1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO reports provide important information for hapū and iwi.

2 Context

Ko te kōhanga reo te poutokomanawa o te whare e pupu ake ai te mana, te ihi, te wehi, me te wairua o te Māori.’

Te Kōhanga Reo o Te Timatanga Hou is in Te Puke. The kōhanga reo was established in 1992 by members of a local church. The kōhanga reo is licensed to cater for 20 mokopuna including 10 aged less than two years old at any one time. Te Kōhanga Reo o Ngā Mokomoko has recently merged with Te Kōhanga Reo o Te Timatanga Hou while their building is being renovated.

ERO’s June 2022 evaluation of mana whakahaere practices found the whānau provided mokopuna with an environment that promoted and nurtured te reo Māori.

3 Evaluation Focus

How well do mokopuna show they are happy learners?

Mokopuna demonstrate they are happy and comfortable learners.

4 Findings - Mana Mokopuna

Mokopuna are content and learn in an environment where relationships are meaningful. They experience love and care from kaimahi and whānau. Kaimahi interactions with mokopuna are nurturing and purposeful. Routines provide them with consistent and predictable experiences. Learning activities stimulate mokopuna interest and they learn alongside their peers. Kaimahi constantly affirm mokopuna for their successes. Mokopuna experience whanaungatanga in their learning. They enjoy each other’s company and are happy and keen learners.

Kaimahi and whānau maintain a positive and supportive learning environment. Mokopuna happily participate in learning where te reo Māori is priority. Kaimahi use effective strategies that support the development of te reo Māori through prompting, questioning, repetition and rotarota. Mokopuna are provided opportunities to listen to the spoken language and learn karakia and waiata. Pēpi respond appropriately to te reo Māori through actions and facial expressions. Mokopuna are developing skills to use te reo Māori.

Mokopuna learn in an environment where their identity is nurtured. Kaimahi know the mokopuna well and support them to learn their pepehā, maunga, awa and iwi. Local waiata and pūrākau reinforce learning about who they are and where they come from. Mokopuna have frequent opportunities to participate in mat time and to lead their own learning. The strong presence of kuia is a feature of the kōhanga reo. Mokopuna observe tikanga and kawa in a range of authentic contexts. Mokopuna are developing an understanding of their identity and connection to Tapuika

Key Next Steps

Whānau have a plan in place to guide daily activities. However, assessment and programme evaluation is yet to be implemented. Assessment methods are yet to capture mokopuna learning over time. Kaimahi do not have practices in place to review or evaluate the effectiveness of the learning programme. Learning experiences for mokopuna are enhanced when kaimahi know mokopuna progress, interests, strengths, needs and provide them with a learning programme that continually extends their learning.

Whānau do not have a qualified first aider on the premises for the duration of the time mokopuna are there. The kaiwhakahaere is the only one who holds the qualification but is not on the premises for the duration of the day. This has the potential to place mokopuna safety at risk.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements they must: 

  • ensure there is an adult present at all times for every 25 children attending (or part thereof) that: holds a current First Aid qualification gained from a New Zealand Qualification Authority accredited first aid training provider.

  • ensure Te Kōhanga Reo curriculum is informed by planning, implementation and evaluation that demonstrates an understanding of children’s learning, their interests, whānau and life contexts.

6 Recommendation

    ERO and the kōhanga reo whānau recommends whānau continue to work alongside the district tari to address the non-compliances and key next steps identified in this report.

    1 Context

    Te Kōhanga Reo o Te Tīmatatanga Hou is in Te Puke. The kōhanga reo has undergone recent changes and internal restructuring with the support of a recently appointed kaiwhakahaere. The whanau are currently looking for a new kaiako. The majority of the whānau are committed to supporting the activities of the kōhanga reo for the benefit of their children.

    2 The Evaluation Findings

    How well do children demonstrate whanaungatanga?

    Children demonstrate whanaungatanga through positive interactions and meaningful relationships with others.

