1 Introduction
The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.
2 Context
Te Kōhanga Reo Tuatahi o Tokoroa is in Tokoroa township. It has links to Raukawa and to the Kingitanga. The whānau prides itself on the fact that their kōhanga reo was the first established in Tokoroa. Mokopuna at the kōhanga affiliate to a range of iwi.
3 Evaluation Focus
How well do mokopuna understand their identity as Māori?
Mokopuna are developing their identity as Māori.
4 Findings
Mokopuna interact confidently with others. Kaimahi utilise their strengths to build mokopuna identity. Te reo Māori me ōna tikanga are modelled by kaimahi. Mokopuna respond by repeating what kaimahi say and performing what they do. Kaimahi provide multiple opportunities for mokopuna to succeed. Different stories are told about atua Māori. Then kaimahi initiate songs they have composed to reinforce those kaupapa. Mokopuna learn about how they connect to those stories. Kaimahi know the mokopuna well. They support and prompt mokopuna to share their pepeha. Mokopuna are learning about who they are and where they come from.
Whānau are growing their understanding of how to manage the operations of their kōhanga reo. They are clear about their roles and responsibilities which is reinforced at the time of enrolment. The chairperson and administrator are actively involved in the administration of kōhanga reo business. There is an annual plan that outlines all key administration tasks and dates for completion. Most health and safety policies and procedures have been updated and aligned to current legislation. The whānau have identified their long-term priorities. There is a 5year strategic plan that focuses on development of the kōhanga reo and Te Aratūāpae which focuses on strengthening and maintaining the kaupapa and whānau development. Kaimahi personnel documentation are in place. Kaimahi are clear about their roles and responsibilities. Mokopuna remain the focus of all management activities.
Key Next Steps
The whānau agree that there are some areas of operations that require attention. Internal evaluation is developing. Following are key tasks that need deliberate consideration:
Reporting at whānau hui needs strengthening. While discussions focus on what is important to the whānau for mokopuna, there is little reporting against key areas such as policy review, administration outcomes, strategic planning and personnel matters.
While the whānau have in place a strategic plan, there is no action plan to monitor the progress of their goals and aspirations.
It is time for whānau to review kaimahi appraisal policy and procedures. Currently these do not align to their job descriptions or lead to professional development.
While whānau have updated most health and safety policies, they have yet to develop an excursions policy and procedure. It is important that this is attended to, to ensure mokopuna safety at all times.
Programme planning, programme evaluation and assessment need strengthening. It is difficult to gauge how the learning programme is monitored for its effectiveness. While kaimahi discuss what worked and what didn’t, it is not clear what happens to this information. This then has a direct impact on programme planning. Mokopuna assessments are inconsistent. It is clear that there are some kaimahi who understand the purpose of portfolios, however, others need support to arrive at the same understanding. What mokopuna are learning is recorded but progress is difficult to monitor. Consistency of practice around planning, evaluation and assessment is important for all kaimahi.
5 Assurance on Legal Requirement
During the evaluation, ERO looked at systems for managing the following areas:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
To meet compliance requirements whānau have agreed to:
- develop, implement and maintain an ongoing process of self-review to help the kōhanga reo maintain and improve the quality of its education and care

6 Recommendations
ERO and the kōhanga reo whānau developed the following recommendation:
- that whānau seek support from the District Office to develop an action plan to address all areas of concern.

1 Context
Te Kōhanga Reo Tuatahi o Tokoroa is located in the Tokoroa township. It has links to the Waiariki and Raukawa regions. The whānau have links to hapū and iwi across Aotearoa. The kōhanga reo is a place for whānau to affirm their identity, language and traditions. The whānau have a positive reporting history.
2 The Evaluation Findings
How well do children show interest in learning about te reo Māori, their identity and culture?
Children are developing the skills to speak te reo Māori and show enjoyment in learning about their identity and culture.
Ngā Taumata Whakahirahira
Children are well supported to learn te reo Māori. Kaimahi use a range of strategies to strengthen children’s language. They model te reo Māori through giving directions, advice of being thoughtful towards others and praising children’s efforts. There are lots of conversations between kaimahi and children as they participate in learning activities. Questions, hand actions and facial expressions support children to have fun with learning te reo Māori. Kaimahi give attention to some children who need more support to talk with others in te reo Māori. Children are developing skills to be speakers of te reo Māori.
Children learn in an environment where they are treated with care and respect. Relationships are a key feature of the kōhanga reo. The presence of kuia preserves intergenerational connections for the children. Kaimahi foster tuakana teina relationships amongst children. The older children learn to care and support tēina. Kaimahi plan for children to be an active part in community events by developing relationships beyond the kōhanga reo whānau. Whanaungatanga is the basis for all interactions. Children are respectful in their relationships with others.
Children are developing as confident learners. Learning focuses on their local surroundings and what is important to Waikato. Local history and stories including Kīngitanga are integrated into the learning programme. Kaimahi provide children with opportunities to investigate and explore their surroundings. There are places in and around the kōhanga reo where children can investigate and play on their own or with others. Children have the freedom to be creative with equipment and show their artistic talents. Whānau ensure children’s learning is well resourced to support choices of activities. Children show interest in the local and wider environments.
Planning and Evaluation
Kaimahi follow sound planning processes. There is a focus purposeful and meaningful learning for children. Kaimahi plan for different age groups that guides them with delivery. This is displayed to keep parents informed about the learning programme. Term plans are detailed to provide a framework to develop the weekly and daily activities. Children benefit from good planning.
Children’s learning is monitored and well documented. Individual profile books contain good information for whānau including developmental checklists and detailed monitoring of children’s progress and achievement. Te reo Māori is a strong focus for assessment.
Kaimahi consistently note the effectiveness of their learning programmes. Regular meetings contribute to progressing children’s learning. Evaluative statements are documented weekly. These are collated into kaimahi reports that are tabled at hui whānau. Children benefit from planning, assessment and programme evaluation.
Whānau have in place a strategic plan and policies and procedures. These are reviewed annually. They are responsible employers ensuring that kaimahi are appraised annually. Appraisals inform professional learning goals for respective kaimahi.
3 Whānau Management Assurance on Compliance Areas
During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:
- emotional safety (including positive guidance and child protection)
- physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
- suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
- evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.
4 Recommendation
ERO and the Kōhanga Reo whānau developed the following recommendation:

The whānau continue to develop their skills and expertise to further promote the kaupapa of kōhanga reo.
When is ERO likely to evaluate the kōhanga reo again?
The next ERO evaluation of Te Kōhanga Reo Tuatahi o Tokoroa will be in three years.
