Findings

Te Kura Kaupapa Māori o Whakarewa i te reo ki Tūwharetoa is in Taupō. The kura is immersed in the culture and history of Ngāti Tūwharetoa and is strongly connected to iwi and hapū of the area. The whānau are proactive and strategic, and use internal evaluation effectively as they strive for excellence within a Te Aho Matua education environment. Students are confident thinkers and learners who are keen to explore.

The next ERO review of Te Kura Kaupapa Māori o Whakarewa i Te Reo ki Tūwharetoa will be in four-to-five years – Te Mānakotanga – Enrichment Evaluation. 

1 Context

Toitū te whenua, toitū te mana Ko te taiao nei, koia te Tūwharetoatanga! Koia te oranga tangata!

Te Kura Kaupapa Māori o Whakarewa i te reo ki Tūwharetoa is in Taupō. The kura provides kaupapa Māori education for Year 1 to 13 students in line with principles of Te Aho Matua. The Taupō-nui-ā-Tia region provides an expansive and rich area to enhance the learning opportunities and experiences for all students and their whānau.

Since the previous ERO review in 2014, the whānau has continued to strengthen their local curriculum by integrating their language and history throughout students’ holistic learning experiences. Te Paepae Tuhirangi represents a shared understanding of how Te Aho Matua aspirations and expectations are located within an iwi context including guidelines for how these goals may be achieved. The whānau, kaiako, and raukura have been deliberate in their approach to align the aspirations of Te Paepae Tuhinga with the principles of Te Aho Matua to embed learning pathways for students and whānau. The roll number of students has increased significantly. The whānau articulate that support for the ongoing development, implementation and review of this approach is reflected in the confidence and appreciation from the community for this Te Aho Matua te reo Māori education option.

2 Te Tino Uaratanga

Students are nurtured in an environment where their ancestral links are celebrated, and inspiration and motivation are fostered. Kaimahi and whānau are single minded in their vision to grow and develop rangatira. Raukura have returned to the kura to teach as kaiako. Students exemplify the hopes and aspirations of their people.

Students are immersed in the kaupapa of Te Aho Matua where there are strong influences of mana, ihi and tapu. The whānau articulate the importance of well-being and its contribution to achieving positive outcomes for students. Their marautanga links directly to wai, tūpuna, waka, maunga, moana, awa, pūrākau and historical events that are pertinent to them. These stories, the meanings, and the learning and tikanga help to develop an understanding about tangata whenua and their role as kaitiaki. Beliefs and values enhance caring and respectful relationships. Manaakitanga is embedded throughout the kura. Practices of whakanui, aroha, tiaki are visible in the interactions between students, whānau, kaimahi and kaumātua. This philosophical belief underpins development of the essential skills, attitudes and values throughout students’ time at kura including striving for their personal best, demonstrating integrity and mana, being resilient and determined, and finding enjoyment, fulfilment and happiness. Ko wai au is a kaupapa of significant focus where students learn to love and value who they are. Poutiria te aroha is a strategy that has been created to support kaiako to nurture and care for students. Te Piko o Te Mahuri influences whānau expectation and the contribution they make. They value and recognise the significance of wai and its connections to the Ranginui and Papatūānuku, and to hapū and iwi, including those outside of Tūwharetoa. Students appear to be happy amongst their peers and throughout the kura.

Te Reo

Tōku reo tōku ohooho, tōku māpihi maurea, tōku whakakai marihi.

Students are exposed to strong models of te reo Māori. Kaumātua exemplify the use of the language of Ngāti Tūwharetoa. They ensure that pūrākau, pakiwaitara, kīwaha, whakataukī and vocabulary from Tūwharetoa are used. Traditional stories and local history are integrated across a range of learning contexts. There are opportunities for students to immerse themselves in a range of contexts as they learn and then contribute to discussions. They actively listen to others in both formal and informal settings. The whānau and kaimahi have high expectations for the continued development of te reo Māori. Wānanga reo are held regularly for students, whānau and kaimahi, who are developing te reo Māori. As a result, these strategies influence the type and use of te reo Māori as the language of communication throughout the kura and within homes. Students are encouraged to present their thoughts and views to internal and external groups. They use te reo Māori with each other and adults. They are attentive listeners who know how to express themselves creatively and imaginatively. English instruction for students is provided in a building offsite that is a leased teaching space. Students across the kura are thinkers, speakers, readers and writers in te reo Māori and English.

Ngā Iwi

Ko te tohu o te rangatira, he manaaki.

