1 Introduction

The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Ōpōpoti sits beside Maungatapu Marae, in Ōpopoti Bay, Tauranga. The marae and harbour environment are integral to mokopuna learning.

3 Evaluation Focus

How well do mokopuna demonstrate whanaungatanga?

Mokopuna relationships with adults and their peers are thoughtful.

4 Findings

Ngā Taumata Whakahirahira

Mokopuna are immersed in a programme that places a strong emphasises on whanaungatanga. Kaimahi have clear expectations about how mokopuna connect with and relate to others. The daily routines are well established. Mokopuna settle quickly and appear secure in their interactions with others. Kaimahi creatively use waiata to transition mokopuna through the daily programme. They encourage tuākana to look after their teina. Mokopuna confidently interact with each other.

Mokopuna participate in a wide range of experiences that supports them to learn who they are and where they are from. They regularly visit the marae, wharenui and the local environment. They participate in activities of the marae where they learn their role as tāngata whenua. Mokopuna learn the history and stories of whānau, hapū and iwi. Kaimahi encourage mokopuna to share their pepeha, using hand actions to reinforce their connections to significant landmarks such as maunga, whare, and moana. Mokopuna are learning about their connections to the local area 

Whanau Whakahaere

Kaimahi plan collaboratively. They consult with whanau and include their aspirations for their tamaiti in their planning. They ensure whānau are kept well informed about mokopuna learning and progress, through social media, learning profiles and conversations. Mokopuna learning is regularly monitored. Kaimahi evaluate the quality of the programme, identifying strengths and challenges in terms of mokopuna outcomes. Challenges to learning are discussed and solved as a team at kaimahi hui. Mokopuna learning is based on their emerging needs and interests.

Whānau are committed to managing the kōhanga reo “for whānau, by whānau”. They know their roles and responsibilities for supporting kōhanga reo kaupapa and operations. They have clear expectations and thorough processes for whānau meetings, documentation and reporting at whānau hui. The Tutohinga contains the philosophy, guiding principles and aims of the kōhanga. Health and safety procedures and practices are followed. There is regular policy review and monitoring of strategic goals. The annual plan identifies what is happening during the year including budgets for supporting the goals and progress. All personnel management processes are up to date including, police vetting and job descriptions. The annual appraisal process helps identify kaimahi professional development. Mokopuna learning and wellbeing are a priority.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO recommend that the whānau continue to enhance the quality of management and operations systems to guarantee positive outcomes for mokopuna

1 Context

Te Kōhanga Reo o Ōpopoti is next to Maungatapu Marae Ōpopoti Bay Tauranga. The location is of significance to whānau, hapū and iwi. A kuia who established the kōhanga reo is an integral part of the daily operations. Most of the kaimahi are graduates of the kōhanga reo. Many new whānau are learners of te reo Māori and new to the kaupapa of kōhanga reo.

2 The Evaluation Findings

How well do children demonstrate whanaungatanga?

Children demonstrate confidence to interact positively with others.

Ngā Taumata Whakahirahira

Children interact positively as tuakana teina and with others. Kaimahi model manaakitanga and aroha. Tuakana are encouraged to look after and guide their teina in the learning programme. There are opportunities for tuakana to develop their leadership skills by leading in the formal programme and learning activities’. Children participate in marae activities where they interact with kaumātua. Whānau provide opportunities for children to build relationships with the wider community and develop understanding about roles as tangata whenua. Kaimahi affirm individuals’ efforts and achievements. Children are happy and settled.

Children are learning to be explorers. The learning programme is organised to promote exploration. Kaimahi provide children with a range of indoor and outdoor activities. They support children to pursue and develop their individual interests and strengths. Routines are in place to support children to move confidently between spaces and activities. Babies play and learn alongside their tuakana. Kaimahi are enthusiastic, energetic to promote fun and laughter in learning. Children are curious learners.

Children’s te reo Māori learning is a priority. Kaimahi use a range of strategies by modelling, using prompts to develop children’s and whānau language. They make language learning fun through body language and animation. Children mimic words and sentences. Babies show their understanding using body language and facial expression. Kaimahi expose children to the language for pōhiri, tangihanga, karakia and conversations. Children are developing as speakers of te reo Māori. 

Planning and Evaluation

Children’s learning needs guides the whānau strategic direction. Strategic and annual plans are in place. Policy and procedures have been reviewed to ensure transparency and clarity for whānau. Whānau are positive and supportive of the future direction of the kōhanga reo. A kuia is an integral part of the kōhanga reo who provides support and guidance for whānau. Self-review used to identify areas to be improved across all areas of operations.

Whānau participation in the management of the kōhanga reo is growing. Wānanga have been organised for new whānau to increase their knowledge and understanding about the kōhanga reo kaupapa. Key leadership roles are shared amongst whānau, the chairperson and kaiwhakahaere. The combined experience and skills are used to support managing challenges to improve operational practices. Hui ā-whānau are planned and well attended. Personnel management processes are in place. Appraisals have been completed including next steps for kaimahi.

Kaimahi understanding about planning and assessment is developing. Programme planning is clear and flexible. Kaimahi monitor and record children’s learning using mātai mokopuna, observations and samples of work related to their learning goals. Kaimahi participate in training programmes to increase their collective capability in the interests of outcomes for children.

Key Next Steps

Kaimahi do not evaluate the quality of the learning programme. They do not meet regularly to discuss how well children are learning or record next steps to improve their practices. Children’s learning is not regularly reported at hui ā-whānau. Children’s progress in learning is not regularly monitored.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

 

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • Develop and implement clear expectations to raise the quality of learning for children.

The next ERO evaluation of Te Kōhanga Reo o Ōpopoti will be in three years.
