1 Context

Te Kura Kaupapa Māori o Ngā Taonga Tūturu ki Tokomaru is in Tokomaru Bay, north of Gisborne. It is a Te Aho Matua kura that provides education for students from Years 1 – 8.

Since the previous ERO report, 2014, there have been significant changes. A new Tumuaki was appointed in 2016. He is a first time principal, who is learning about his leadership and management responsibilities. A first year kaiako was appointed in 2017. He was a kaiāwhina for many years before completing teacher training. Many of the board members are new to their governance role. The roll has increased as a result of some whānau returning to Tokomaru after starting in an English medium setting. Some students with limited te reo Māori have been enrolled in the kura. Wharekura education is no longer provided.

2 Te Tino Uaratanga

How well do students display the hopes and aspirations of their people?

Most students show they are developing an awareness of their whānau hopes and aspirations.

Te Ira Tangata

Students are learning to make connections with the hau kāinga. The whānau vision is to uphold the practices of the hapū and iwi. This is reflected in re-establishing Ringatū karakia, waiata tawhito and connecting with marae and people in the local and wider communities. Whakapono, aroha and manaakitanga underpin the kura beliefs, values and practices. Kaiako use these to support students’ interactions and relationships with each other. Tuākana are encouraged to model these expectations for tēina. Kaiako and whānau work together to develop their leadership responsibilities. Opportunities to support students include events on marae, participation in community activities and exchanges with local schools and kura. Kaitiakitanga oranga o te tamaiti is a school wide focus to support the holistic development of ākonga. Students contribute to kaupapa in the local and wider communities and promote te reo and tikanga Māori.

Te Reo

Most students have the language to communicate in te reo Māori. Kaiako provide students with opportunities to hear te reo o Ngāti Porou in different settings. Students hear the language during formal occasions on the marae including waiata mōteatea. They share pepeha and learn karakia.

Some students with limited language have enrolled at the kura. This has influenced the presence of English during the school day. Although kaiako are fluent speakers of te reo o Ngāti Porou, students school wide prefer to express themselves in English. Baseline data from 2016 shows students have made progress in korero and identified the focus on pānui and tuhituhi for 2017. Ongoing monitoring of student progress has identified further steps to improve learning outcomes:

  • A transition programme to support students from English medium into an immersion setting.
  • Identify individual specific language needs to provide additional support.

Ngā Iwi

Students show an understanding of their connections to the hāpu and iwi as tangata whenua. Establishing relationships, ancestral links to the hapū and iwi are integral to living in Tokomaru. There is an emphasis in the learning programme to actively support activities on the marae. Kaiako encourage students to be kaiwaiata, ringawera and lead karakia alongside kaumātua and kuia. Kapa haka nationals have contributed to the development of relationships among students, staff and whānau of with the local primary school. There are many opportunities for students to actively participate in events in the wider community. These include representing the hapū in a variety of kaupapa, exchanges with other kura kaupapa Māori, interacting with Māori in national positions and viewing Māori national treasures. Kaiako have organised after kura wānanga pāngarau and pānui on local marae involving whānau, kaumātua and kuia to support student learning. Students are happy to learn in the whānau environment.

Te Ao

Students are developing an understanding as kaitiaki. Kaiako have a learning programme that supports students understanding of the Māori world view. They encourage students to explore local landmarks that are renowned for kaimoana, different harakeke and wāhi tapu. Learning about water safety is integrated into student learning experiences. These opportunities assist kaiako to develop a curriculum to make learning relevant for students. Information technology (IT) is used to help students share their learning with kaiako and whānau. Kaiako have introduced a programme to support on-line learning. Students share activities using video clips, photos and writing samples. IT enables students to connect with an external pāngarau teacher to strengthen their knowledge about the subject. Students appreciate experiences of exploration in the natural environment.

Āhuatanga Ako

Students participate in a variety of learning experiences. Kaiako have developed learning programmes to extend beyond the school. Learning activities include practical experiences on the marae, exploration in the local environment, attending events regionally and involvement in national events. Kaiako encourage Nannies and Pāpā to sit alongside students to support their learning. Kaiako provide students with opportunities to learn and apply traditional planting methods in school garden.

