1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Rangiamokura is situated in Mangakino, Waikato. The kōhanga reo has links to Te Marae o Pouakani. Many whānau are on their te reo Māori journey, participating in classes facilitated by the Kōhanga reo. Whānau are developing understanding of their roles and responsibilities to effectively manage their kōhanga reo

3 Evaluation Focus

How well do mokopuna know who they are and where they come from?

Mokopuna experience an environment that nurtures their identity and fosters a sense of belonging.

4 Findings

Kaimahi use a wide range of strategies to support mokopuna language development. These include repetition, prompting, waiata and modelling correct language structures. Mokopuna learn from role models such as their manu pīrere and their kuia as they listen to karanga and whaikōrero and observe tikanga and kawa practices. Pēpi are also encouraged and supported to participate. Whanaungatanga is integral to kaimahi and whānau practices. Mokopuna are developing as confident learners of te reo.

The daily programme and established routines foster comfort and calm. Kaimahi model values of tiaki, aroha and manaaki. Mokopuna experience caring relationships and meaningful interactions with adults and other mokopuna. Kaimahi often praise mokopuna efforts and achievements. Kaimahi promote and support mokopuna to explore their environment. This encourages mokopuna to connect with the te taiao. Mokopuna are learning about who they are and where they belong. Mokopuna participate in learning that nurtures their wellbeing and identity.

Kaimahi have processes in place for planning, assessment, and programme evaluation. Whānau aspirations are included in planning. The mahere ako identifies programme content and strategies for programme implementation for resourcing the learning programme. Assessment documentation in in place.  Mokopuna learning journeys are captured and presented in mokopuna individual portfolios. Clear communication with whānau provides information of mokopuna progress. Kaimahi regularly reflect on what worked well, observations and areas to improve the learning programme. Mokopuna benefit from collaborative practices underpinned by whanaungatanga.  

Whānau work together as a team to manage kōhanga reo operations. There is good whānau involvement and participation in the kōhanga reo. Whānau hui are held regularly and well attended. Reports presented are clear and detailed. The annual plan outlines key administrative duties and responsibilities. A schedule for policy and procedure review is in place along with health and safety registers for accidents, sleep, hazards and administering medication are documented to ensure mokopuna wellbeing is prioritized. The strategic plan includes the vision and aspirations whānau hold for mokopuna. Whānau have developed an action plan that includes timelines to monitor progress. Whānau whakahaere processes ensure mokopuna are at the center of whānau decision making. 

Key Next Steps

Whānau acknowledge the windows need to be covered by an adhesive film to make them safe. They understand the urgency in this matter and are waiting for quotes and installation. Mokopuna safety is paramount.

5 Kōhanga Whānau Assurance on Legal Requirements

Actions for Compliance

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements they must: 

  • whānau ensure any windows or other areas of glass accessible to children are either made of safety glass; or covered by an adhesive film designed to hold the glass in place in the event of it being broken.

Since the previous ERO report in 2014, many whānau have returned to learn te reo Māori, knowledge about their identity and where they belong. Whānau members are growing their capability and skills as new kaimahi through Te Kōhanga Reo National Trust training programmes.

2 The Evaluation Findings

How well are children developing an understanding of their place in the kōhanga reo whānau?

Children show they use te reo Māori in a nurturing whānau environment.

Ngā Taumata Whakahirahira

Children are learning to use te reo Māori. Kaimahi use a range of strategies to support children’s language development. They provide children with opportunities to hear formal language patterns in whakatau, karakia, pepeha, hīmene and mihimihi. Kaimahi use questions, hand actions and waiata techniques to communicate with others as they play. Babies use non-verbal gestures to express their understanding of te reo Māori. Praise is used to acknowledge individuals efforts to speak te reo Māori in the learning programme. Children are developing skills and confidence to speak te reo Māori.

Children are learning to interact postively as tuakana teina. Kaimahi show awhi, tautoko, aroha, manaaki, and harikoa in their interactions with children. Tuākana are encouraged to care for tēina. Routines are in place to help children move from group learning to independent activities. Tuākana are supported to lead group activities such as karakia, mihimihi and waiata for tēina. Games enable children to learn cooperatively, work with others and have fun as they learn. Kuia actively particpate in children’s learning to model ways of interacting as tuakana and teina. Children appear settled and secure.

