1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for hapū and iwi.

2 Context

‘He moki ki uta, he tangata ki tai’

Te Kōhanga Reo o Whangaparaoa is situated on the grounds of Te Kura Mana Māori o Whangaparāoa across from Te Marae o Kauaetangohia on the East Cape. The kōhanga reo promotes the history, culture and traditions of the local area. “Basically, it's our relationship with the Moki, they are us and we are the Moki.”  

3 Evaluation Focus

How well do mokopuna understand te reo Māori me ōna tikanga?

Mokopuna are developing as speakers of te reo Māori and are immersed in the tikanga of their marae, hapū and iwi.

4 Findings

Mokopuna participate in a programme that supports them to learn te reo Māori me ngā tikanga. The morning begins with the traditions of the haahi Ringatū where a bell is rung 12 times. This signals the beginning of karakia, followed by mōteatea unique to the whānau of Kauaetangohia. Mokopuna have opportunities to listen and participate in mihi whakatau. This also promotes te reo o te kāinga, te reo o te marae and te reo o te paetapu from their tūtohinga ‘He Rautaki Reo’. Tuākana reply in te reo Māori when kaimahi ask them questions. They are exposed to a variety of ways of communicating such as te reo ōpaki, te reo ōkawa, waiata, pānui and pūrākau. Kaiako use a range of strategies that support and extend mokopuna te reo Māori development such as modelling, prompting, and questioning. Mokopuna are praised for their efforts. Teina show their understanding of te reo Māori through mimicking the adults. They use single words, facial expressions and gestures to communicate their needs and respond to those around them. Kaimahi are attentive and loving. They take care of the wellbeing of mokopuna. Mokopuna are developing as speakers of te reo Māori.

Mokopuna learning and development of te reo Māori me ngā tikanga is a priority. Kaimahi plan alongside the kura kaiako at the start of the year. Maramataka Māori has been included into the learning programme and Autahi is celebrated rather than Matariki, as it signals the beginning of the Moki season. The Moki is unique to Whanagaparāoa, is steeped in tradition and underpins tikanga of the community. Whakaari of the pūrākau about the Moki is enacted and supports mokopuna learning. Mokopuna benefit when tikanga of their local area is taught.

Whānau share the aspirations they have for their mokopuna and these are included in the learning programme. Whānau said their mokopuna’ learning is evident at home, mokopuna sing the kōhanga reo songs and speak te reo Māori more often. Social media is the kōhanga reo tool for communicating with whānau. Mātai mokopuna is a major part of their Facebook page, showing what mokopuna have achieved. Photos are shared of mokopuna engaged in activities and events. Whānau view posts and add their comments. Programme evaluation is occurring. Kaimahi discuss the learning programme regularly and make changes, however there is no regular recording of the discussions. Mokopuna engage in learning experiences rich in te Ao Māori.

Te Reo Māori is the aspiration of whānau for their mokopuna. Whānau meet regularly to manage the kōhanga reo operations. All whānau have opportunities to contribute their ideas at hui whānau. Whānau are closely linked through whakapapa to Whangaparāoa. They aspire for their mokopuna to be strong in their identity, confident, happy and in their words, ‘kia Māori te tū’. The community has a variety of te reo Māori classes and regular wānanga that whānau can access in person or online. New kaimahi and whānau have initiated a review of their strategic plan to ensure it reflects the aspirations of the current whānau. An annual plan identifies key dates to assist with the kōhanga reo operations. Health and safety policies and procedures are reviewed at hui whānau and review of all policies is ongoing. Personnel files are well kept, and an appraisal process is in place for the new staff. Kaimahi professional practice is being supported by kaiako from a Puna Reo in Gisborne, this needs to be ongoing to support kaimahi growth and development. Te reo Māori is encouraged by kaimahi for whānau.