Students’ knowledge of whānau, hapū and iwi, including their individual identity, is strong. Whānau and staff deliberately focus on iwi kaupapa to make all learning relevant and meaningful. They utilise the knowledge and skills from their community including kaumātua who are the respected experts of traditional knowledge and practices. They discuss iwi-specific tikanga associated with their place in Tūwharetoa. Students demonstrate good relationships with others. They are encouraged to foster relationships as tuakana teina. Kaimahi deliberately plan for younger children to be guided by their older peers in a range of learning contexts in the kura and wider community. Raukura are actively involved in activities of the hapū and iwi. They model for students the responsibilities of tangata whenua to provide service to others. There are annual noho ā-marae for all students. It is an opportunity for students and whānau to learn about their connections to all marae in Taupō-nui-ā-Tia. Whānau and staff maintain their links with other kura in sporting and cultural activities. They have established networks at the local and national levels to enhance and strengthen knowledge about and connections to others. Students display comfort to communicate with and work alongside others either as tangata whānau and or manuhiri.

Te Ao

He kura whenua, he kura tangata.

Students are supported in a kura that embraces te ao Māori. The emotional and physical well-being of the environment is a kura wide focus. Whānau and staff encourage students to care and respect their physical environment. Opportunities to support students understanding about their place and responsibilities are integrated into the learning programme. Experts in science related fields provide knowledge in a contemporary setting. Traditional knowledge and practices of te ao Māori are also shared with students. This information helps students to understand their kaitiaki role. Whānau provide a range of experiences to foster these connections to the land, mountains, and the waters in their natural environment. Students have taken a lead role in a national campaign to raise the minimum standard for freshwater to be safe for swimming. They understand the relationship between human wellbeing and environmental health, and are active kaitiaki of all wai as expressed through the unit of learning Ko wai au. Students show they understand the contemporary and traditional learning and the links to the wider world, and the physical and natural worlds. Karakia to improve the well-being of the environment is integrated into student learning. Technology is used to enable student to explore and investigate the wider world. These opportunities support students to develop a range of skills to promote diverse thinking. Student actively investigate and question for detail and explanation.

Āhuatanga Ako

Whāia te iti kahurangi, ki te tuohu koe me he maunga teitei.

Students are intellectually stimulated in an environment conducive to learning. The whānau promote positive interactions and relationships in the learning environment. Te Paepae Tuhirangi guides all instruction based mātauranga of Tūwharetoatanga. There are three kura wide goals: Pou Atua - a strength based approach to learning; Pou Waihanga which is related to the creative arts; and Te Reo me ōna Tikanga. These provide kaiako with clear learning expectations. Kaiako work collaboratively to maintain the quality of teaching and learning programmes. Tikanga Māori and tikanga of Ngāti Tūwharetoa help to reinforce Māori values and perspectives as part of student learning. Kaiako use a range of resources to motivate students. Cultural activities are embedded as a regular part of daily operations. Kaiako provide stimulating learning experiences. Local knowledge and histories are used as effective contexts for learning. Kaiako combine a wide range of teaching modes to enhance learning. Kaiako, whānau and students are actively engaged in learning. Kaiako model lifelong learning and undertake research that informs kura operations. Students are confident learners.

Students learning needs are considered within the learning programme. Kaupapa learning is used to make meaningful links to subject content. In each of these kaupapa, kaiako support students to identify the areas through inquiry. Students are supported through their inquiries and curiosities to ascertain the skills and knowledge in their learning. Learning outcomes are shared with whānau at the end of the kaupapa. Paki ako assessment guide defines kura wide expectations for gathering, monitoring and reporting student progress in learning. Kaiako focus on students’ holistic development using a range of tools to report student learning. This information is gathered and reported at hui ā-whānau. Kaiako use ongoing programme evaluation, professional learning and discussions to raise the quality of teaching and learning. Students experience academic, sporting and cultural success.

3 Self-Review and leadership

Ka whakamārotia atu anō, ka whakahokia mai te kapua whakapipi.

Effective internal evaluation acknowledges positive outcomes for students and is central to decision making. There is a strongly reflective culture exhibited amongst the whānau whakahaere, the leadership team, the teaching professionals, through to learners. Self review is an integral part of the kura. The charter and strategic plan guide the direction of the kura. Review guidelines are clearly defined as development processes and review processes. All aspects of kura life are reviewed through whānau hui or ohu mahi. Leadership is distributed across the kura. Roles and responsibilities are clearly defined and understood by kaiako and whānau. Ohu pouārahi share responsibility for the management of operations across the kura including teaching and assessment. Ohu report to the whānau at monthly hui. Wānanga are called to discuss different kaupapa pertaining to the kura. Leadership and guidance is provided throughout the kura. Internal evaluation provides assurance and accountability to Te Aho Matua.

4 Whānau assurance on legal requirements

Before the review, the board of trustees and principal completed the ERO Whānau Assurance Statement and Self-Audit Checklists. In these documents they attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • board administration
  • curriculum
  • management of health, safety and welfare
  • personnel management
  • financial management
  • asset management.

