1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO reports provide important information for hapū and iwi.
2 Context
Te Kōhanga Reo o Kauri is located in Levin. The kōhanga reo has close whakapapa and working relationships with Ngāti Raukawa and Ngāti Tukorehe. They have an experienced kaiako who provides language tuition at Te Wānanga o Raukawa. Whānau bring a range of skills to the day-to-day operation of the kōhanga.
The ERO February 2022 review of Mana Whakahaere practises found whānau managed the operations of the kōhanga well, and they provided a conducive learning environment where mokopuna experienced whanaungatanga as part of their daily experience. ERO recommended the kōhanga develop an action plan to support the realisation of their strategic vision.
3 Evaluation Focus
How well do mokopuna express whanaungatanga?
Mokopuna are nurtured in an environment that promotes loving relationships.
4 Findings - Mana Mokopuna
Mokopuna express whanaungatanga through a variety of interactions. Mokopuna actively engage in stimulating learning experiences and participate in rich language learning opportunities. Kaimahi are experienced speakers of te reo Māori and use strategies such as, modelling, prompting, and repetition to support te reo Māori development. This includes te reo me ngā tikanga o Ngāti Tukorehe, ancestral and Atua Māori connections, as well as pepehā and whakapapa connections. Mokopuna enjoy natural loving relationships where they are embraced by the whānau.
Mokopuna are settled and happily engage with each other. They sing waiata about who they are and their connections to their hapū and iwi. Mokopuna embody traits of their tupuna through their attentive care of manuhiri. Pēpi are well supported by whānau and enjoy an age-appropriate learning programme. Tuakana have fun alongside teina and whānau. They enjoy exploring their ideas and following their interests. Kaimahi are calm and gentle in their interactions with mokopuna. Mokopuna are settled and happy learners.
Mokopuna learning and progress is regularly documented using kōnae mokopuna. Whānau enjoy reading and accessing mokopuna profiles. Whanaungatanga and ako through the Purapura allows kaimahi to share and build their professional knowledge and practice. A regular process of appraisal is in place. Mokopuna benefit from kaimahi focused on extending their professional capability.
Key Next Steps
The whānau agree a more strategic approach is required to realise their aspirations of increasing the kōhanga licence so more mokopuna can attend. They also want to enhance the large outdoor space with appropriate shade and a play structure that would better meet the needs of mokopuna. Developing and implementing a detailed strategic plan and accompanying action plans will guide whānau direction, help with applications for funding grants and support the intention of whānau to increase the roll.
5 Assurance on Legal Requirement
During the evaluation, ERO looked at systems for managing the following areas:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
6 Recommendation
The kōhanga reo develops a detailed strategic plan and an accompanying action plan to better meet the needs of whānau and its community.

How well do mokopuna express whanaungatanga?
Mokopuna experience whanaungatanga in an environment conducive to learning.
4 Findings - Mana Whakahaere
Whānau work together to manage the kōhanga operations well. Whānau meet regularly to make decisions for the kōhanga reo. The committee matua is led by kaimahi who ensure roles and responsibilities are clearly understood. The whānau work collaboratively to review the charter and policy review is a normal part of whānau hui. An annual plan is in place to guide key operational matters throughout the year. Finances are well managed and reported to whānau hui.
Whānau are responsive to change and worked closely in support of one another to overcome the challenges of Covid-19 and distance learning. Mokopuna learning and progress are shared by kaimahi at whānau hui. Mokopuna learning and wellbeing are the focus of whānau management.
Planning is responsive to the interests and needs of mokopuna and aligns to whānau aspirations that prioritise te reo Māori. Kaimahi meet regularly to discuss matters pertaining to the kōhanga reo including the learning programme and how to further improve it. Kaimahi attend Purapura hui where they participate in professional learning and strengthen relationships with other local kōhanga kaimahi. Mokopuna are nurtured in an environment that promotes their wellbeing.
Key Next Steps
Mokopuna assessment was spoken about in depth during the hui ERO held with kaimahi. ERO will review assessment practice as part of its Mana Mokopuna evaluation. Although there is a strategic plan in place mokopuna would benefit from a supporting action plan that details the strategies whānau use, to work towards their vision.
