2 Te Horopaki

I kitea ki te aromātai Mana Whakahaere o mua a Te Tari Arotake Mātauranga, te pai ngā mahi e whakahaere ana i ngā whakaritenga o te kōhanga reo, ā, e tautokona ana te whakatutukitanga o ngā kaimahi i ō rātou tūranga me ā rātou kawenga. 3 Te Aronga o te Aromātai

4 Ngā Whakaaturanga – Mana Mokopuna

Ka rumakina ngā mokopuna ki te whanaungatanga. Ka riro i a rātou ngā whai wāhitanga ki te ārahi, ā, ka whakatairanga taua āhuatanga i tō rātou kiritau, i a rātou e manaaki ana, e taunekeneke ana ki ō rātou hoa me ngā kaimahi. Kei te mārama ngā tuākana i ō rātou tūranga, ā, ka whai whakaaro nui i a rātou e taunekeneke ana ki ō rātou tēina. Ka rongo ngā mokopuna i te aroha me te manaaki o ngā kaimahi, o te whānau, otirā, ki waenga hoki i a rātou anō. Ka whai pūtake ngā taunekeneke ki ngā kaimahi, ā, ka whakakoia ngā kaimahi i ngā mahi angitu a ngā mokopuna i ia te wā. 7 Ngā kōrero e pā ana ki te Kōhanga Reo

1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga o Tō te Rā is in Rotorua, adjacent to Te Kura Kaupapa Māori o Hurungaterangi. Whānau aspire for their tamariki to graduate kōhanga reo and attend kura kaupapa Māori. ERO’s previous evaluation of Mana Whakahaere practices found kōhanga reo operations were being managed well and kaimahi were supported to carry out their roles and responsibilities. Mokopuna wellbeing, learning and continual growth and improvement was the focus of whānau decision making.

3 Evaluation Focus

How well do mokopuna show they are happy learners?

Mokopuna are happy, settled and engaged in their learning.

4 Findings - Mana Mokopuna

Mokopuna are immersed in whanaungatanga. They experience leadership opportunities that enhances their self-esteem as they care for and interact with peers and kaimahi. Tuākana understand their roles and are considerate when interacting with their teina.  Mokopuna experience love and care from kaimahi, whānau and each other. Interactions with kaimahi are purposeful, kaimahi consistently affirm mokopuna successes. Mokopuna enjoy a programme that is familiar and predictable. They experience an environment that is peaceful and calm. Mokopuna interactions with others are respectful.

Mokopuna learn in an environment that prioritises te reo Māori. Kaimahi use te reo Māori in ways that enhance mokopuna language development. Mokopuna experience language learning opportunities that are fun, creative, and enjoyable. Kaimahi are deliberate as they increase mokopuna understanding and use of te reo Māori.  Kaimahi draw on a range of strategies which include questions, conversations, waiata, prompts, repetition, rotarota and instruction. Mokopuna are developing as early speakers of te reo Māori.

Mokopuna are nurtured in an environment that promotes curiosity and exploration. The kōhanga reo is spacious, and well-organised. The outdoor area encourages exploration that allows mokopuna to interact with each other in a range of activities. The indoor spaces are colourful, vibrant, and inviting. Mokopuna access a wide range of resources that stimulates their development and interests. Mokopuna are engaged and curious learners.

ERO inquired into the quality of personnel management during this evaluation. All current employment documentation is in place. Kaimahi are provided professional learning opportunities. Mokopuna learning is enhanced because of kaimahi professional development. 

Key Next Steps

Whānau and kaimahi shared their intention to continue to enhance kaimahi professional practise.  ERO supports this key next step which will further enhance learning and positive outcomes for mokopuna. 

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

• emotional safety including positive guidance and child protection

• physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

• suitable staffing including appropriate qualifications, police vetting, ratios

• emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

• whānau continue to monitor and improve existing systems, processes, and practices to ensure positive outcomes for mokopuna.

7 Information about the Kōhanga Reo