Key Next Steps

Planning, assessment and programme evaluation requires strengthening. Although there are processes in place, the new kaimahi would benefit from a deeper understanding of how this process impacts on mokopuna learning. Mokopuna benefit from responsive learning programmes that are well considered.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the Kōhanga reo whānau developed the following recommendation:

  • the whānau continue to work with the tari-ā-rohe to create a professional development plan to assist them to strengthen their planning, assessment and evaluation practices.

Te Kōhanga Reo o Whangaparāoa is part of a rural settlement on the East Cape. Children enjoy learning their tikanga and traditions of the Moki and the place this has in their history. They are developing in confidence to speak te reo Māori and appreciate learning in the natural physical environment.

The next ERO review of Te Kōhanga Reo o Whangaparāoa will be in three years.

1 Context

Te Kōhanga Reo o Whangaparāoa is situated on the grounds of Te Kura Mana Māori o Whangaparāoa across from Kauaetangohia marae on the East Cape. The whānau are related by whakapapa and have a close relationship with, the kura, the marae and the local purapura.

Since the last ERO report 2013 young kaimahi have accepted the responsibilities of leadership in the kōhanga reo.

2 The Review Findings

How well do children demonstrate ngā tikanga o Te Whānau o Kauaetangohia in their learning?

Children are developing an understanding of ngā tikanga o Te Whānau o Kauaetangohia.

Ngā Taumata Whakahirahira

Children enjoy learning in a te reo Māori environment. Kaimahi provide children with opportunities to hear and speak te reo Māori in formal and informal ways. They model language structures for children, encourage repetition and reciting pepeha in the daily programme.

Waiata, waiata-ā-ringa and haka help extend and enrich children’s te reo Māori development. Whānau have a language strategy in place to support and develop te reo Māori in the home and on the marae. Children are growing in confidence to use te reo Māori.

Children are learning about respect, care and wellbeing. Tikanga is an integral part of the learning programme. Karakia is a time for children to learn about the role of ngā atua Māori in the daily programme. Kaimahi provide activities for children to learn alongside each other, work cooperatively with others as tuakana teina. They model aspects of manaaki and tiaki which children often mimic and role play in their play activities. Praise for children’s efforts are acknowledged to promote confidence, trust and a sense of nurture. Children feel safe and secure in their learning environment.

Children are confident in their learning environment. Kaimahi provide children with opportunities to learn about the importance of the Moki in Whangaparāoa. Waiata about the Moki are integrated into children’s learning activities. Kaimahi expose children to tikanga about the Moki to develop an appreciation of its place in their history. Children have access to a range of areas to explore and investigate the natural physical environment. Children are happy and settled at kōhanga reo.

Planning and Evaluation

Programme planning incorporates the kōhanga reo and physical environments. Kaimahi plan activities for independent play and for formal group learning. Whānau are encouraged to contribute to the learning planning. Kaimahi meet with the kura kaiako to plan shared kaupapa for children. Water safety skills is an important feature of children’s learning because of the seaside location. Whānau support kaimahi in the learning programme and provide resources for children. Children learning is well planned.

Children’s learning is important. Assessment information is gathered to monitor children’s learning. Photos and samples of children’s work is placed in a profile book. Kaimahi use observations, children’s answers to questions to assist with their assessment practices. Kaupapa and progress with learning is regularly shared with whānau. Children’s learning is considered.

Whānau manage their kōhanga reo well. Priorities have been identified to support kōhanga reo developments. Local community support children’s learning and help the whānau as needed. Health and safety requirements are in place and are important to the whānau. They are aware of legislative requirements as an employer and ensure documentation is current. Children are at the heart of all kōhanga reo decision making.

Key Next Steps

Programme evaluation needs strengthening. Although kaimahi meet to discuss ways to meet children’s learning needs there is limited records about these practices. It is important for kaimahi to develop and implement strategies to improve their practice.

Appraisal is inadequate. The whānau have clear systems and processes to appraise kaimahi these are not being followed. Whānau are encouraged to implement appraisal and use this information to support their individual development, professional and personal goals.

Strategic planning needs developing. It is time for the whānau to regularly report and monitor progress towards achieving their goals and objectives. This information will contribute to strengthening internal evaluation practices.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

3.1 ensure all reasonable steps are taken to provide staff employed receive professional support, professional development opportunities and resources through an appropriate appraisal system.

Whangaparaoa Te Kōhanga Reo is situated on the grounds of Te Kura o Whangaparaoa, close to the Kauaetangohia Marae in Cape Runaway. There is a close relationship between the kōhanga reo, the kura, the marae and the other kōhanga reo in the region.

The focus for this review is whanaungatanga.

Children gain important knowledge about Te Whānau-ā-Apanuitanga through their daily activities. The kōhanga reo uses the facilities and resources of the marae and the kura as part of their learning programme. Children attend important events at the marae with students from the kura and children from the other kōhanga reo. They learn about kawa and tikanga as they observe and participate in marae activities. Relationships with whānau, kuia, koroua, kaimahi and other local kōhanga reo are positive and supportive.

The learning programme is balanced and well organised. Children have suitable resources to support their learning. The natural resources of the bush, sea, and hills are used to teach children about the importance of these resources to their lives. Children participate in a broad range of stimulating learning activities. Kaimahi have in depth knowledge of the local history, waiata, and pepeha of Te Whānau-ā-Apanui. They use their knowledge to help children gain an appreciation of their iwi.

The June 2009 ERO report identified catering for children’s interests, self review, programme evaluation and monitoring children’s interests as areas for development. The recommendations in the 2009 report reflected these areas. Since the previous review the whānau has made every effort to improve areas identified for improvement.

Whānau manage their kōhanga reo well. They have a clear strategic direction aligned to their charter. They have a shared vision and well articulated goals that guide kōhanga reo development. There is strong leadership within the whānau and this helps to maintain a focus on strengthening the kōhanga reo and building whānau capability.

Future Action

ERO is confident that the kōhanga reo is being managed in the interests of the children. Therefore ERO will review the kōhanga reo again as part of the regular review cycle.

3 Review Priorities

The Focus of the Review

Te Kōhanga Reo o WhangaparaoaBefore the review, the whānau ofwas invited to consider its priorities for review using guidelines and resources provided by ERO.

Te Kōhanga Reo o WhangaparaoaThe detailed priorities for review were then determined following a discussion between the ERO review team and whānau. This discussion focused on existing information held by the kōhanga reo (including self-review information) and the extent to which potential issues for review contributed to positive outcomes for children at.

The whānau chose as its focus area:

  • Whanaungatanga.

All ERO education reviews in kōhanga reo focus on the quality of education. For ERO this includes the quality of:

  • whānau self review and strategic planning
  • programme planning, assessment and evaluation.

ERO’s findings in these areas are set out below.

4 Findings

Whanaungatanga

Background

The kōhanga reo is based in the heart of a rural community where there are strong associations with the local kura, marae and nearby kōhanga reo. The whānau maintains a firm commitment to the kōhanga reo and to their iwi.

Areas of good performance

Te reo and tikanga Māori.Children learn and practise tikanga and kawa through regular involvement with marae and kura activities. They are immersed in te reo Māori throughout the day. Kaimahi are knowledgeable about their tribal customs and history and impart these to their children through karakia, pepeha, waiata and stories. Whānau are supported by other local kōhanga reo and elders of their iwi. Whānau show a strong sense of pride in their Te Whānau-a-Apanuitanga. Children are gaining knowledge about their iwi and are developing a strong sense of identity.

Learning experiences for children.Children participate in a broad range of learning experiences. The programme is well planned and organised. It provides a good balance of activities and resources. Children are able to work in groups or individually. They are praised and given lots of positive reinforcement for achievement, behaviour and completing tasks. They are made to feel comfortable and secure when speaking te reo Māori.

Children are able to access resources and activities of their choice. Kuia actively engage with the children in waiata-ā-ringa. They are positive role models for children to follow.

The whānau is aware of the need to broaden children’s learning. Children go on excursions aligned to their kaupapa programmes within the region and also have opportunities to visit places of interest outside of their local community.

Environment. The learning environment stimulates children’s learning and also reflects children’s work. They are encouraged to be creative and take on new challenges. The kōhanga reo is well resourced and children have ready access to the resources they need or want to play with. The kōhanga reo is a place where children feel comfortable and have a strong sense of belonging.

Planning and Evaluation

Background

ERO always evaluates the quality of planning and evaluation in kōhanga reo to determine the quality and extent to which the kōhanga reo whānau plans, manages and monitors all areas of kōhanga reo operations for their children and whānau. Planning and evaluation includes programme planning and monitoring children’s development.

Areas of good performance

Whānau management.The whānau has sound systems that support them to manage the daily operation of their kōhanga reo well. Whānau have clear a strategic direction and they maintain a focus on achieving their aspirations for their children. Whānau have recently employed a new kaiako who brings a wealth of knowledge about the kaupapa of kōhanga reo and of local and iwi history.

Developing te reo Māori capability.The whānau are committed to providing an immersion environment that supports children to develop as speakers of te reo Māori. The kaimahi and whānau are working together to build te reo Māori capability so that it is also spoken at home.

Programme planning.Programme planning is well structured and easy to follow. It focuses on local resources and is linked toTe Whārikiappropriately. Kaupapa are set in the annual plan and kaimahi develop activities that are appropriate for children in the weekly plans. Specific plans for groups recognise the range of developmental needs of children.

Relationships. Child and adult relationships are positive. Adults model positive interactions with each other and children follow suit.

Areas for development

Assessment.Kaimahi are at the early stages of developing their assessment practices. They are committed to improving the quality of information that is gathered about children’s learning.

Whānau capability. The whānau understands the importance of continuing to build their management capability and succession planning. They have aspirations to increase the number of kaimahi and whānau with qualifications. These aspirations are appropriate and the whānau should now consider developing a strategy to guide them in this area.

Self review.The whānau recognises the importance of ongoing self review. They acknowledge the need to improve self review practice which includes monitoring and reporting throughout the kōhanga reo.

5 Whānau Management Assurance on Compliance Areas

Overview

Te Kōhanga Reo o Whangaparaoa Before the review, the licensee, whānau and staff ofcompleted an EROKōhanga Whānau Assurance StatementandSelf-Audit Checklist. In these documents they have attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • administration
  • health, safety and welfare
  • personnel management
  • financial and property management.

During the review, ERO checked the following itemsbecause they have a potentially high impact on outcomes for children:

  • emotional safety (including behaviour management, prevention of bullying and abuse)
  • physical safety (including behaviour management, sleeping and supervision practices; accidents and medication; hygiene and routines; travel and excursion policies and procedures)
  • staff qualifications and organisation
  • evacuation procedures and practices for fire and earthquake.

6 Recommendations

ERO recommends the whānau:

  • review and improve their understanding and practice of assessment
  • work with the district kaupapa kaimahi to improve their self review practices.

About ERO Reviews

ERO follows a set of standard procedures to conduct reviews. The purpose of each review is to:

  • improve quality of education for children in kōhanga reo; and
  • provide information to parents, communities and the Government.

Reviews are intended to focus on outcomes for tamariki and build on each kōhanga reo self review.

Review Focus

ERO’s framework for reviewing and reporting is based on four review strands.

  • Planning and Evaluation– in particular the quality of planning and evaluation. This area is most likely to support long term improvement. Implicit in this is the quality of whānau management and the quality of education.
  • Kōhanga Reo Priorities– based onTe Whāriki,thewhānau through their management and programme, influence positive outcomes for tamariki.
