1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

2 Context

Te Kōhanga Reo o Horohoro is located in between Horohoro School and Te Marae o Kearoa near Rotorua. The kōhanga reo serves a significant number of whānau from emergency social housing. The local Māori Hauora offer kai and health support for whānau and mokopuna

3 Evaluation Focus

To what extent do mokopuna demonstrate their enjoyment for their learning?

Mokopuna appear happy as learners however, more could be done to provide a stimulating programme that meets their learning needs. 

4 Findings

Mokopuna participate in an environment that meets their learning needs. Kaimahi prepare learning activities that cater for the different age groups. Mokopuna have opportunities to follow their interests and make choices. There are a range of resources to support mokopuna creativity and imagination. The learning spaces are inviting and organised. Mokopuna are engaged learners. 

Whānau have systems in place to manage the kōhanga reo operations. Whānau hui are regular and online facilities such as zoom and Facebook enables good participation. Core health and safety policies and procedures are reviewed and ratified to ensure they align to current legislation. Emergency evacuation drills for fire and earthquake are practiced regularly. The strategic plan is informed by Te Ara Tūāpae and includes the vision and aspirations whānau hold for mokopuna. An action plan is in place to monitor and report on progress of achievements. An annual plan guides the administrative tasks and when these are to be met. Personnel matters are managed. Kaimahi employment documentation includes employment agreements, position descriptions and completed kaimahi safety checks. Whānau manage the kōhanga reo operations in the best interest of the mokopuna 

Key Next Steps

Whānau acknowledge that te reo Māori requires strengthening. The quality of te reo Māori requires attention. It is time for whānau to plan a deliberate approach to language learning for whānau and kaimahiMokopuna require a strong te reo Māori environment in order for them to be competent speakers of te reo Māori.

Planning, assessment and programme evaluation requires strengthening. Currently, these processes are guided by the kaiwhakahaere. As the ones working directly with mokopuna, it is time that kaimahi are supported to build their understanding of planning, assessment, and evaluation. The quality of learning cannot be guaranteed. Mokopuna would benefit from a focussed approach to their learning. 

Mokopuna health and safety cannot be assured. The current facilities require repairing. Whānau alongside Te Kōhanga Reo National Trust have prepared a building plan to remedy and improve the current buildings. This issue is urgent and requires prompt attention. Mokopuna health, safety and wellbeing is compromised. 

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Actions for Compliance

To meet compliance requirements they must:   

  • ensure the premises conform to any relevant bylaws of the local authority and the Building Act 2004
    [Regulation 45 Education (Early Childhood Services) Regulations 2008; PF3 Licensing Criteria for Kōhanga Reo affiliated with Te Kōhanga Reo National Trust 2008]

  • ensure that all reasonable steps are taken to promote the good health and safety of children enrolled in the service; and take all reasonable precautions to prevent accidents and that the premises, facilities, and other equipment on those premises are kept in good repair, maintained regularly, used safely, and kept free from hazards.

6 Recommendation

ERO and the Kōhanga reo whānau developed the following recommendation to work alongside the district office for support to create an action plan to address the key next steps and areas of non-compliance as outlined above.

1 Context

Te Kōhanga Reo o Horohoro is in a rural location between Kearoa Marae and Horohoro School. The kuia are descendants of the marae and are keen for the kōhanga reo to prosper. They have returned to the kōhanga reo in a deliberate effort to attract people home. This has had a significant impact in the short time they have been there.

2 The Evaluation Findings

How well do children show who they are and where they come from?

Children are developing an understanding of their identify through their learning experiences at kōhanga reo.

Ngā Taumata Whakahirahira

Children are immersed in whanaungatanga. The whānau and kaimahi are all closely related. Children experience positive relationships. The kaimahi model respect for self and others. They encourage interactions between children that foster sharing, caring and aroha. Hugs and awhi are common practices. The whānau provide routines that promote and reinforce positive behaviour. Transitions are smooth. This provides children with consistent and predictable experiences. The whānau feel comfortable to actively contribute to the kōhanga reo programme. Children appear secure in themselves and relate well to others.

Children learn in an environment where their identity is nurtured. All children and their whānau have whakapapa links to the marae. The marae is a prominent feature in children’s learning. Painted wall murals of their maunga are displayed alongside photos of local icons. Learning pepeha and local stories are a focus of the learning programme. The whānau provide opportunities for children to interact with others outside of the kōhanga reo. Children participate in community activities. Children are settled in their learning environment.