Although assessment information is gathered to identify individual and group needs, kaiako knowledge to design responsive learning programmes needs attention. Kaiako encourage students to set individual learning goals. An online programme has been introduced to assist students to gather evidence and monitor their learning progress. Further development for kaiako is needed to ensure it is used school wide. Students are developing an enjoyment for learning.

Kura-identified areas of development

The whānau have identified that the following are their next steps for development:

  • Developing and implementing programmes that respond to gender specific learning needs.
  • Developing strategies to support student transition from English medium to immersion education.
  • Planning to respond to individual learning, quality of teaching and learning (connections between planning, assessment and programme evaluation) and student input.
  • Seeking external support for the Tumuaki to increase his knowledge about his leadership and management responsibilities.

3 Self-Review and leadership

Internal evaluation is developing. Information is gathered informally.

The tumuaki is a first time teaching principal who is new to his leadership role. He is learning about leadership and management responsibilities. The board must ensure that they provide him with professional support to strengthen his knowledge and application in a kura setting.

4 Whānau assurance on legal requirements

Before the evaluation, the board of trustees and principal completed the ERO Whānau Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • board administration
  • curriculum
  • management of health, safety and welfare
  • personnel management
  • financial management
  • asset management.

During the review, ERO checked the following items because they have a potentially high impact on student achievement:

  • emotional safety of students (including prevention of bullying and sexual harassment)
  • physical safety of students
  • teacher registration
  • processes for appointing staff
  • stand-downs, suspensions, expulsions and exclusions
  • attendance.

In order for the Whānau to meet compliance requirements they must:

  • Develop and implement policies and procedures for employment and appraisal of staff

  • Develop a strategic plan which documents how they are giving effect to the NEGs through policies, plans and programmes, including those for curriculum, assessment, and staff professional development

  • Maintain an on-going programme of self-review in relation to the above policies, plans and programmes, including evaluation information on student achievement.

5 Recommendations

ERO recommendation to Te Rūnanga Nui o Ngā Kura Kaupapa Māori o Aotearoa support the whānau to

  • Build teacher capability
  • Develop internal evaluation
  • Develop and implement appraisal for all staff
  • Provide a programme of support for the Tumuaki about his leadership and management responsibilities.

Conclusion

Te Kura Kaupapa Māori o Ngā Taonga Tūturu ki Tokomaru is in Tokomaru Bay, north of Gisborne. It is a Te Aho Matua kura. Most students show they are developing an awareness of their whānau hopes and aspirations. Some students are new to immersion education. This is a school wide challenge.

When is ERO likely to review the kura again?

1 Background and Context

TKKM o Tokomaru is located in the small, rural community of Tokomaru Bay, East Coast. The whanau provide a unique education that reflects the distinctive values and beliefs of Ngā Tūturu o Tokomaru. The whānau are descendants of Te Whānau a Ruataupare and Te Ao Tawirirangi.

Students show increasing knowledge of ngā taonga tūturu o te akau o Tokomaru. They are proud of their heritage. The revitalisation and maintenance of te reo me ngā tikanga o Ngāti Porou is a prominent focus for whānau and the wider kura whānau. Whānau expertise is an important part of learning and teaching for students. Kaumātua and kuia are valued as models and keepers of knowledge. They willingly contribute to student learning and wellbeing. The kura community is very supportive of each other. Students thrive in an environment where their identity and culture is valued. Students are developing in confidence and self esteem.

Students are eager to learn. The whānau have high expectations that their students will succeed with excellence. Committed staff support students in their learning. Students and staff have good working relationships. Students are succeeding and take pride in their achievements.

Students embrace digital technology and use it confidently. Students are eager to learn about te ao Māori and the wider world.

2 Tino Uaratanga

Ngā Wāhanga o Te Aho Maori

Te Ira Tangata

Students are developing in confidence and self esteem. They accept a wide range of roles and responsibilities to support others. Students respect kaumātua and kuia as well as each other. They value the stories that kaumātua and kuia share with them. They have visited special places in their area and know the significance of this as their tūrangawaewae. Opportunities for students to explore their natural talents and skills are encouraged. Students have a strong sense of wellbeing and demonstrate respect for themselves and others. Students are confident and know they are supported.

