1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga o Tō te Rā is in Rotorua, adjacent to Te Kura Kaupapa Māori o Hurungaterangi. Whānau aspire for their tamariki to graduate kōhanga reo and attend kura kaupapa Māori. ERO’s previous evaluation of Mana Whakahaere practices found kōhanga reo operations were being managed well and kaimahi were supported to carry out their roles and responsibilities. Mokopuna wellbeing, learning and continual growth and improvement was the focus of whānau decision making.

3 Evaluation Focus

How well do mokopuna show they are happy learners?

Mokopuna are happy, settled and engaged in their learning.

4 Findings - Mana Mokopuna

Mokopuna are immersed in whanaungatanga. They experience leadership opportunities that enhances their self-esteem as they care for and interact with peers and kaimahi. Tuākana understand their roles and are considerate when interacting with their teinaMokopuna experience love and care from kaimahi, whānau and each other. Interactions with kaimahi are purposeful, kaimahi consistently affirm mokopuna successes. Mokopuna enjoy a programme that is familiar and predictable. They experience an environment that is peaceful and calm. Mokopuna interactions with others are respectful.

Mokopuna learn in an environment that prioritises te reo Māori. Kaimahi use te reo Māori in ways that enhance mokopuna language development. Mokopuna experience language learning opportunities that are fun, creative, and enjoyable. Kaimahi are deliberate as they increase mokopuna understanding and use of te reo MāoriKaimahi draw on a range of strategies which include questions, conversations, waiata, prompts, repetition, rotarota and instruction. Mokopuna are developing as early speakers of te reo Māori.

Mokopuna are nurtured in an environment that promotes curiosity and exploration. The kōhanga reo is spacious, and well-organised. The outdoor area encourages exploration that allows mokopuna to interact with each other in a range of activities. The indoor spaces are colourful, vibrant, and inviting. Mokopuna access a wide range of resources that stimulates their development and interests. Mokopuna are engaged and curious learners.

ERO inquired into the quality of personnel management during this evaluation. All current employment documentation is in place. Kaimahi are provided professional learning opportunities. Mokopuna learning is enhanced because of kaimahi professional development. 

Key Next Steps

Whānau and kaimahi shared their intention to continue to enhance kaimahi professional practise.  ERO supports this key next step which will further enhance learning and positive outcomes for mokopuna

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • whānau continue to monitor and improve existing systems, processes, and practices to ensure positive outcomes for mokopuna.

2. Context

Te Kōhanga o To te Rā is in Rotorua, adjacent to Te Kura Kaupapa Māori o Hurungaterangi. It is licensed to cater for 30 mokopuna including eight aged less than two years at any one time. Whānau aspire for their tamariki to graduate kōhanga reo and attend kura kaupapa Māori.

3. Evaluation Focus

How well do mokopuna show they are happy learners?

The whānau of Te Kōhanga Reo o Tō te Rā have practices in place to promote positive learning outcomes for mokopuna.

4. Findings - Mana Whakahaere

Whānau members actively participate in the management of the kōhanga reo. There is regular reporting across all operations. A cycle of policy review including for health and safety ensures all policies are current and up-to-date. Financial reports are presented at each whānau hui. The whānau use a social media platform to communicate with their community. Tutohinga provides useful guidance and direction for the whānau. Whānau processes ensure mokopuna are at the centre of decision making.

The strategic plan is informed by Te Ara Tūāpae and includes the vision and aspirations of the whānau. An annual plan identifies key areas of operations and when tasks are to be met. Mokopuna benefit from whānau who are focused on promoting their learning strengths, needs and interests.

Planning is linked to Te Whāriki a Te Kōhanga Reo and includes learning outcomes for mokopuna. Kaimahi use a range of assessment methods. These include whakawhanaketanga o te mokopuna and profiles of learning. Mokopuna learning and progress is clearly a focus of kaimahi planning.

Kaimahi hui regularly to discuss the learning programme. They talk about what worked well for mokopuna, what did not and what needs to be improved. Mokopuna benefit from collaborative practices underpinned by whanaungatanga.

Key Next Steps

Evidence for how the whānau undertake personnel management was unavailable at the time of this evaluation. The whānau and ERO agree to sight and verify these documents during the on-site visit.

5. Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Although whānau have attested to aspects of compliance, the document has not been formally signed. ERO and the whānau will complete this during the onsite evaluation.

ERO and the kōhanga reo whānau recommends the whānau will ensure personnel management documents are available during the on-site visit.
