1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

2 Context

Tōku reo, tōku whakakai marihi

Te Kōhanga Reo o Tōku Māpihi Maurea was established in 1990. It is situated close to the Hamilton central business district. The whānau promote te reo Māori, tikanga Māori and mātauranga Māori for mokopuna.

3 Evaluation Focus

How well are mokopuna developing an awareness of their ahurea Māori?

Mokopuna demonstrate understanding of cultural values through their active engagement in positive learning experiences.

4 Findings 

Mokopuna are embraced in whanaungatanga. The tikanga of manaakitanga and aroha underpin all interactions in the kōhanga reo. Kaimahi competently provide guidance, leadership, and model tikanga and kawa throughout the kōhanga reo. They ensure mokopuna are included in pōwhiri where about their role as tāngata whenua. Mokopuna observe and hear te reo Māori spoken in formal and informal situations. Kaimahi use a range of language strategies to support mokopuna language development. These include waiata, prompts, repetition, pao and instruction. Tuākana are encouraged to lead significant activities such as karakia, Paimārire and hīmene. Pepi show their understanding through body gestures and facial expressions. Kaimahi praise mokopuna efforts and achievements. Mokopuna are settled in their learning.

Mokopuna make meaningful connections to their natural and physical environment. Learning activities foster co-operation, independence, and freedom to make choices. Mokopuna are encouraged to explore their learning environment. Established daily routines and transitions are familiar and smooth. Outdoor spaces provide opportunities for mokopuna to play independently or in groups. Mokopuna are secure in their te ao Māori settings. 

Kaimahi work collaboratively as they plan the learning programme. The mahere ako has clear links to Te Whāriki ā Te Kōhanga Reo and is developed in consultation with whānau. Planning is detailed and guides the implementation of kaupapa mahi. Learning outcomes are designed to cater to the different age groups. Mokopuna development and growth is captured through weekly observations. These acknowledge and highlight individual mokopuna learning journeys overtime. Whānau are provided opportunities to comment and provide feedback. Mokopuna benefit from collaborative practices underpinned by values of whanaungatanga.

Whanaungatanga is central for the way in which the kōhanga reo operations are managed. Whānau hui are well attended, and information is shared. Health, safety and personnel management policies and procedures are detailed and reflect legislative requirements. Regular drills for fire and earthquake evacuations are conducted. Registers are maintained and contain useful information.  An annual plan provides clear guidance and timelines required to meet key operational and administrative tasks. Whānau collectively make decisions that are focussed on mokopuna wellbeing and their overall best interests. 

Strategic planning in informed by Te Ara Tūāpae and incorporates the vision and aspirations of whanau, “Whakatairangatia tō ahurea kia rongo ai te ao i tōna ātaahua.” The strategic goals promote sustainability for the future. Personnel matters are well managed. Kaimahi have completed the necessary safety checks. Employment agreements, and position descriptions provide clarity of expected responsibilities. Kaimahi have recently completed professional learning and development to enact their Child Protection policy. They comfortably demonstrate an understanding of the Children’s Act 2014 and adhere to procedures. Mokopuna are at the centre of whānau whakahaere.

Key Next Steps

Programme evaluation requires strengthening. While kaimahi hui weekly, documented discussions are not clearly focused on evaluating outcomes for mokopuna, and improvements to the learning programme. Mokopuna would benefit from increasing kaimahi knowledge of programme evaluation for ongoing improvement.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas: 

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO recommends whānau continue to strengthen programme evaluation.

1 Context

Te Kōhanga Reo o Tōku Māpihi Maurea is in Hamilton. The whānau aspire for their children to learn and speak te reo Māori during their time at the kōhanga reo. The kaiako has been teaching in the kōhanga reo for a number of years, and leads a new team of committed and enthusiastic kaimahi. The process of appraisal for kaimahi was identified as an area of non-compliance in the previous ERO report, however this has now been addressed.

2 The Evaluation Findings

How well do children show confidence in their kōhanga reo?

Children show confidence in their kōhanga reo.

Ngā Taumata Whakahirahira

Children are immersed in a stimulating te reo Māori language learning environment. They learn a range of waiata and karakia for different situations. Individual children are enthusiastic and eager to share their pepeha at mat time. Kaimahi use a range of deliberate strategies to extend children’s language skills. These strategies include questioning, prompting and modelling. Babies recognise sounds and phrases. Children are attentive to the language used by kaimahi throughout the day. They are developing confidence as early speakers of te reo Māori.

Children interact happily and confidently with others. They willingly participate in learning activities. Kaimahi notice, recognise and respond to children’s changing needs and interests. Individual children receive affection and praise during the day. Kaimahi promote the language in gentle ways. Children are settled in their peaceful whānau learning environment.

Children are encouraged to influence their learning so that they can make personal and meaningful connections. Whakapapa sessions provide daily opportunities for children to connect with each other and the environment. Individual children enjoy choosing their own activities and interacting with others in guided kaupapa learning. Kaimahi are available to prompt and challenge learning for individuals and groups of children. Children show enthusiasm to lead activities. Tēina are supported by their whānau to recite their pepeha. Children are developing an awareness of respect and care for themselves and others.

Children are stimulated to explore and make sense of the world around them. Kaimahi plan and provide a range of learning experiences that heighten children’s interaction with their environment. Experiences include cooking, painting, construction, arts and crafts. Whānau members contribute to resourcing these activities. Children participate in activities that promote the use of their senses. They are able to discover connections through experimenting and the use of digital technology. Children’s confidence in learning is enhanced.

Planning and Evaluation

The whānau manage the kōhanga reo in the best interests of the children. Whānau members have documented a clear management pathway that aligns to their strategic plan and includes an action plan for implementation. There is good information collected at monthly whānau hui, including reports from kaiako. The whānau are well placed to report on progress and achievements with planned strategic priorities. The appraisal of kaimahi is carried out. The whānau regularly monitor and review their charter, policies and procedures. A range of communication methods are used to keep whānau members informed about developments and operations in the kōhanga reo.

Children receive purposeful experiences that build their confidence in learning. Programmes of learning are well planned. There is a variety of learning experiences and clear direction to guide kaimahi in the delivery of kaupapa activities. Planned programmes give attention to exploration through learning that is science-based and provides multiple choices. Children enjoy a programme that is varied, well organised and managed.

Key Next Steps

Kaimahi recognise that programme evaluation can be strengthened to clearly show the aspects of programmes, practices and provisions that already effectively support groups of children, and those that can further enhance their learning.

Kaimahi continue to develop their knowledge of effective assessment practices. It is important for kaimahi to now look at stronger and more consistent links in children’s assessment with Ngā Taumata Whakahirahira.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • the whānau and kaimahi work together to strengthen programme evaluation and assessment practices in their kōhanga reo.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Tōku Māpihi Maurea will be in three years.
