Te Kōhanga Reo o Te Koutu is based at Te Marae o Te Koutu, Rotorua. Whānau are currently focused on supporting new kaimahi in their new roles. ERO’s Mana Whakahaere report of May 2022 found Te Kōhanga Reo o Te Koutu provides an environment where whanaungatanga underpins all operations.

3 Evaluation Focus

How well do mokopuna express whanaungatanga?

Mokopuna express whanaungatanga through their positive interactions and relationships with others.

4 Findings - Mana Mokopuna

Mokopuna are immersed in learning that affirms their connections to whānau, hapū and iwi. Kaumātua and kuia provide leadership and role model tikanga and kawa of the marae when welcoming manuhiri. Mokopuna hear te reo ōkawa during this time and are participants in all aspects of pōwhiri. Mokopuna hear te reo Māori used in both formal and informal settings. Kaimahi support mokopuna language development by using strategies such as whaikōrero, tauparapara, waiata, questions, prompts and instructions. Kaimahi provide mokopuna with opportunities to recite their whakapapa and talk about their tūrangawaewae. Kaimahi have established daily routines to support mokopuna interactions with each other. Mokopuna enjoy learning about their whakapapa.

Kaimahi model meaningful caring relationships in a supportive learning environment. Constant praise and encouragement are strategies used by kaimahi to promote mokopuna confidence. Purposeful activities encourage tuākana and teina to learn alongside each other. Kaimahi are gentle and caring. Mokopuna interact positively with others and tuākana teina relationships are evident. Tuākana are role models for their teina who like to mimic and follow closely the actions of their tuākana. The tikanga of manaakitanga and aroha underpins all interactions. Mokopuna are settled, happy, and enjoy positive relationships with others. 

Mokopuna transition practices are smooth. They move easily between learning spaces. Kaimahi use a range of strategies to stimulate and challenge mokopuna. The outdoor space enables exploration that allows mokopuna to interact and form natural relationships with the natural environment. Key Next Steps

Matters identified in the previous report relating to personnel management were verified during the onsite visit. The whānau have established systems in place to manage kōhanga reo operations. 

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • continue to enhance the collective strength of the whānau to further increase the quality of learning and outcomes for mokopuna.

2 Context

Te Kōhanga Reo o Te Koutu is based at Koutu Marae, Rotorua. The kōhanga is licensed to cater for 30 mokopuna including eight aged less than two years of age, at any one time. There have been a number of staffing changes since the ERO’s January 2019 review. Whānau are currently focused on supporting new kaimahi in their new roles. 

3 Evaluation Focus

How well do mokopuna express whanaungatanga?

Te Kōhanga Reo o Te Koutu provides an environment where whanaungatanga underpins all operations.

4 Findings - Mana Whakahaere

Planning, assessment and programme evaluation supports mokopuna learning. Planning is detailed, well organised and documented. Planned activities are focused on group learning and promoting positive interactions among mokopuna. Assessments align to planning. Mokopuna learning is well documented and shows their progress and development over time. Kaimahi share learning at whānau hui which are held regularly and are well attended. Discussions focus on improvements to the learning programme, what worked and next steps for planning. Mokopuna benefit from focused approaches. Their learning strengths and needs are well catered for, monitored and documented.

Whānau manage the kōhanga reo well. An executive team manage administrative and operational tasks. They have recently reviewed all policies and policies. These align to current legislative requirements. The strategic plan is aligned to Te Ara Tūāpae. The whānau have identified long-term and short-term goals that ensure they achieve the aspirations of their kōhanga reo and the kaupapa of the kōhanga reo movement. Whānau regularly report on their progress towards their strategic goals. An appraisal process is in place and kaimahi regularly access professional learning that is relevant to their roles. Mokopuna are at the centre of decision making.

Key Next Steps

Recently, a number of new staff appointments have been made. The pouako and wider whānau is working to induct these new kaimahi and support their professional development in their positions. The pouako acknowledges the need to monitor their progress through appraisal and professional conversations.