Te Reo

Students express themselves well in te reo Māori particularly in oral and written language. They are immersed in te reo me ngā tikanga o Ngāti Porou. The proficiency of kaumātua, kaimahi and whānau contribute to the language growth and development of students. There is language support for students through kaiāwhina and kaiārahi i te reo. Students hear good models of formal and informal reo Māori including dialectal differences.

Students are involved in a wide range of reo Māori activities and experiences. The putaiao fair shows the extent to which students are able to describe their projects in te reo Māori to their peers and adults. Students are expanding language use as poets, composers and performers and are succeeding in local and regional competitions in both Māori and English. Students confidently explore language functions and are developing skills in applying these in their writing.

Ngā Iwi

Students are secure in their connections and knowledge of whānau, hapū and iwi. They know who they are and where they come from. They learn about their whānau connections through waiata, mōteatea, karakia and hearing about the histories of their marae. Students have a strong appreciation of the talent and skills of well known people and teachers in their community and in other locations. These talents and skills are beginning to emerge in students. Students attend local hui and events within the local and wider community. Students are developing knowledge of whānau, hapū and iwi.

Te Ao

Students show respect for their immediate and wider community by undertaking kaitiaki roles particularly for special places around their akau. They practice kaitiakitanga from a traditional perspective. They learn about the protection and conservation of resources. Students engage in programmes that enable them to take care of the environment. They are aware of the impact this has on future generations. Students acknowledge the complexities and magnificence of the physical and natural worlds.

Āhuatanga Ako

Students are encouraged and supported well in their learning.

The Kura Taina

Students engage well in prepared activities and kaupapa studies. They work collaboratively and individually equally well. Students have individualised programmes of learning. They encourage each other and contribute to decision making. Long serving experienced staff provide good quality teaching to students. Staff provide stimulating learning experiences that are of interest and relevant to students. Staff and students have good relationships with each other.

Students are motivated to learn. Learning environments are vibrant and stimulating and effectively support student learning. Overall planning is purposeful and includes all the elements to guide the implementation of learning programmes. Assessment procedures are comprehensive and detailed. Students embrace digital technology and use it confidently. Students are eager to learn about te ao Māori and the wider world.

Wharekura

Wharekura students experience high levels of success particularly in NCEA levels one and two English, Te Reo, Pūtaiao and Pāngarau. Students are recognised for their high achievement. Students plan their academic learning pathways in consultation and with the encouragement of staff and whanau. Unit plans provide clear guidelines to support NCEA subjects. There are high expectations for students to succeed. Students are prepared well when they transition into wharekura programmes particularly in whaikōrero, Pāngarau and Pūtaiao. Students experience success.

Leadership and management

The principal provides strong collaborative leadership. She communicates well with staff that have a range of part-time hours. Staff work well as a team and fulfil their roles and responsibilities beyond what is expected of them. Whānau helps out at the kura regularly. The board of trustees govern the kura well and fulfil their responsibilities and obligations.

Self Review and sustainable performance

Ongoing self review informs responsive decision making. There is regular reporting to the board and to whanau. Weekly reporting to whānau through newsletter is informative and includes student events and celebrates their successes. Teachers provide valuable information about what students are doing and how their achievements. Consistent self review is focused on ensuring student progress and raising student achievement.

Whānau identified area for improvement

The whānau engage more consistently indecision making meetings. Although they help out at kura they should consider increasing their support of staff and students by joining in with more school activities.

Whānau assurance on legal requirements

Before the review, the whānau and Tumuaki completed the ERO Whānau Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • board administration
  • curriculum
  • management of health, safety and welfare
  • personnel management
  • financial management
  • asset management.

During the review, ERO checked the following items because they have a potentially high impact on student achievement:

  • emotional safety of students (including prevention of bullying and sexual harassment)
  • physical safety of students
  • teacher registration
  • processes for appointing staff
  • stand-downs, suspensions, expulsions and exclusions
  • attendance.

3 Recommendation

ERO recommends the whanau:

attend hui and participate more regularly alongside staff and students when they are involved in activities.
