents of Ngāti Hinerangi Raukawa with connections to Ngāti Haua.

Whanaungatanga provides a strong foundation for learning. Children enjoy a learning programme that contributes to their holistic learning development.

Children are provided with stimulating and well organised learning experiences. They are engaged in learning about other cultures around the world. Children are provided opportunities where they can take responsibility for their own learning. They are confident learners.

The whānau provides good support for children to learn te reo Māori. Kaimahi use appropriate language development strategies such as having simple conversations with children, giving directions and asking questions about what children are doing. Children demonstrate a high level of understanding when responding to questions and what has been said. They are confident beginning speakers of te reo Māori.

The whānau has processes to manage the business of the kōhanga reo in ways that are relevant and appropriate. Whānau demonstrate that they are good and reasonable employers. Health and safety policies are in place. Children’s health and safety is a priority. The kōhanga reo whānau manage their finances effectively. The kōhanga reo is in a financially viable position.

The kōhanga reo has sound self review processes. The strategic plan clearly identifies kōhanga reo future priorities. These are organised under the broad goals of Te Ara Tūāpae.

Kaimahi have sound processes for programme planning and assessing children’s progress. Assessment keeps the whānau well informed about their children’s learning and development. Kaimahi need to strengthen their programme evaluation practices to support programme improvement.

The current kaimahi appraisals system does not effectively serve the purpose it is intended for. It is time for the whānau to either review or realign the existing appraisals system to the Kōhanga Reo National Trust’s (TKRNT) appraisals policy and procedures.

The whānau manages the operations of the kōhanga reo to ensure best possible outcomes for children.

Future Action

ERO is confident that the kōhanga reo is being managed in the interests of the children. Therefore ERO will review the kōhanga reo again as part of the regular review cycle.

3 Review Priorities

The Focus of the Review

Te Kōhanga Reo o Tangata MaraeBefore the review, the whānau ofwas invited to consider its priorities for review using guidelines and resources provided by ERO.

Te Kōhanga Reo o Tangata MaraeThe detailed priorities for review were then determined following a discussion between the ERO review team and whānau. This discussion focused on existing information held by the kōhanga reo (including self-review information) and the extent to which potential issues for review contributed to positive outcomes for children at.

The whānau chose as its focus area:

  • Mana Tangata.

All ERO education reviews in kōhanga reo focus on the quality of education. For ERO this includes the quality of:

  • whānau self review and strategic planning
  • programme planning, assessment and evaluation.

ERO’s findings in these areas are set out below.

Mana Tangata

Background

Mana Tangata focuses on children developing knowledge, value and respect for and of oneself, whānau, hapū, iwi and others.

Whānau focus on whanaungatanga, children’s whakapapa, identity and wellbeing under mana tangata.

ERO will evaluate the extent to which children’s identity and well being is nurtured.

Areas of good performance

Learning Programme.Kaimahi provide a programme where children’s learning is valued. Children have opportunities to demonstrate their understanding of tikanga Māori through the use of karakia, hīmene, pepeha and mihimihi. They have established meaningful relations with their peers and adults. Kaimahi and children are respectful. Whanaungatanga provides a strong foundation for learning. Children are confident learners.

Children participate in all aspects of the learning programme. They experience stimulating and well organised learning. Children are engaged in learning about other cultures around the world. They are provided with opportunities where they can take responsibility for their own learning. The kōhanga reo is well resourced.

Children enjoy a learning programme that contributes to their holistic learning development.

Te Reo Maori.The whānau provides good support for children to learn te reo Māori. The formal part of the programme enables children to hear and use formal aspects of te reo Māori. Children are able to follow their interests. Kaimahi talk with children about what they are doing during this time. They use appropriate language development strategies such as having simple conversations with children, giving directions and asking questions about what children are doing.

Children respond well to prompts and questions. They use simple phrases and words spontaneously when talking with kaimahi and to their peers. Children demonstrate a high level of understanding when responding to questions and what has been said. They are confident beginning speakers of te reo Māori.