Children are learning to be explorers. Kaimahi plan a programme for children that includes both formal and informal learning experiences. Waiata and korikori tinana are also part of the daily routines. Whānau organise marae visits to ensure children are able to see the formal speech making, mihimihi and pepeha presented by kaumātua. This has a positive influence on children’s involvement at the kōhanga reo when manuhiri come to visit. Children are developing confidence in their learning through participating in activities that they can initiate or learn from.

Planning and Evaluation

Children’s learning needs and interests guide programme planning. There are clear links to Te Whāriki, ngā atua Māori and seasons of the year. Kaimahi provide a range of learning experiences appropriate for tuākana and tēina. Profiles are shared with parents and show children’s individual and group learning throughout the year. They are encouraged to provide feedback about their own children’s progress. Children benefit from a learning programme that meets their needs.

Children’s interests guide whānau management practices. The whānau use the charter to support kōhanga reo management. A review of policies related to health and safety, the Vulnerable Children’s Act and personnel documentation has been completed. The cycle of appraisal has been completed. There is regular reporting at whānau hui about the kōhanga reo operations.

Internal evaluation is adequate. Te Ara Tūāpae informs the strategic planning in the kōhanga reo. The whānau have identified their goals and priorities which focus on ongoing improvement. Reporting information helps to make changes based on identified needs and opportunities. Children and their whānau can be assured that the future of their kōhanga reo is secure.

Key Next Steps

Kaimahi do not use programme evaluation to inform the quality of delivery. They acknowledge that this practice will assist them to focus on steps to improve children’s learning. Children’s learning is not regularly evaluated.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements, they need to:

  • regularly evaluate the quality of delivery to cater for children’s learning and development [Regulations 43 (Early Childhood Services) Regulations 2008; C1 Licensing Criteria for Kōhanga Reo affiliated with Te Kōhanga Reo National Trust 2008]

  • develop an annual plan that guides the operations of the kōhanga reo. [Regulation 47 – Education (Early Childhood Services) Regulations 2008; GMA8 Licensing Criteria for Kōhanga Reo affiliated with Te Kōhanga Reo National Trust 2008]

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • the whānau and kaimahi use internal evaluation to improve the quality of children’s learning and inform the strategic direction of the kōhanga reo.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Rangiamokura will be in three years.

1 The Education Review Office (ERO) Evaluation

Ko Rangiamokura te kōhanga reo.

Te Kōhanga Reo o Rangiamokura is in the small Waikato township of Mangakino. The kōhanga reo has had numerous name changes over time some of which included Mareikura Te Kōhanga Reo and Te Kōhanga Reo Tuarua o Mangakino. At this time the kōhanga reo operated out of a building provided by the catholic church. The whānau purchased some of the local primary school buildings after it closed in 1994 and were able to remain on the old school site. Once established, the kōhanga reo was renamed Rangiamokura. The name honoured the memory of their two kuia who were instrumental in establishing the kōhanga reo. The kōhanga reo is pan-tribal and caters for all children of the community.

Whanau believe it is their responsibility to reinforce and uphold te reo Māori and provide the best possible education for their children.

ERO’s evaluation of these areas has been guided by the whānau evaluation question,

“How well do our children learn about te reo me ngā tikanga Māori?”

Children are well supported to learn about te reo me ngā tikanga Māori. Children are developing as speakers of te reo Māori. Their identity, ancestral heritage and belonging is successfully affirmed. Kaimahi are positive role models of te reo Māori and they use effective language acquisition strategies.

Children are willing participants in the programme. They have access to a range of learning experiences and resources. Children select and initiate their own learning. The indoor learning environment is spacious, vibrant and supports all aspects of children’s learning.

Whānau manage their kōhanga reo in the best interests of their children. They are committed to the kōhanga reo and the education of their children. Relationships between the adults and children are respectful and meaningful. This provides a stable foundation for children’s learning.

2 Review Priorities

Before the review, the whānau were invited to consider its priorities for review.

