2 Context 

“Te Kōhanga Reo o Te Uru Karaka ki Te Kunenga ki Pūrehuroa ki Papaioea, Aotearoa” 

Te Kōhanga Reo o Te Uru Karaka is situated on the campus of Massey University in Palmerston North. It caters for 24 mokopuna including up to eight aged under two years. Whānau are committed to providing an environment that nurtures and promotes te reo Māori.

ERO’s Mana Whakahaere review in September 2023 found whānau had established processes and systems to support mokopuna learning and wellbeing. Mokopuna overall development and care informed whānau collective decision making.

3 Evaluation Focus

How well do mokopuna demonstrate their enjoyment for learning?

Mokopuna express their enjoyment and enthusiasm for learning by actively engaging in various learning activities.

4 Mana Mokopuna

Mokopuna actively engage in meaningful and stimulating learning experiences. Kaimahi offer a range of captivating learning experiences such as rotarota, hand games, body actions and various waiata. They model energy, creativity and enthusiasm in their interactions with mokopuna. Mokopuna participate in mihi whakatau where they learn about their role as tangata whenua through observing whaikōrero and participating in harirū and hongi. Mokopuna learn about the structure and purpose of language as they are gently supported to recite karakia, pepehā and mihimihi. Pēpi are supported to use hand actions, facial expressions, and sounds to demonstrate their understanding. Whānau and kaimahi have created a learning environment that promotes māiatanga, aroha and rangimārie. Both the indoor and outdoor learning areas are creative and organised. Consistent and predictable daily routines provide mokopuna with consistency and adhere to tikanga and kawa of their whare kōhanga reo. Mokopuna growth, creativity and curiosity is fostered by engaging with a range of resources. Mokopuna show confidence and enjoy their learning experiences.

Personnel matters are well managed with employment documentation comprising of individual employment agreements, position descriptions and verified kaimahi safety checks. Kaimahi have actively engaged in Safeguarding and Child Protection training to enhance their understanding and awareness of the Childrens Act 2014. Comprehensive systems and processes are in place for appraisals. These include pūnaha arohaehae, self-appraisal timelines and self-review of appraisal particularly aimed at continuous improvement. Mokopuna benefit from efficient systems and collective whānau decision making.

Key Next Steps

Whānau agree that a continued approach to improving outcomes for mokopuna is their priority. They are focused on enriching the learning programme to further extend and enhance learning outcomes for mokopuna. Mokopuna benefit from focussed and refined approaches.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection.
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures.
  • suitable staffing including appropriate qualifications, police vetting, ratios.
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

3 Evaluation Focus

How well do whānau systems and processes foster mokopuna learning and care?

Whānau have efficient systems and processes that enrich the learning and care of mokopuna

4 Findings - Mana Whakahaere

Mokopuna learning is enhanced by efficient whanau management practices. Whānau members actively participate in the day-to-day operations. Whānau are held regularly and well attended. The Ohu group, which consists of dedicated whānau members, provide regular updates on operations. Good financial management practices are in place. Kaimahi regularly share information about mokopuna activities and progress. Health and safety policies and procedures are regularly reviewed to ensure mokopuna safety is prioritised. The Tūtohinga provides clear guidance and sets out a planned approach and direction for whānau.   

The strategic plan is informed by Te Ara Tuapae. Whānau vision and aspirations for mokopuna include te reo Māori, strengthening mokopuna and whānau, and te kōhanga reo kaupapa. There is a focus on continual growth and improvement. The annual plan identifies key operational and administrative tasks and when these are to be completed. Whānau collectively make decisions that promote mokopuna learning, wellbeing and their overall best interests.

Mokopuna learning is catered for, monitored, and documented. Kaimahi work well together to plan and monitor mokopuna learning and regularly evaluate the quality of the learning programme. Planning is detailed and guides the implementation of kaupapa mahi. Learning outcomes are designed to cater to the different age groups. Mokopuna learning and progress is captured in Pakiako books. These acknowledge individual mokopuna learning, progress and development overtime. Kaimahi meet regularly to reflect on the programme and their practices to make positive changes and respond to mokopuna needs. Mokopuna benefit from collaborative kaimahi practices.    

Key Next Steps

Other matters related to personnel documentation are yet to be sighted. Whānau and ERO have agreed that documentation will be available during the onsite visit.

1 Background

Introduction

A supplementary evaluation is undertaken at the discretion of the Chief Review Officer of the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:

  • Ngā Taumata Whakahirahira – including sufficient and suitable indoor learning resources and extending te reo Māori learning through exploration

  • Planning and Evaluation – including documenting children’s individual learning and development including te reo Māori and whānau management which consists of charter review, personnel, property and financial management,

  • and any other significant issues identified since the previous review.

