1 Introduction

The Education Review Office, whānau, leaders and communities provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Miropiko is located in Chartwell, Hamilton. The kōhanga reo serves whānau not only from the local community but from other parts of Hamilton city. They are almost at full capacity. It is important that whānau participation in the management of the kōhanga reo is strengthened.

3 Evaluation Focus

How well to mokopuna display whanaungatanga in their relationships with others?

Mokopuna confidently display whanaungatanga in their relationships with others.

4 Findings

Mokopuna experience an environment where whanaungatanga is valued. Kaimahi model aroha and awhi in their relationship with mokopuna. They encourage mokopuna to be mindful and respectful of others. Every morning they acknowledge one another and the adults during their time on the whāriki. The older mokopuna are gentle and careful in their interactions with their teina. Kaimahi ensure that tuakana teina relationships are natural and not forced. Kaimahi praise mokopuna for their successes. It is obvious that these affirming statements have a positive impact on mokopuna behaviour. Mokopuna appear settled and happy in their relationships with their peers and kaimahi.

Whānau manage some aspects of their kōhanga reo well. The whānau describe the kōhanga reo as welcoming, inclusive, and a place where mokopuna experience a warm loving environment.  Whānau hui are once a month. There is consistent reporting by the administrator, kaiako and treasurer. The administrator is competent in her role and is working on establishing systems to improve operations. Personnel documentation is current and kaimahi are informed of any amendments to their contracts. Kaimahi are well served by their whānau. Some health and safety policies and procedures have been reviewed and updated to align with current legislation.

Key Next Steps

Whānau have experienced some challenges that have affected their ability to manage the operations of their kōhanga reo well. It is time for whānau to put in to place a process of internal evaluation to address the following:

Review and update kaimahi appraisals. Currently appraisals are not aligned to kaimahi job descriptions and does not lead to informed professional development.

Whānau have not carried out emergency evacuation drills. It is time for whānau to review their emergency evacuation policies and procedures and organise when these will be carried out annually.

Develop and implement a pandemic policy and procedure to ensure that mokopuna and whānau are protected in case of an outbreak. It is important that his is aligned to the Ministry of Health measures and guidelines.

Develop and implement a strategic plan to ensure the future of the kōhanga reo is viable. The whānau have identified big projects but there is no planning to ensure these are achieved.

Review and update the annual plan. There are no clear timelines to ensure that key tasks are completed. The annual plan is critical to the administration process and systems.

Planning, programme evaluation and assessments require attention. There were no planning or evaluation documents available. While assessments are available on EDUCA there are no clear links to how assessment and programme evaluation contribute to planning.

Mokopuna learning, safety and well being is at risk.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements whānau agree to address the following:

  • ensure there is an ongoing process of self-review to help the kōhanga maintain and improve the quality of its education and care

  • ensure all reasonable steps are taken to provide staff employed professional support, professional development opportunities and resources

  • ensure procedures and supplies are prepared in case of an emergency

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

That the whānau work closely with the District Office to develop and implement an action plan to address all the concerns raised in this report.

1 Context

Te Kōhanga Reo o Miropiko is in Chartwell, Hamilton. Whānau have a strategic plan that includes strategic objectives to enable them to excel in the provision of high quality education for their children. The kōhanga reo has had recent renovations to make better use of space.

2 The Review Findings

To what extent do children speak te reo Māori?

Ngā Taumata Whakahirahira

Children are familiar with te reo Māori. They hear and speak te reo Māori in formal and informal settings. Children know the kawa and tikanga of mihi whakatau. The older children can recite their pepeha. They know and sing local mōteatea and waiata. Most children are confident to answer questions in te reo Māori. Kaimahi provide a range of strategies to support children's language development including prompting, role modelling, and repetition. Babies are becoming familiar with te reo Māori. They can mimic what adults say and use gestures to communicate with others. Kaimahi work directly with them adding new kupu to familiar phrases. Some children hear te reo Māori spoken at home. Children are developing speakers of te reo Māori.

Children are confident in their interactions with others. They have positive interactions and relationships with their peers and adults. Children enjoy each other’s company and learn from each other. Kaimahi provide an environment where awhi, atawhai and manaaki are a priority. Children participate in fun activities including kori tinana and waiata. Kaimahi support children to lead activities including karakia. Kaimahi praise and acknowledge children’s efforts and achievements. Whanaungatanga is valued at kōhanga reo. Children are developing a sense of belonging.

Children are confident in their physical abilities. Whānau support children to feel safe at kōhanga reo. Children experience a range of challenges while outdoors. They ride on bikes and play on the adventure play ground with their friends. Children are supervised well by kaimahi. They experience many physical opportunities and challenges including climbing frames, obstacle courses and games. Children enjoy their time at kōhanga reo. 

Planning and Evaluation

Programme planning is detailed. Essential elements of planning are obvious. These include medium term plans, weekly timetables and daily programme. Programme content, strategies used to embed learning and kaimahi rosters are all clearly outlined. Planning is easily identified in the current learning programme. The strategies identified in the plans are relevant and appropriate to support children’s learning. Whānau are well aware of what their children are learning. Children benefit from well- planned opportunities for learning.

The kōhanga reo is well managed. The charter identifies te reo Māori me ona tikanga and quality education and care are priorities for children. Whānau regularly review their charter. Core health and safety and wellbeing and care policies are current and in place. Whānau ensure that information required for various registers is recorded. Kaimahi employment documentation is current and in place. Kaimahi have all been appraised. Whanau have a strategic plan informed by Te Ara Tuapae.They have planned their goals and priorities for the future. The action plan identifies who, what, and when in relation to key actions and tasks undertaken for 2017. The charter and policies are reviewed regularly. Internal evaluation is both efficient and effective and meets the needs and interests of whānau and children. Children are the priority in all decisions made at kōhanga reo.

Key Next Steps

Kaimahi identified that assessment of children’s learning and programme evaluation remain areas for further development. While kaimahi are able to articulate the purpose of assessment, there are no links between what they know and what they are doing. They have two methods of assessment. Neither of these identify what children know, what they are learning and what progress they are making as learners. While kaimahi understand that evaluation leads to improvements it is difficult to monitor what changes have been made to the learning programme and the reasons behind such changes. Children do not benefit from robust assessment and programme evaluation.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the service’s systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)

  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)

  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)

  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • whānau to provide support to kaimahi to strengthen assessment practice
  • Kaimahi to establish a process for evaluating the effectiveness of the learning programme.
