1 Introduction

The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

Te Kōhanga Reo o Mangakino is in Mangakino. It is situated on the Pouakani Marae. The whanau has recently started working collaboratively with the Purapura and local district office to strengthen whānau capability with whānau management and operations.  

3 Evaluation Focus

To what extent do mokopuna show their understanding of whanaungatanga?

Mokopuna relationships with others are meaningful.

4 Findings

Mokopuna experience positive interactions with others. Kaimahi encourage tuākana teina relationships. The older mokopuna encourage teina to join in with them while they work. Kaimahi are consistent in their praise of mokopuna for their efforts and achievements. Mokopuna are included in mihi whakatau. They observe tikanga during these times. Mokopuna and kaimahi have formed meaningful relationships. Kaimahi foster positive, nurturing relationships with mokopuna throughout the daily programme. They model the values of awhi, aroha and manaaki so mokopuna feel safe, supported, and cared for. Kaimahi use appropriate language strategies to support mokopuna language development. These include waiata, prompts, repetition, and instruction. Mokopuna show they are comfortable and settled in their relationships with others.

Key Next Steps

Whānau Whakahaere

It is time for whānau to consider ways to encourage its members to support the management and operations of the kōhanga reo. Whānau are not clear about their roles and responsibilities. There is limited understanding of internal evaluation to monitor and ensure the future direction of the kōhanga reo. This means that the following areas require urgent attention:

A process of internal evaluation needs to be established. Currently there is no system in place to direct and monitor the improvements of key operational tasks. Programme planning, programme evaluation and mokopuna assessment requires attention. It is not clear how programme evaluation and mokopuna assessment is linked to programme planning. It is time for whānau to seek support for kaimahi to build their capability and capacity to deliver an effective programme for the mokopuna.

Whānau should consider processes to review and establish sound health and safety policies and procedures. It’s important that these align to current legislation. Whānau and kaimahi do not fully understand how this influences what happens in kōhanga reo. Mokopuna health and wellbeing cannot be guaranteed.

The whānau need to ensure that there is a building maintenance plan in place. Currently there are several issues that need major consideration. Some have been ongoing, and it is time for whānau to seek resolution to ensure the learning environment both indoors and outdoors provide the best learning opportunities for the mokopuna.

There is no kaimahi appraisal system in place. In order to observe the Employment Relations Act 2000, whānau must develop and manage personnel matters in a correct manner. Kaimahi practice would be enhanced through ongoing appraisals.

Earthquake and fire drills have not been practised. Whānau must ensure requirements for earthquake evacuation drills are carried out and recorded to ensure the safety of mokopuna.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements, they must:

  • ensure the kōhanga reo is effectively governed and managed in accordance with good management practices, including Te Korowai

  • ensure there is an ongoing process of internal evaluation to help the kōhanga reo maintain and improve the quality of its education and care

  • must ensure to review and update all health and safety policies and procedures to ensure all health and safety requirements for emergency evacuation drills, sleeping, accidents and incidents, hazards, child protection and behaviour management are met and maintained for children

3 Te Whakataunga a te Kōhanga Reo ki ngā Wāhanga Tautukunga

Te Kōhanga Reo o Mangakino is in the small, rural town of Mangakino. It is situated on the Pouakani Marae. The kōhanga reo works closely with the marae, purapura, and Te Kōhanga Reo National Trust. Children receive rich and varied Te Ao Māori experiences at kōhanga reo.  ERO found that children’s sense of belonging and wellbeing is nurtured.

1 Context

Te Kōhanga Reo o Mangakino is in Mangakino. It is situated on the Pouakani Marae. Since the last review they have been working through the early planning phase to erect a new building to provide more suitable and purpose built facilities for children. Whānau involvement in the kōhanga reo has increased.

2 The Review Findings

How well do children demonstrate a sense of belonging in their learning environments?

Children show a strong sense of belonging in their kōhanga reo and marae environment.

Ngā Taumata Whakahirahira

Children are familiar with their kōhanga reo, marae based environment. Kaimahi encourage children to explore the natural and physical environments, including the marae. Daily pepeha is reinforced, and local waiata is promoted. Kaimahi include activities where children become familiar with tīkanga for different purposes. Regular visits to the marae reinforce learning in a te ao Māori context. The programme provides structure and predictability for children. Adult’s model and support interactions of respect, consideration and aroha for others. Children are settled at kōhanga reo.

Children are well supported to learn about their identity. Kaimahi implement learning activities and conversations that focus children on making links between themselves and the wider Māori world. Whanaungatanga is central to learning. Whānau provide a wide range of activities for ages and abilities that engage and stimulate learning about identity through te reo Māori. Atua Māori and whakapapa underpin programmes of learning. Kaimahi support children to understand karakia and waiata for different purposes. Children know who they are and where they are from.

Children are immersed in te reo me ngā tīkanga Māori. They promote the language in fun, meaningful and stimulating ways. Kaimahi encourage spontaneous and planned conversations with individuals and groups to develop children’s language ability. Kaimahi plan for rich language learning opportunities where children can physically interact with and explore their environment. Older children show growing ability to use te reo Māori. Younger children are settled and confident in their te reo Māori learning environment. Children are well supported as developing speakers of te reo Māori.

Children are stimulated to explore and make sense of the world around them. Programmes of learning are designed and managed by kaimahi and whānau to encourage thinking and learning across a wide range of contexts. Kaimahi provide opportunities for children to learn about their world through waiata, moteatea, karakia and local stories. They encourage regular participation on the marae in traditional settings to affirm children’s sense of belonging. Children are comfortable and confident to explore and interact in the world around them.

Planning and Evaluation

The whānau management run the kōhanga reo very well. Whānaungatanga underpins the way in which the kōhanga reo is managed and administered for children. Members are active and grow in confidence to take on greater roles to support the kōhanga reo. Succession for long term sustainability has been an ongoing focus. This is visible in the whānau strategic plan, charter and monthly hui minutes. Well managed systems and practices focus on continual improvement for children so that their learning outcomes are enhanced. Children benefit from a well-managed kōhanga reo.

Planning is centred on providing meaningful and stimulating programmes of learning. Planning and provides well considered detail about how te reo Māori and learning experiences occur for the various ages and abilities. Kaimahi take great pride in planning. They give consideration to the way in which activities are designed to ensure these are suitable and appropriate for children. Whānau involvement in planning contributes to a greater sense of ownership and responsibility for supporting children to achieve a strong sense of belonging. Children are the priority in planning.

Key Next Steps

Strategic planning requires further development. While there are planned strategic outcomes there is no focused review and regular reporting on these priorities. Since the last review, the whānau have been working through a priority to improve their facilities and the building for children. The current kōhanga reo building and facilities were designed in the early 1900’s. Much of the internal space presents challenges for children and whānau to move and function with ease. However whānau do not have up to date information to determine their progress towards meeting planned goals. Children do not benefit from focussed strategic planning.

Assessment information lacks detail about children’s developing knowledge and ability in te reo Māori. Whānau do not receive information to show how Te Whāriki experiences support early language learning and development for their children. Children’s growth in te reo Māori is not well monitored.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • that the whānau work closely with TKRNT and the marae to establish a new purpose built building for the children so that children have more conducive indoor facilities and learning spaces.