2 Context

Te Kōhanga Reo o Te Uru Karaka is on the campus of Massey University in Palmerston North. The previous report of May 2017 identified concerns relating to children’s learning and the management and operations of the kōhanga reo. The kōhanga reo went into recess for a period of time and re-opened again in May this year. SELO support has been provided to the kōhanga reo which has resulted in improvements over time.

3 Findings

Children are actively engaged in learning through exploration. The newly-appointed and experienced kaiako have begun work alongside whānau to provide a learning environment that stimulates children’s learning. Whānau input has contributed to a more child-centred learning programme. The provision of indoor and outdoor learning resources has significantly improved. Children have access to these resources as they follow their interests and use te reo Māori in their conversations and play. Children communicate with each other in te reo Māori.

Children’s learning and development is documented and shared. Each child has a portfolio that contains detailed information about their learning and development. The ways in which te reo Māori used by children is also recorded as part of observations. Photos complement the records of learning that are included in the portfolios. Kaimahi are developing good assessment practice that capture children’s learning and progress.

Many of the whānau are new to the kōhanga reo. There have made notable improvements to kōhanga reo management in a short period of time. The whānau have addressed most matters raised in the previous ERO report. The charter including all policies and procedures are currently being reviewed. Personnel management systems are outlined in the charter. Appraisal of all employees has begun. Members have had initial training from Te Kōhanga Reo National Trust for budget planning and monitoring. Property maintenance checks are carried out regularly. This information is used by the whānau to improve children’s environment. The whānau is managing the kōhanga reo in the best interest of the children.

Key Next Steps

Internal evaluation requires strengthening. In order to ensure that effective monitoring of all operations is consistent, the whānau should consider ways to report and further plan for ongoing improvements in the kōhanga reo.

4 Recommendation

ERO and the kōhanga reo whānau developed the following recommendations:

  • the whānau develop strong internal evaluation practices to support the effective management and operations of the kōhanga reo for children.

5 When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Te Uru Karaka will be in three years.

1 Context

Te Kōhanga Reo o Te Uru Karaka is on Massey University Campus in Palmerston North. The kōhanga reo caters for children of students and staff at the campus and some whānau from the local army base.

Since the previous ERO review, turnover of whānau and staff has been significant. There is no kaiako on site who holds the Tohu Whakapakari. The kōhanga reo is currently operating well below half its licensed enrolment capacity.

2 The Evaluation Findings

How well do children use te reo and tikanga Māori?

Children communicate confidently in te reo Māori and practice tikanga Māori throughout the day.

Ngā Taumata Whakahirahira

Children are developing as confidence in a te reo Māori environment. Children are frequently praised and acknowledged for their use of te reo Māori. Te reo Māori is used by kaimahi in nurturing ways to build children’s confidence as learners. Children are engaged in a variety of activities that extends and broadens their knowledge of te reo Māori. Children use te reo Māori throughout the day.

Children experience positive relationships with others. There are many opportunities for children to work individually with kaimahi. Kaimahi respond to the needs and interests of children. Children are frequently heard enjoying each other’s company. Children are happy at kōhanga reo.

Children explore their environment in creative and meaningful ways. Kaimahi foster independence and encourage children to explore. Children move with confidence between the different learning areas. Children learn about who they are, their place in te ao Māori and their connection with whānau.

Children like to share what they know about tikanga and te ao Māori. Kaimahi encourage individuals to initiate and lead karakia, whakatau, waiata and shared learning activities. They learn about atua Māori and their role as tangata whenua in their kōhanga reo. Children are regularly praised for their efforts and achievements. Children are confident in te ao Māori.

Key Next Steps

Children do not have sufficient indoor resources to support their interests. Kaimahi have identified this as a high need for children and continue to report this to whānau. Te reo Māori learning and exploration for all children is not maximised.

Planning and Evaluation

Children receive meaningful and well planned kaupapa learning experiences. Kaimahi effectively plan activities of learning that reflect the diverse interests and abilities of children. There is a strong emphasis on developing te reo Māori in natural and meaningful ways. Kaimahi maintain regular hui where they examine and record how well the programme supports all children.

Key Next Steps

The kōhanga reo is not well managed. Management challenges include the implementation of a clear charter with up to date policies and procedures, personnel management and appraisal, property maintenance and annual budget planning and monitoring. While the whānau has sought support from TKRNT since the previous review, this support has not been sustained. This is a matter of urgency for the whānau. Children do not benefit from effective kōhanga reo management.

Children’s language development across Te Whāriki is not well recorded and reported to parents. Portfolios are yet to be well established to show children’s language learning experiences and their individual growth, including te reo and tikanga Māori.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

Despite the challenges whānau report are committed to their kōhanga reo. ERO recommends Te Kōhanga Reo National Trust assist whānau to develop a plan for building effective and sustainable management. 

When is ERO likely to review the kōhanga reo again?

The next ERO review of Te Kōhanga Reo o Te Uru Karaka will be within two years.