During the review, ERO checked the following items because they have a potentially high impact on student achievement:

  • emotional safety of students (including prevention of bullying and sexual harassment)
  • physical safety of students
  • teacher registration
  • processes for appointing staff
  • stand-downs, suspensions, expulsions and exclusions
  • attendance.

5 Recommendation

ERO recommends that the whānau continue to use their internal evaluation information to support ongoing and future decision making.

Conclusion

Te Kura Kaupapa Māori o Whakarewa i te reo ki Tūwharetoa is in Taupō. The kura is immersed in the culture and history of Ngāti Tūwharetoa and is strongly connected to iwi and hapū of the area. The whānau are proactive and strategic, and use internal evaluation effectively as they strive for excellence within a Te Aho Matua education environment. Students are confident thinkers and learners who are keen to explore.

When is ERO likely to review the kura again?

The next ERO review of Te Kura Kaupapa Māori o Whakarewa i Te Reo ki Tūwharetoa will be in four-to-five years – Te Mānakotanga – Enrichment Evaluation.

2 Introduction

Te Aho Matua Outcome Statement

The whānau is going through a sad and difficult time which has impacted on, and continues to impact on all members of the kura whānau. They have gained strength from each other and the wider whānau. The load has been made more bearable because of the ever present values of whanaungatanga, manaakitanga and wairuatanga. The principles of Te Aho Matua are an important source of spiritual and emotional sustenance for the whānau.

Whānau Te Aho Matua Vision

The whānau Te Aho Matua vision is: kia tū pakari, tū rangatira te tamaiti hei raukura mō tōna iwi (students are high achievers who exemplify the hopes and aspirations of their people). All students in the kura are schooled to be confident presenters, communicators and independent and enthusiastic learners. They are immersed in the culture and history of Tūwharetoa and are strongly connected to iwi and hapū of this area. The natural resources of the area are the life source that students learn about, care for, and conserve for future generations. Kaitiakitanga of Lake Taupō is an important part of their Tūwharetoatanga and integral to the vision the kura whānau have for their children.

Evaluation Kaupapa

The focus of this review is oranga wairua (spiritual wellbeing). Aligned with this focus is the kura whakatauki; kia tū pakari, tū rangatira te tamaiti hei raukura mō tōna iwi. This review will evaluate how effectively the child is supported to be a high achiever who exemplifies the hopes and aspirations of his/her people.

Ngā Tino Uaratanga

Strategic Planning and Self-Review

The whānau are very active and committed to providing an environment where the principles of Te Aho Matua are clearly apparent and children are being well equipped to achieve their goals.

The whānau is the governing body of the kura. Strategic plans guide the development of students and whānau in the kura. The plans include the focus and goals identified by the whānau. Through extensive discussion, support and monitoring, whānau work well together to achieve these goals.

The kura curriculum plan is displayed and contains important considerations and priorities for learning. The plan is reviewed against actions of the kura whānau and next steps are identified. While the academic achievement of students has its place, greater emphasis is placed on strengthening the spiritual wellbeing of the students, enhancing their physical and emotional wellbeing and sense of belonging. The belief is that achievement of these priorities, in the end, enhances the active and effective use of the intellect.

Student Achievement

Student achievement focuses on the holistic development of the child. Caring for themselves, others and the environment is a priority for learning and achievement. Positive and nurturing tuakana teina, peer, teachers and whānau relationships are strongly apparent.

The commitment to te reo Māori as the language of communication is constantly strategised. Students are able speakers, readers, writers, presenters and viewers of te reo Māori. Students in the senior school have achieved NCEA qualifications ranging from Level 1 NCEA to university entrance. This year, many students, who have completed their schooling requirements, have returned to support and assist teachers and students.

Te Ira Tangata

Te Aho Matua values are clearly demonstrated in kura whānau practice and are integral to the strategic plans, policies and kura guidelines.

Whakapapa links are strong and the dominant belief ‘your child is my child’ guides whānau actions. Manaakitanga, aroha and whanaungatanga are clearly articulated and demonstrated in whānau interactions. Whānau state that it is through enveloping whānau members in aroha, that the whānau spirit is strengthened.

Karakia begins the day to awaken the spirit and prepare minds for learning. There are many different components to this session where the atua Maori are honoured, waiata tawhito enthuse the spirit and short plays and creative dance ignite creativity. Te reo Māori is celebrated through the use of effective strategies to broadcast, listen to, extend the use of, perform and learn about the language. By the end of karakia sessions everyone is focused and the importance of te reo Māori use is firmly embedded.

Āhuatanga Ako

The kura whānau actively and clearly support their children to develop personal characteristics they prioritise. The focus areas that guide this development are embedded in the kura curriculum.

Learning programmes are organised in ways that best promote the holistic development of the child. Consequently infusing a joy of learning, where student interests are the focus of teaching is a collaboratively held expectation. Tikanga is an intrinsic part of the classroom culture.