    Ngā Taumata Whakahirahira

    Children are supported to learn te reo Māori. Kaimahi use language strategies such as repetition, modelling and prompting to foster children’s language development. They also support children to recite their pepeha and karakia. These approaches introduce children to important language structures and functions. Babies observe and listen to the older children speaking te reo Māori. They display their understanding of what is being said through their facial reactions and body language. Children are developing as speakers of te reo Māori.

    Children experience supportive relationships. Kaimahi instil values of aroha, manaakitanga, atawhai and āwhina in children. They are gentle and softly spoken. Children mirror the behaviours of the adults. They are happy and interact positively with their peers. Kaimahi praise children for their active participation across aspects of the kōhanga reo. Kaimahi use karakia time as a way of settling children as they prepare for the day. Children are able to follow routines with very little disruptions to others. Children are settled and secure.

    Children participate in learning where their identity is nurtured. Kaimahi prepare children to take part in whakatau. Children interact positively and confidently with manuhiri. Children demonstrate an understanding of their role as tangata whenua. All kaimahi and children are connected through whakapapa. Children relate well and with respect to kaumātua and kuia. Children are familiar with their kōhanga reo environment. They treat their resources with respect. The older children take responsibility for tidying up their kōhanga reo. Children show positive behaviour in different settings.

    Children are encouraged to explore their learning environments. Kaimahi organise the programme so that children are able to get optimum use of the spaces available to them. Children have opportunities to engage in learning that is meaningful to them. Kaimahi ensure resources are available for children to access. Children are able to initiate their own learning. They engaged in activities such as construction, art and physical development. Kaimahi plan trips for children. This ensures that children access learning that extends beyond the confines of the kōhanga reo. Children are confident learners.

    Key Next Steps

    It is time for kaimahi to plan more extensive learning experiences and provide children with opportunities to extend and enrich their knowledge and thinking through te reo Māori. The whānau have identified this is an area for development.

    Planning and Evaluation

    Kaimahi have processes in place for programme planning, children’s assessments and programme evaluation. Kaimahi work together to decide on a range of activities appropriate to children’s learning. Children access a programme that is well planned. Valuable information is collected about children’s learning on a regular basis. Kaimahi are able to report to parents about their children’s learning and receive feedback. Evaluation of learning programme is adequate. Kaimahi use evaluation to monitor the quality of the learning programme. Kaiako reporting to whanau hui and discussions at kaimahi hui meetings inform them of what went well and what could have been done better. Children benefit when their learning needs are evaluated.

    Whānau manage aspects of kōhanga reo operations in the best interests of the children. There are high expectations that whanau will contribute to the management of the kōhanga reo. The charter is clear and provides direction for children’s learning. Whānau have reviewed their policies. They have adopted Vulnerable Children’s Act policies received from Te Kōhanga Reo National Trust. Registers align with health and safety policies and procedures. Children benefit when policies are in place that contribute to their well-being.

    The whānau show they are responsible employers. Personnel management systems are current. Job descriptions, employment contracts and police vetting are in place. Kaimahi have completed their appraisals. Whānau receive regular reporting of kōhanga reo operations at whanau hui. Whānau have completed their strategic plan which is informed by Ngā Pou e Whā and Te Ara Tūāpae. They know their current goals and priorities and those that will support their future development. Whānau have an action plan that monitors progress and reports achievements that is recorded in whānau hui minutes. Children benefit when their future learning needs are met.

    3 Whānau Management Assurance on Compliance Areas

    During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

    • emotional safety (including positive guidance and child protection)
    • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
    • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
    • evacuation procedures and practices for fire and earthquake.

    All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

    4 Recommendations

    ERO and the Kōhanga Reo whānau developed the following recommendations:

    • Whānau to seek external support to enable kaimahi to develop, plan and implement te reo Māori language learning opportunities for children

    • Whānau to seek support from their local Te Kōhanga National Trust for Te Whāriki training for kaimahi to strengthen their practices.

    When is ERO likely to evaluate the kōhanga reo again?

    The next ERO evaluation of Te Kōhanga Reo o Te Tīmatatanga Hou will be in three years.
