1 Background

Introduction

A supplementary evaluation is undertaken at the discretion of the Chief Review Officer of the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:

  • Te reo Māori- whānau and kaimahi language development
  • Planning and evaluation –internal evaluation including planning, assessment and evaluation,
  • policy review, appraisals, kaimahi roles and responsibilities.

2 Context

Te Kōhanga Reo o Motutāiko is in Taupo. The kōhanga reo is named after a significant sacred island in Lake Taupō. Since the previous ERO report, the whānau have made positive developments. The kuia is the kaiwhakahaere and she has been involved in the kōhanga reo for over 30 years.

3 Findings

Children are immersed in a te reo Māori speaking environment. Strengthening te reo Māori is a whānau focus. The strategic plan identifies a wrap around approach to improving the te reo Māori for whānau, kaimahi and children. Kaimahi attend te reo Māori courses provided by Te Kōhanga Reo National Trust (TKRNT). Professional goals for kaimahi include progressing to Te Ara Tuarua and Whakapakari. Whānau have engaged in local te reo Māori courses to support the growth of te reo Māori. Kaimahi have identified language teaching strategies in their planning. They use te reo Māori throughout the day. Kaimahi use a range of strategies to make learning fun for children. Children use te reo Māori with increased confidence.

Planning is displayed and visible. Whānau are included in discussions related to the learning programme. Activities and learning experiences are aligned to Te Whāriki. Children’s interests are catered for.

Whānau whakahaere is adequate. The charter is in place. It provides clear expectations and guidelines for the management and operations of the kōhanga reo. Strategic, and annual planning is in place to ensure management of operations and future direction of kōhanga reo. Kaiako and kaiwhakahaere have succession plans in place, which is linked to the strategic plan. Whānau are working well together to ensure the sustainability. There are well structured, clear plans and processes in place. Children’s safety is important.

Key Next Steps

Health and safety policies and procedures are present. Whānau have policies and procedures in place to tend to the wellbeing of children. It is imperative that these policies align with legislation and current regulations. Children’s health and safety will be secured by sound policies and practice.

Assessment needs strengthening. Whilst kaimahi collect photos and pictures of children in their learning, they are yet to collate these to show children’s learning over time. Children’s progress will be enhanced by regular monitoring.

Evaluation is informal. Kaimahi regularly discuss the learning programme and how to change it. Currently, they do not record these conversations. The changes to the learning programme are unclear to track. Children will benefit from an evaluated learning programme.

4 Recommendation

ERO and the kōhanga reo whānau developed the following recommendations:

  • whānau continue to work with TKRNT to address key next steps in this report.

5 When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Motutāiko will be in three years.

1 Context

Te Kōhanga Reo o Motutaiko is in Taupō. The name is from a sacred island on Lake Taupō. Kaimahi and whānau whakapapa to each other. The kuia has been a part of the kōhanga reo whānau for over 30 years and is also the kaiwhakahaere. Since the previous ERO report in 2014, the whānau and kaimahi have made limited progress to improve self-review practices and programme evaluation.

2 The Evaluation Findings

How well do children show they are settled at kōhanga reo?

Children show they are happy and settled at kōhanga reo.

Ngā Taumata Whakahirahira

Children are learning to interact positively as tuakana/teina. The values of aroha, manaaki and tiaki guide relationships in the learning programme. Kaimahi model these behaviours to encourage children to work cooperatively with each other. Tuākana model for tēina by leading karakia and waiata as part of the morning programme. Kaimahi hold and comfort babies to learn alongside their tuākana. They help individual children who seek support. There are opportunities for tuākana to learn how to manage aspects of their own care, to work independently and in groups. Children enjoy learning together.

Children are learning about their place. Kaimahi provide children with opportunities to make connections with each other and their place. Many of the children, their whānau and kaimahi are related by whakapapa. They share their whakapapa and pepeha to each other in the daily programme. Stories about Ngāti Tūwharetoa help children to learn about the local area and their place as mana whenua. Planned activities enable children to visit places of importance and learn about their local environment. Children’s identity in relation to their iwi is nurtured.

Children participate in a learning programme that offers variation and choice. Routines are in place to provide children with a sense of belonging in the learning environment. Kaimahi provide children with a range of activities that cater for their developmental needs. The learning programme for tuākana focuses on preparing them for school. Kamahi introduce them to naming letters, numbers, shapes and colours. Tēina are provided with resources to make choices and follow their interests through play. Shared reading and waiata are times for whole group learning where children participate enthusiastically with each other. Children are happy learners.

Children are developing as speakers of te reo Māori. Although children speak English, kaimahi model sentences to support their language development. Kaimahi introduce new words and use questions to provide children with ways to increase their language skills and confidence. Children show their understanding by following instructions. Younger children are encouraged to use body language to communicate their needs. Children appear happy to learn te reo Māori.

Planning and Evaluation

Whānau management is adequate. The kōhanga reo charter guides management practice. Although policies and procedures are part of a review cycle, whānau also review these as required. The kaiwhakahaere has responsibility for managing administrative tasks. There is a detailed strategic plan to support their future direction of the kōhanga reo. The whānau manage the operations of the kōhanga reo in the best interests of their children.

Programme planning is in place. Planning is comprehensive and provides detailed programme implementation. Kaimahi identify kaupapa ako, activities and resources to support delivery. A daily timetable guides the learning programme. Kaimahi make changes to the programme to accommodate children’s needs and interests. Children enjoy the learning programme.

Key Next Steps

Internal review is still an area that requires attention. Critical policies related to health and safety have not been updated or aligned to the Vulnerable Children’s Act. Records to monitor safety and hazard checks have been maintained. Personnel management practices are not followed. Documentation related to kaimahi job descriptions lack definition about roles and responsibilities. Appraisal has not been implemented to ensure that kaimahi professional development is focussed on improving the quality of children’s learning.

The quality of delivery is an area for improvement. Kaimahi appear to have limited understanding of the links between programme planning, programme evaluation and assessment. While they are able to plan to meet children’s needs, more robust processes for programme evaluation and assessment information will help to improve the overall quality of children’s learning.

Effective strategies to strengthen te reo Māori are needed. Kaimahi and whānau need to develop an action plan to increase the use of te reo Māori by children and adults in the kōhanga reo.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements, they need to:

  • ensure whānau are involved in the evaluation and review of operations and practice

  • align all child protection policies and procedures to the Vulnerable Children’s Act 2014

  • ensure that all hazard checking, recording and reporting requirements are carried out to ensure the safety of children

  • ensure appraisal for all employed staff is regularly implemented

  • ensure the curriculum is informed by planning, implementation and evaluation that demonstrates an understanding of children’s learning, their interests, whānau and life contexts.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • the whānau and kaimahi use internal evaluation to strengthen the kaupapa of kōhanga reo, improve the quality of delivery, improve personnel management systems, and meet management expectations in the kōhanga reo.

When is ERO likely to evaluation the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Motutāiko will be within two years.
