1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO reports provide important information for hapū and iwi.

2 Context

Ko te awa ko au, ko au ko te awa.

Te Kōhanga Reo ō Tātou Katoa Rā has close links to Ngāpūwaiwaha marae in Taumarunui. The kōhanga is licensed to cater for 27 mokopuna including 12 under two years of age at any one time. The teachings of the kōhanga reo are based on the beliefs and philosophy of Te Kōtahitanga

ERO’s May 2022 evaluation of whānau whakahaere found whanaungatanga practices resulted in a well-managed and operated kōhanga. ERO also identified the whānau should continue to strengthen internal evaluation practices to further improve outcomes for mokopuna.

3 Evaluation Focus

How well do mokopuna express their identity?

Mokopuna are developing their understanding of who they are and where they come from.

4 Findings - Mana Mokopuna

Mokopuna are immersed in learning that affirms their connections to whānau, marae, hapū and iwi. They are supported to participate in formal parts of the learning programme such as whakatau. Kuia and kaumatua provide leadership and role model tikanga of the marae such as karanga and whaikōrero. The learning programme builds upon real and sensory experiences, that are reinforced by structured activities. Waiata Māori, and waiata-a-ringa are a feature that encourage mokopuna to move and sing, then settle and focus on kaupapa. Mokopuna learn about their connections to others.

Mokopuna are immersed in whanaungatanga. Daily routines support mokopuna learning about their connection to each other and their kaiako and whānau. Pepeha and mihimihi are used to reinforce mokopuna understanding of their people and place. The tikanga of manaakitanga, aroha and whanaungatanga underpin all interactions in the kōhanga reo. Mokopuna are frequently praised for their successes. Resources to stimulate their interests are readily available. Tuakana teina relationships are fostered. Kaiako know the mokopuna specific needs well. Mokopuna are secure and happy in their learning.   

Key Next Steps

Whānau should continue to enhance the learning programme to further increase the quality of learning outcomes for mokopuna.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic

6 Recommendation

ERO and the kōhanga reo whānau recommends whānau should continue to enhance the learning programme to enhance mokopuna understanding of their identity.

Te Kōhanga Reo o Tātou Katoa Rā provides an environment that nurtures mokopuna identity and fosters a sense of belonging.

4 Findings - Mana Whakahaere

Whanaungatanga is central to whānau for managing the operations of the kōhanga reo. Whānau meet regularly and make decisions in the best interests of mokopuna. They have effective processes and procedures for monitoring and reporting on key aspects of the kōhanga reo operations. Whānau hui minutes are informative and detailed. Hui are well attended. Core health and safety policies and procedures are present. Good financial management standards are kept. Whānau monitor practices to ensure mokopuna wellbeing is prioritised.

The strategic plan is informed by Te Ara Tuapae and includes the vision and aspirations of the whānau.  Strategic goals are focused on property maintenance, operations, participation and building te reo Māori capacity. Kaimahi personnel documentation is current. These include individual employment agreements and job descriptions. Appraisals focus on developing kaimahi knowledge and skills. Mokopuna benefit from informed whānau decisions that reflects sustainability for the future.

Kaimahi work collectively as they plan the learning programme. Mokopuna learning is carefully monitored and the quality of the learning programme is regularly evaluated. Year, term, monthly and weekly plans are in place and identify learning outcomes, strategies and resources to support implementation. Kaimahi work together to ensure whakapapa and ancestral stories relevant to their hapū and iwi are included. Mātai mokopuna and kōnae are well documented and include highlights of individual mokopuna learning and progress. Kaimahi regularly reflect on their practices to make positive changes and contributions. They use programme evaluation to monitor the quality of the learning programme. Mokopuna benefit from a programme that connects them to whānau, hapū and iwi.