Teachers plan extensively to help bring this expectation to fruition. They are careful to ensure that students experience success according to individual levels and progress. They work together to understand the learning requirements of students, to support student interests and enhance student strengths. Kaupapa are integrated and appropriately refined to nurture the self esteem of each child.

Teachers have access to professional development to increase their te reo Māori and professional capability. Professional development is aligned to the philosophical focus of the kura.

Students are engaged, excited and motivated to learn. They confidently share their talents with others and are unafraid to perform and show their talents. They learn to self assess, research and work collaboratively. Creativity and imagination are effectively encouraged and enhanced.

Students are both confident presenters and an enthusiastic audience.

Students love learning.

Students are flexible and able to make decisions about their learning.

Students show appreciation of the efforts of others.

Area for review

Well developed assessment policy and procedures are in place. It would be timely for the kura whānau to review their assessment procedures to determine the extent to which these link to the documented expectations.

Te Reo Māori

Clear expectations have been developed to enhance the impact of te reo Māori as the main language of the school. Whānau, staff and students actively support the high expectations for te reo Māori use. All staff and many whānau members are competent speakers of te reo Māori. Te reo Māori is the language of the kura and in many of the homes.

Whānau, students and kaiako identify goals and actions in the strategic plan to support te reo Maori development. Kaiako plan well to deliver an interesting programme so that students are supported to be competent speakers, readers and writers of te reo Māori. Students use te reo in social interactions. The use of te reo Maori is normalised in the kura.

Many strategies are effectively used to develop student te reo Maori capability. They are creative, imaginative and focus on students’ interests as well as kura goals. Kaupapa learning focuses on traditional as well as new knowledge. Information Communication Technology (ICT) is used to present and share ideas and learning.

  • students use a range of oral language strategies.

Ngā Iwi

Whānau are enthusiastic and committed supporters of the kura. Different governing groups carry out their responsibilities well. They understand and meet the requirement that te reo and tikanga Māori and the principles of Te Aho Matua are followed in practice. Whānau learn about and share their knowledge of Tūwharetoatanga and keenly participate in kura activities. They are keenly aware of their responsibility as role models for their children and the kura.

The iwi has a strong focus on caring for and conserving local natural resources. Whānau are secure in the knowledge that their children are committed speakers of te reo Māori and are confident learners of Tuwharetoatanga. Whanau are integral to supporting their children to become high achievers who exemplify the hopes and aspirations of their people.

Te Ao

The kura is set among and close to the natural resources and cultural landmarks of Ngāti Tūwharetoa. Students are active in their work to conserve and preserve these resources for future generations. Each activity acknowledges the relevant atua Maori. Activities involve work with water conservation, tree planting and conserving native animals and plants. This work is ongoing and knowledge and skills are passed on to the younger generation.

Sport is another activity that extends and challenges students, supporting them to move out into the wider world. Students are involved in many different sports and the preparation for this includes learning about the importance of healthy eating and physical preparedness. Sport is also an integrated part of the programme of learning. Students increase their literacy, mathematics knowledge and presenting skills through this. They achieve representation at regional and national levels. Sport is seen as a valid career pathway and students are well supported to perform well.

4 Te Aho Matua Whānau Assurance on Compliance Areas

During the review, the board and principal of Te Kura Kaupapa Māori o Whakarewa kit e reo o Tuwharetoa completed theTe Aho Matua Whānau Assurance Statement and Self-Audit Checklist. In this document they attested they had taken all reasonable steps to meet the legislative requirements related to:

  • board administration

  • curriculum

  • management of health, safety and welfare

  • personnel management

  • financial management

  • asset management.

ERO checked the following items because they have a potentially high impact on outcomes for children:

  • emotional safety (including behaviour management, prevention of bullying and abuse, complaints procedures)

  • physical safety (including policies and procedures relating to EOTC, hazard identification, prevention of physical harm, accidents and medication)

  • staff qualifications and organisation

  • stand-downs, suspensions, expulsions and exclusions

  • monitoring of student attendance.

It is the view of Te Kura Kaupapa Māori o Whakarewa i te reo o Tūwharetoa supported by Te Rūnanga Nui o Ngā Kura Kaupapa Māori o Aotearoa that Ngā Whanaketanga Rumaki Māori do not adequately reflect the dimensions of Te Aho Matua. ERO has been informed that the Te Rūnanga Nui o Kura Kaupapa Maori o Aotearoa and the Ministry of Education are currently working together to resolve this issue.

5 Recommendations

ERO and the whānau recommend that the whānau focus on the continual development of curriculum; including assessment that aligns and supports development.

6 Future Actions

ERO is confident that the board of trustees can manage the kura in the interests of the students and the Crown and bring about the improvements outlined in this report.

ERO will review the kura again as part of the regular review cycle.
