1 Introduction

The Education Review Office, whānau, leaders and communities provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Te Huinga o Te Ao is located on Kutarere marae in the coastal community of Kutarere. Whānau practice Ringatū karakia. Since the previous ERO review, whānau have worked together to address the areas of concern identified. A new kaimahi has been employed.  Whānau have good relationships with the marae and local school. The Strengthening Early Learning Opportunities (SELO) provider has helped establish a number of processes to assist whānau management of kōhanga operations.

3 Evaluation Focus

To what extent do mokopuna experience quality learning and care?

Mokopuna experience quality learning and care.

4 Findings

Assessment and programme evaluation practices are consistently undertaken. The learning and progress of mokopuna are regularly assessed and documented. These are recorded in mokopuna portfolios. Kaimahi know the mokopuna and their learning needs. Assessment information is gathered through kaimahi observations and discussion with whānau. Learning is recorded against set goals. Assessment konae are used in the programme to record and review previous learning. Mokopuna freely revisit their respective portfolios. This stimulates learning activity and conversations among mokopuna and with kaimahi. They regularly revisit their mahere and document conversations and information gathered about mokopuna learning. Kaimahi regularly meet and reflect on evaluative questions about the effectiveness of the programme for mokopuna. Mokopuna experience a learning programme that is focused on continual improvement.

Self-review processes are in place. Mokopuna wellbeing is a priority for whānau. Whānau meet regularly and actively participate in the management of the kōhanga reo. They have reviewed and updated policies and procedures to align with current legislation. The tūtohinga outlines the development priorities of the kōhanga reo and guides management of its operations. Whānau have refined their strategic plan which outlines their goals and aspirations.  Succession planning is strategic and deliberate. The annual plan guides key aspects of whānau management. The appraisal process is in place and enacted. Kuia and kaumātua provide good guidance and have strong input into the operation of the kōhanga. Mokopuna benefit from a supportive and focused whānau approach to management of the kōhanga reo.

Key Next Steps

The kaiako provides verbal reports to the whānau. It is timely for kaimahi to provide formal, evaluative reports to whānau. Evaluative feedback will support the whānau to better monitor the effectiveness of the programme for mokopuna learning, care and wellbeing.

Police vetting processes are incomplete. Although vetting forms have been submitted, whānau must ensure the process for police vetting is completed in a timely manner.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements, the whānau must:

  • ensure all children’s workers who have access to children are safety checked in accordance with the Children’s Act 2014.

ERO and the kōhanga reo whānau developed the following recommendation:

1 Background

Introduction

A supplementary evaluation is undertaken at the discretion of the Chief Review Officer of the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:

  • Planning and Evaluation – including whānau management, policy review, strategic planning, appraisal, administration, programme planning, assessment and evaluation
  • areas of non-compliance – including governance, management and administration, and curriculum
  • and any other significant issues identified since the previous review.

2 Context

Te Kōhanga Reo o Te Huinga o Te Ao is based at Kutarere Marae near Ōpōtiki. There are five children attending this kōhanga reo. While efforts have been made by kaumātua of the marae and the kaiako to address the concerns identified in the previous ERO report, improvements have been limited. At the time of this review, no documentation was made available to ERO.

3 Findings

Planning and Evaluation

Children’s learning, health and safety is seriously compromised. The learning programme is not responsive to the needs and interests of children. Programme planning, assessment and evaluation practices are not well established. While programme planning is well detailed, assessment and evaluation is not carried out consistently. During the review, ERO also identified that the kōhanga reo is not adequately staffed and supported to meet the required adult-child ratios for supervision.

Whānau involvement in the management and operations of the kōhanga reo is minimal. Despite continued efforts by kaumātua and the kaiako to increase whānau participation, there has been limited response. This is having an adverse impact on the overall operation and management of the kōhanga reo. External intervention and support are needed to bring about critical improvements for children in this kōhanga reo.

Many aspects of whānau management are not in place. Whānau members do not meet regularly and attend to the management of the kōhanga reo. Policies and procedures are not reviewed regularly to ensure these are aligned to current legislative requirements and are being implemented. There is no strategic plan to guide the future development of the kōhanga reo. Personnel management is not well implemented or documented. The sustainability of the kōhanga reo is at risk.

Administration systems in the kōhanga reo are not maintained. There is no annual plan to guide the operations of the kōhanga reo. There is currently no administrator in the kōhanga reo which means many key tasks are not completed in a timely way. Most of the administration work is being attended to by the kaiako, however her primary focus should be working with the children.

4 Actions of non-compliance

Overview

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements, they need to:

  • ensure that the kōhanga reo curriculum is informed by planning, evaluation and assessment

5 Recommendations

ERO recommends:

  • urgent assistance is provided by Te Kōhanga Reo National Trust for the kaiako and kaumātua to increase whānau involvement in the kōhanga reo
  • the kaiako and kaumātua, alongside Te Kōhanga Reo National Trust, consider an application for SELO support to address the range of areas for improvement identified in this report.

The next ERO evaluation of Te Kōhanga Reo o Te Huinga o Te Ao will be within one year.