Planning and Evaluation

Background

ERO always evaluates the quality of planning and evaluation in kōhanga reo to determine the quality and extent to which the kōhanga reo whānau plans, manages and monitors all areas of kōhanga reo operations for their children and whānau. Planning and evaluation includes programme planning and monitoring children’s development.

Areas of good performance

Whānau Management.The whānau has processes to manage the business of the kōhanga reo in ways that are relevant and appropriate.

Health and safety policies have been reviewed. The hazard checklist has recently been updated. Whānau now implement a new process for checking the kōhanga reo for possible dangers and hazards. All procedures and documentation reveal that the children learn in an environment that is safe and healthy.

Financial systems identify that the kōhanga reo is financially viable. Financial forecasting and budgets show that resourcing of the learning programme is satisfactory. Financial reporting is transparent. The whānau is well informed about how income and expenditure impact on children’s learning.

Whānau use systems to ensure that kaimahi are supported in their work. Job descriptions and employment contracts have been signed. Whānau demonstrate that they are good and reasonable employers.

Internal review systems are supported by a high level of reporting at whānau hui. Reports by the kaiako, kaiwhakahaere and treasurer, kaimahi minute book, policy review and notices to whānau ensure that they are well informed of how the kōhanga reo is progressing and developing.

The strategic plan clearly identifies kōhanga reo future priorities. These are organised under the broad goals of Te Ara Tūāpae. The strategic plan is linked to an action plan. This enables whānau to monitor the achievement of their strategic goals and priorities.

The whānau manages the operations of the kōhanga reo to ensure best possible outcomes for children.

Kaimahi have sound processes for programme planning and assessing children’s progress. Planning is comprehensive and provides clear guidelines for programme implementation. Assessment informs whānau of their children’s learning and development.

Areas for development

Kaimahi Appraisals.The current appraisals system does not effectively serve the purpose it is intended for. Kaimahi are appraised once a year by whānau against a list of goals. Once completed these are filed. There is no reporting back to the whānau nor does the appraisal lead to professional development required to support kaimahi practice. It is time for the whānau to review the existing appraisals in order to link with TKRNT appraisal policy and procedures.

Programme Evaluation.Kaimahi need to strengthen programme evaluation. There is very little information to indicate how effectively the learning programme impacts on children. Kaimahi hui discussions need to focus on what worked, what did not work and what changes need to happen to increase the impact of the programme on children.

5 Whānau Management Assurance on Compliance Areas

Overview

Te Kōhanga Reo o Tangata Marae Before the review, the licensee, whānau and staff ofcompleted an EROKōhanga Whānau Assurance StatementandSelf-Audit Checklist. In these documents they have attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • administration
  • health, safety and welfare
  • personnel management
  • financial and property management.

During the review, ERO checked the following itemsbecause they have a potentially high impact on outcomes for children:

  • emotional safety (including behaviour management, prevention of bullying and abuse)
  • physical safety (including behaviour management, sleeping and supervision practices; accidents and medication; hygiene and routines; travel and excursion policies and procedures)
  • staff qualifications and organisation
  • evacuation procedures and practices for fire and earthquake.

6 Recommendations

ERO and the kōhanga reo whānau recommends the whānau:

  • reviews the existing appraisals system to realign with the kōhanga reo appraisals policy and procedures.

  • strengthens their programme evaluation practices to support programme improvement

ERO is confident that the kōhanga reo is being managed in the interests of the children. Therefore ERO will review the kōhanga reo again as part of the regular review cycle.

About ERO Reviews

ERO follows a set of standard procedures to conduct reviews. The purpose of each review is to:

  • improve quality of education for children in kōhanga reo; and
  • provide information to parents, communities and the Government.

Reviews are intended to focus on outcomes for tamariki and build on each kōhanga reo self review.

Review Focus

ERO’s framework for reviewing and reporting is based on four review strands.

  • Planning and Evaluation– in particular the quality of planning and evaluation. This area is most likely to support long term improvement. Implicit in this is the quality of whānau management and the quality of education.
  • Kōhanga Reo Priorities– based onTe Whāriki,thewhānau through their management and programme, influence positive outcomes for tamariki.
  • Compliance with Legal Requirements– assurance that this kōhanga reo has taken all reasonable steps to meet legal requirements.