The priorities for review were then determined following a discussion between the ERO review team and whānau.

The whānau chose as its focus area:

All ERO education reviews in kōhanga reo focus on the quality of education. For ERO this includes the quality of:

  • whānau self review and strategic planning
  • programme planning, assessment and evaluation.

Background

How well do children learn about te reo and tikanga Māori?

Children are well supported to learn about te reo and tikanga Māori.

Areas of good performance

Children are developing as confident speakers of te reo Māori. Kaiako use formal and informal language strategies to support children. These include mihimihi, karakia, waiata and pepeha. Kaimahi use games to extend children’s vocabulary, build sentences and to make language learning fun for children. Kaimahi and whānau members speak te reo Māori throughout the day. The kaimahi and whānau provide a supportive environment for children to learn te reo Māori.

Children are confident in a range of settings. Children have respectful relationships with other children and adults. They lead karakia and are affirmed for their efforts and achievements. When appropriate, children attend tangi and other activities on the marae and in the community. They learn about the natural environment including the sea, land, wind and the links these have to atua Māori.

Children are settled and happy. Kaimahi provide opportunities for children to learn about their place in the wider world. Children learn the significance of caring for the land. Whānau have whakapapa links to each other and these are reinforced in positive ways with and for children. Whanaungatanga underpins all relationships and interactions which are meaningful and loving. Children benefit from intergenerational relationships with the presence of kuia in the kōhanga reo.

Children enjoy exploring their environment. The kōhanga reo is close to the sea, river and bush. Kaimahi provide children with ample opportunities to explore their natural world. Children care for gardens and they investigate the world of insects. The environment is valued as precious and an essential part of each child’s identity and heritage.

Babies are happy and content. They enjoy positive caring relationships with kaimahi who are responsive to their interests and needs. The learning environment is vibrant and well resourced. Babies join in activities with the older children including karakia. Routines are flexible and cater well for the physical and emotional needs of babies.

Planning and Evaluation

Areas of good performance

Children benefit from a programme that is effectively planned to stimulate thinking, exploration and creativity. Programme planning is purposeful, comprehensive and detailed. The plans include content, strategies for implementing the content, te reo Māori vocabulary and resources required to support learning and teaching. Planning is based onTe Whariki, te ao Māori and the wider world. Displays of children’s work reflect the content of the programme.

Assessment of children’s learning is effectively monitored and reported. All children have profile books. Most of these books contain a range of assessment information and are kept in an attractive manner. A variety of assessment methods are used by the staff to track children’s progress over time. Kaimahi are aware of the individual interests and strengths of the children in their care. Children’s information is readily available for whānau.

Kaimahi regularly evaluate the quality of their work. Formal discussions about how well learning programmes cater for children are documented by kaimahi. Kaimahi evaluate aspects of health and safety, fire and earthquake drills, children’s activities, trips and the kaupapa of the day. The kaimahi work in purposeful ways to continually improve kōhanga children’s learning experiences.

Children’s needs and whānau aspirations is at the heart of whānau practices and decision making. The kōhanga reo is adequately managed by the whānau in the interests of their children. Policies and procedures guide practice and are reviewed regularly. Health and safety policies are supported by appropriate documentation.

All kaimahi have employment agreements and job descriptions. They are know about their roles and responsibilities as employees.

The whānau have a clear vision for the future of the kōhanga reo. Their goals include encouraging healthy living for children, whānau and the kōhanga reo community. Other goals include extensions to the building and modifying the grounds. Whānau are committed to supporting their children’s wellbeing and learning.

.The kaimahi and whānau have a good understanding of self review. They complete systematic review of kōhanga reo operations. When issues are identified, they are dealt with quickly. The whānau ensure there is ongoing improvement that benefits children

4 Whānau Management Assurance on Compliance Areas

Overview

Before the review, the licensee, whānau and staff of the kōhanga reo completed an ERO Kōhanga Assurance Statement and Self-Audit Checklist. In these documents they have attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • administration
  • health, safety and welfare
  • personnel management
  • financial and property management.

During the review, ERO checked the following items because they have a potentially high impact on outcomes for children:
