1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO’s reports provides important information for hapū and iwi.

Te Kōhanga Reo o Tarimano is located alongside Te Marae o Awahou in Rotorua. Whānau have strong connections to Ngāti Rangiwewehi and the local community. They share a collective focus on the values, customs and language of Ngāti Rangiwewehi for mokopuna

3 Evaluation Focus

How well do whānau processes and systems contribute to positive outcomes for mokopuna?

Whānau have established processes and systems that contribute to positive outcomes for mokopuna learning and wellbeing.

4 Findings - Mana Whakahaere

Whānau have processes and systems that monitor most aspects of kōhanga reo operations. Frequent hui ā whānau are well attended and feature a range of discussion points, regular reporting across finance, administration, and the learning progress of mokopuna. The management committee actively supports whānau decision making practices. Minutes are clear provides valuable insights. Emergency drills for fire and earthquake are carried out ech term. Relevant registers are completed consistently and capture relevant information. The whānau strategic plan Te Korowai o Tarimano encapsulates the vision, mission and shared ambitions whānau hold for future prosperity of the kōhanga reo. Priorities include the development of te reo Māori, empowering whānau and mokopuna, and promoting Ngāti Rangiwewehitanga. An annual plan outlines overall key administrative and operational tasks and highlights scheduled completion dates. Mokopuna benefit from processes and systems that prioritise their health and wellbeing.

Kaimahi have established clear processes for both planning and assessment. They collaboratively design the māhere ako which includes whānau aspirations. Planning is informed by Te Whāriki ā Te Kōhanga and the values, customs and te reo Māori of Ngāti Rangiwewehi. Annual, term, week and daily plans include clear objectives, outcomes, resources, and a variety of activities to reinforce mokopuna learning. Assessment methods capture moments of mokopuna learning, progress and experiences through the digital platform StoryPark. Whānau are kept well informed of what mokopuna are doing and learning. Mokopuna benefit from collaborative kaimahi practices. 

Key Next Steps

Programme evaluation requires strengthening.  It is time for kaimahi to formalise a process to identify areas for further development to lift the quality of the learning programme. Mokopuna will benefit from focussed programme evaluation approaches.

ERO was not able to access documentation related to the management of personnel matters. It was agreed that all information be made available to ERO during the onsite visit. This will enable ERO to make judgements about how well whānau support kaimahi in their professional capacity as educators.

ERO will also inquire about how well the whanau are implementing the Children’s Act 2014 with a focus on processes for safety checking of all potential employees and how familiar kaimahi are with identifying and reporting cases of child abuse and neglect. 

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas: 

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the kōhanga reo whānau recommends that whānau continue to strengthen programme evaluation and ensure all relevant documentation for personnel matters be made available during the onsite visit including issues related to Children’s Act 2014.

Te Kōhanga Reo o Tarimano is next to Awahou Marae in Rotorua. The whānau has strong connections to Ngāti Rangiwewehi and the local community. Tōku Rangiwewehitanga is a vision for the iwi and hapū. This vision positively influences the way in which the kōhanga reo operates. The whānau value their kōhanga reo and the contribution it makes in preparing their children for their future roles as members of their whānau, hapū and iwi.

2 The Evaluation Findings

How well do children show their understanding of Rangiwewehitanga?

The older children demonstrate confidence and enthusiasm and understanding about who they are and where they belong.

Ngā Taumata Whakahirahira

Children learn in a Rangiwewehi language environment. The kaimahi are confident and skilled speakers of te reo Māori, who provide strong language models. Children are well supported to communicate in te reo Māori. Continuity of te reo Māori from the kōhanga reo through to the home enables children to view the Māori language as normal. Questions, prompts, conversations and hand signs are used to support children’s language development. Older children confidently ask and answer questions. They engage in conversations with one another naturally and with ease. Babies communicate their understanding through facial expressions and body language. Children are developing well as speakers of Ngāti Rangiwewehi te reo Māori.

Children participate in a programme where their identity is promoted. The involvement of kuia and koroua in the kōhanga reo enhances children’s connection to their marae and their whenua. Whānau model passion and pride in being Rangiwewehi. Local waiata, kōrero and places are integrated into and influence the learning programme. Children learn waiata and mōteatea specific to Ngāti Rangiwewehi. Children are provided with regular opportunities to participate as tangata whenua that they attend during marae events. This includes preparing the wharenui, helping with dishes, food preparation and supporting the pōwhiri. Children are learning about their place in the wider settings of Rangiwewehi.

Children have strong relationships with the people and significant places of Rangiwewehi. All whānau share the same whakapapa. Therefore, children experience relationships based within whanaungatanga. Children have meaningful contact with others and are active as tuakana and teina. Children enjoy positive interactions with all children and adults. Kaimahi practice values of awhi, manaaki and aroha when working with the children. Children are respected, understood and cared for in a loving caring way. Children demonstrate respect and care for others.

Children are inquisitive and interested learners. Kaimahi encourage children to follow their personal preferences and strengths and actively participate in a range of learning and play activities. Children love to waiata. They express their individuality through waiata specific to their Iwi. Regular opportunities are provided for children to explore the wider world such as technology, visits to the moana, hosting international manuhiri at the marae and visits to kaumātua in their homes. Kaimahi plan to extend children’s thinking by providing rich learning experiences beyond the walls of the kōhanga reo. Children are active learners.

Planning and Evaluation

Children benefit from well-documented planning and evaluation practices. There is a clear process in place to assist kaimahi and whānau to provide relevant information to embed current knowledge and traditions of Rangiwewehi into the curriculum. Kaimahi can articulate the benefits for children. Kaimahi regularly evaluate the learning programme and outcomes for children. There is a focus on meeting children’s needs. Children participate in learning where improvements meet their needs.

Children’s learning experiences are well documented and shared with whānau. An online platform has been implemented to show what children are learning in relation to identified goals. Kaimahi regularly upload and share photographs, anecdotes and learning stories about children. The online platform has strengthened parent and whānau understanding of children’s learning, and provides useful data about how kaimahi and whānau are engaging with this assessment information. Children’s learning is monitored.

Whānau manage the kōhanga reo in the best interests of the children. The kōhanga reo is managed by a highly committed management committee. Kaumātua provide regular guidance and support. The charter provides clear directions for the management of the kōhanga reo. Whānau have completed their strategic plan Te Korowai o Tarimano. The plan aligns to their vision and mission. Achievements of goals and priorities are monitored and reported to whānau. They have reviewed their health and safety policies and procedures. Compliance registers are in place. Whānau show they are responsible employers by keeping personnel documentation current. Job descriptions, employment contracts and police vetting are in place. Children learn in an environment where processes and systems focus on their long-term learning and wellbeing.

Internal evaluation is in place. Whānau carry out reviews across all areas of the kōhanga reo. Documentation shows evidence of outcomes. Regular reviews ensure that reporting to whānau hui on all aspects of operations are complete. This reporting focuses on improvements. Whānau are highly aware of the need to ensure the management of the kōhanga reo is sustainable. Children and their whānau can be assured that the future of their kōhanga reo is secure.

Key Next Steps

While the online platform provides a useful record of children’s experiences and learning throughout the year, it is important for whānau and kaimahi to consider how to show the progress in children’s learning and development over time. This could include strengthening commentary and analysis of children’s experiences to show what learning has occurred and where to next.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • The whānau seek support for kaimahi to enhance assessment practices for children.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Tarimano will be in four years.

The kōhanga reo whānau have a clear vision for the future of the kōhanga reo. They value their kōhanga reo and the role it plays in preparing their children for their future roles as members of their whānau, hapu and iwi.

The kōhanga reo whānau chose Ngā Taumata Whakahirahira as focus areas for this review. They participated in the design of their evaluation question which guides ERO’s review of this area:

Children are immersed in te reo Māori. Some children are confident speakers of te reo Māori. They are well supported by kaimahi, whānau and their kuia . Children learn about themselves and their connection to their rohe and marae. They are encouraged to explore their environment and the marae. Children enjoy learning.

Children experience a range of stimulating learning opportunities. Kaimahi use an effective planning model to guide them with programme content and learning opportunities. Programme evaluation requires development. Kaimahi regularly monitor and report on children’s progress to whānau. Children are safe, relaxed and happy.

Children’s learning and wellbeing motivate whānau to develop and implement effective management practices. There are clear systems and structures for personnel management, finances, health and safety and appraisals. Strategic planning and self review are interlinked and keep the whānau aware and informed of the kōhanga reo operations.

2 Review Priorities

The Focus of the Review

Before the review, the whānau were invited to consider its priorities for review.

The priorities for review were then determined following a discussion between the ERO review team and whānau.

The whānau chose Ngā Taumata Whakahirahira as its focus areas.

All ERO education reviews in kōhanga reo focus on the quality of education. For ERO this includes the quality of:

  • whānau self review and strategic planning
  • programme planning, assessment and evaluation.

ERO’s findings in these areas are set out in the report findings.

How well do children to speak te reo Māori and know who they are?

Areas of good performance

Children are learning in, listening to and speaking te reo Māori. They recite karakia, inoi, tauparapara, waiata, waiata-a-ringa and basic mihimihi. Exciting informal and formal learning strategies are used by kaimahi to develop children’s language. Strategies include open ended questioning that prompts children to answer and time with individuals growing their language and vocabulary. Children benefit from a language rich environment.

Children regularly interact with kuia and koroua on their local marae. Children are growing in their knowledge of marae protocols. They have opportunities to observe kuia and koroua in their roles as kaikaranga and kaikorero. They are exposed to Te Arawa dialect. Children enjoy these interactions.

Children are developing in their knowledge of who they are. They proudly share their whānau, hapu and iwi links through pepeha and whakapapa. They learn a range of waiata that reflect their local history and places of significance. Children’s identity is affirmed throughout the day and so they appear as happy and curious learners.

Children are cared for in positive ways. The whānau acknowledge value and promote taha wairua, taha tinana, taha hinengaro and taha whatumanawa. Children are supported by the whānau who model concepts including kōtahitanga, whanaungatanga and manaakitanga. Tuakana support their teina during the learning programme and daily routines. Children have increased understanding of the values that reinforce positive relationships and interactions with others.

Children are enthusiastic learners. They have opportunities to participate in tikanga practices, kaupapa learning, adult led activities and independent play. Routines flow smoothly and are followed by children. Kaimahi support children in constructive ways as they explore their environment and use resources. Children enjoy trying new activities particularly those that include rhythm, movement and noise. They have opportunities to explore the indoor and outdoor areas. Children are curious learners and interact in positive ways with each other and kaimahi.

Planning and Evaluation

Areas of good performance

Self review is regular, linked to the strategic plan and is focused on improvement. Whānau dreams and aspirations provide clear direction for the future of the kōhanga reo. There is a continued focus on te reo Māori me ōna tikanga. Whānau are committed to ensuring the younger kaimahi are being prepared to continue their roles within the kōhanga reo. Personnel management is well managed. Appraisals have clear links to job description and include a specific focus on te reo Māori and professional development. An annual budget is prepared and includes an allocation for the purchase of quality resources. Children’s wellbeing and interests are central to all management and organisational practices.

Children benefit from exciting and interesting well planned programmes of learning. Long and short term plans are comprehensive and include a strong focus on ensuring children learn about their history, uniqueness as Ngati Rangiwewehi and te reo Māori. Kaimahi are clear about what they are doing for children.

Areas for development

Some policies and procedures are out of date and lack sufficient and or accurate information. There are instances when policies with procedures do not match. This could be misleading for whānau when they have to deal with important operational matters.

There are some good examples of capturing and analysing children’s learning but this is not always consistent. Children’s assessment information is not always dated, analysed or annotated. These lapses make it difficult to monitor the progress children have made. Programme evaluation lacks detail. Whānau are unable to determine what activities the children have participated in or how effective they are.

4 Whānau Management Assurance on Compliance Areas

Overview

Before the review, the licensee, whānau and staff of the kōhanga reo completed an ERO LicensedKōhanga Reo Assurance Statement June 2013 and Self-Audit Checklist. In these documents they have attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • administration
  • health, safety and welfare
  • personnel management
  • financial and property management.

During the review, ERO checked the following items because they have a potentially high impact on outcomes for children:

  • emotional safety (including behaviour management, prevention of bullying and abuse)
  • physical safety (including behaviour management, sleeping and supervision practices; accidents and medication; hygiene and routines; travel and excursion policies and procedures)
  • staff qualifications and organisation
  • evacuation procedures and practices for fire and earthquake.

Areas for compliance

In order for the kōhanga reo whānau to meet compliance requirements they need to:

  1. ensure that regular fire drills and earth quake drills are undertaken [Education (Early Childhood Services) R46, (d), HS 7 - 8]
  2. ensure that the sleep recording register is regularly completed. [Education (Early Childhood Services) R46, HS 9]

5 Recommendations

ERO recommends the whānau seek support and guidance from their district TKRNT and purapura to address all areas of concern identified in this ERO report including making sure children’s needs are met.

When is ERO likely to review the kōhanga reo again?

ERO is likely to carry out the next review in three years.