Children are encouraged and supported to learn te reo Māori of Ngāti Kea and Ngāti Tuara. This is a priority for the whānau. The kuia model and monitor the quality of te reo Māori within the learning spaces. A range of strategies are used to support language development. These include prompting, questioning, repetition, reading, use of hand cues, waiata, and positive reinforcement. Children are prompted and encouraged to respond and converse during learning and play. Babies use non-verbal gestures to show their understanding of questions and instructions. Children are developing as speakers of te reo Māori.

The learning programme is very structured and too adult directed. Children have little choice in resources and activities provided for them. Their learning needs are not being extended. There is very little opportunity for children to follow their own interests.

Planning and Evaluation

Kaimahi have in place processes for planning. Whānau members are provided with opportunities to contribute to the learning programme. Programme planning follows the seasons. Documentation shows links to Te Whāriki and Te Korowai. The whānau is working towards ensuring that the learning programme results in positive outcomes for children.

Children’s learning is monitored and recorded. The new kaimahi is increasing her confidence to undertake her roles and responsibilities in this area. She is well supported by the kuia and the whānau. The whānau is regularly updated on children’s progress. All information of children’s learning and progress is shared with them at regular hui. Children’s learning and progress is well monitored.

The whānau manage the kōhanga reo in the interests of the children. Strategic and annual planning support the whānau to work toward their aspirations. Administrative systems are well organised. The whānau is working towards establishing processes of accountability and transparency. They are focussed on increasing the roll and ensuring they can cater for children under two years of age. They are on track to purchase a van that will support their desire to have more children and whānau participating at home. Keeping children safe is a priority.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO developed the following recommendation:

  • The whānau further develop the learning programme to cater appropriately to individual children’s strengths and learning.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Horohoro will be in three years.

1 Context

Te Kōhanga Reo o Horohoro sits below Maunga Horohoro between Kearoa Marae and Horohoro School. Horohoro is an isolated community on the outskirts of Rotorua. The rural setting is rich in natural resources. Children from the kōhanga reo either attend the local school or one of the kura kaupapa Māori in Rotorua.

Many of the whānau are young. They are committed and passionate about the kaupapa o te kōhanga reo. Whānau have whakapapa links to Horohoro which is why they bring their children to this kōhanga reo. All practices at kōhanga reo are based on whanaungatanga. Whānau have a strong desire for their children to be competent speakers of te reo Māori and to understand who they are and where they come from. The whānau provides children with a learning environment based on humility, calm and peace.

Whānau are actively managing the operations of the kōhanga reo. They are keen to ensure that all practices nurture their children’s wellbeing and sense of belonging.

2 The Review Findings

To what extent are children happy in their learning while at kōhanga reo?

Children enjoy positive relationships with their peers and kaimahi and they are happy and confident learners.

Mana Atua

Children experience a learning environment that is peaceful and calm. Children respond to the quiet, loving nature of kaimahi. They are clear about the expected behaviour when working indoors. Children experience uninterrupted learning where they can focus and concentrate on their work.

Children learn through loving and warm relationships. Interactions with other children and whānau are based on whanaungatanga. All children and adults have strong whakapapa links to each other. They are encouraged to display love and care with their peers. Children experience meaningful relationships that provide a strong foundation for their learning.

Children respond positively to te reo Māori. Language learning experiences are conducted in a peaceful manner. Kaimahi speak calmly with children. Children pay attention and listen attentively during formal learning times. Kaimahi have a range of positive strategies to focus children’s listening. Children are exposed to the wairua of te reo Māori and respond in positive ways.

Children learn and grow in an environment where their emotional, physical, intellectual and social wellbeing are nurtured.

Planning and Evaluation

The whānau manage the kōhanga reo according to their aspirations for their children and the kaupapa of the kōhanga reo.

Kaimahi have processes for planning, assessment and evaluation. These have a clear focus on children’s learning. Planning outlines the content, strategies for implementing the programme and resources. Evaluations identify improvements to be made to the learning programme. Children benefit from processes that are well organised and managed.

The charter has been reviewed and provides clear guidelines for the operations of the kōhanga reo. Health and safety policies and procedures are comprehensive and guide daily practice. Financial systems are well managed and transparent. Children experience a learning environment where all reasonable health and safety steps are taken to protect them and their learning needs are supported.

The whānau have set clear goals and priorities for the future development of their kōhanga reo. This is influenced by Te Ara Tūāpae and Ngā Pou E Wha. Self review is supported by a number of reports presented to the whānau. Whānau are well informed of what is happening at kōhanga reo. The future direction and monitoring of kōhanga reo operations is centred on benefits for children.

Key Next Steps

Kaimahi currently use profiles as a method for monitoring children’s progress. It is clear that they do not clearly understand the purpose or what is required for profiling children’s learning. Whānau and kaimahi need support to strengthen assessment practice including accurately recording children’s progress and identifying each child’s next learning steps.
