1 Introduction

The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Taura Here i te Ao is in Eltham, Taranaki. The iwi are Ngā Ruahinerangi and Ngāti Ruanui. Van runs go to neighbouring towns daily. There is good kaumātua support. There are a high number of mokopuna in the kōhanga reo. Whanau also have a waiting list.

3 Evaluation Focus

How well do mokopuna display confidence as learners?

Mokopuna display confidence as they explore their kōhanga reo.

4 Findings

Mokopuna experience an environment where they have autonomy to pursue their interests. Whānau have provided many resources and a variety of learning spaces that foster mokopuna curiosity. Kaimahi lead a play-based approach to learning with mokopuna. Exploring is encouraged. Mokopuna engage alongside others while some are content to explore by themselves. Kaimahi move around and respond to mokopuna needs as they arise. This includes providing language models that support exploration. There is plenty of awhi, manaaki and aroha for the mokopuna. Mokopuna were observed enjoying a wide range of activities that stimulated their curiosity and problem-solving.   They were able to initiate their own their own projects and remain engaged for a sustained period. Mokopuna expressed pleasure and enjoy as they worked.

Mokopuna are well supported to learn te reo Māori. Whānau ensure that learning te mita o Taranaki is the priority. Kaimahi draw on a variety of language strategies to support mokopuna language development. These include whaikorero, waiata, whakatauki, pātai and tohutohu. Kaimahi model a love for waiata. Teina eagerly follow the actions of their tuākana while performing waiata. Babies respond by making sounds and using facial expressions. Mokopuna are early learners of te reo Māori.

Planning and assessment processes are in place. Planning is a collaborative activity that provides guidelines for programme implementation. External support supplements kaimahi whakaaro as required. Kaimahi have a flexible approach to the daily programme and are happy to change when other opportunities arise. Free play and choice of activities is the focus of learning programme. Assessment processes are in place. The learning story is the main method for recording mokopuna learning. These are recorded in individual profile books. Responsibility for this is shared amongst kaimahi. Mokopuna experience learning that meets their needs.

Whānau manage kōhanga reo operations well. Monthly hui are held and is well documented. They have in place a committee to deal with all administration tasks. The appraisal system has been developed by kaimahi in collaboration with whānau. Kaimahi can access professional development through Te Kōhanga Reo National Trust to support their personal growth. All employee documentation is current and up to date. Finance in previous minutes are regularly reviewed. There is some evidence of policy review although all policies are up to date and align to current legislative requirements. An annual plan is in place. This provides clear guidelines for the implementation and monitoring of key operational tasks. Mokopuna are at the centre of all decision making.

Key Next Steps

Programme evaluation requires strengthening. Kaimahi meet to discuss what has happened over-previous weeks but there is limited documentation. It is important that discussions are recorded for any improvements and influence further planning. Mokopuna benefit from programme evaluation practices.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

ERO identified the following area of non-compliance. To improve current practice, the whānau must:

  • establish a process to evaluate and record the effectiveness of the learning programme. [Regulation 43 Education (Early Childhood Services) Regulations 2008; C2 Licensing Criteria for Kōhanga Reo affiliated with Te Kōhanga Reo National Trust 2008]. 

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • whānau continue to develop and grow programme evaluation practices to support ongoing improvement and positive outcomes for mokopuna.

Te Kōhanga Reo o Te Taurahere ki te Ao is in Eltham, Taranaki. The iwi are Ngā Ruahinerangi and Ngāti Ruanui. Children are transported from neighbouring areas to the kōhanga reo. There is a high number of children on the roll.

2 The Review Findings

To what extent do children demonstrate whānaungatanga?

Children demonstrate manaaki, aroha and whānaungatanga and experience positive interactions with their peers and whānau.

Ngā Taumata Whakahirahira

Children have opportunities to explore the world around them. Kaimahi provide opportunities for children to explore te ao Māori and the wider world. They provide a stimulating learning environment for children where they have opportunities to see, touch, smell and feel a range of resources. Information about atua Māori is shared with children to help with developing respect and care for the natural and physical environment. Kaimahi encourage and support children to be active and learn about healthy eating habits. Children are confident and curious learners.

Children’s learn about their identity. Kaimahi support children to recite their pepeha, sing waiata and karakia from their area. Kaimahi regularly take children to visit local landmarks and places of significance to enhance learning about the local area. Children are supported to learn about their role as tangata whenua and manuhiri in different situations. Kaimahi ensure that children have daily opportunities to interact with their kaumatua and hear stories of their iwi. Children know who they are and where they are from.

Children experience positive interactions at kōhanga reo. Kaimahi affirm and praise children’s contributions and efforts. They support children to follow their interests at their own pace. Kaimahi guide children to become familiar with expectations, routines and tikanga throughout the day. Children play happily together for long periods of time. Tuakana take care of and model appropriate behaviours to their teina. Babies move confidently around their own designated learning space. Children are secure and comfortable in their environment.

Children are developing their understanding of te reo Māori. Kaimahi speak te reo Māori throughout the day. They encourage children to use simple words, phrases and sentences in te reo Māori. Older children initiate conversations with their peers and others. Babies use body language and hand gestures to convey messages. Children can associate words with pictures, people and things. They enjoy being read to and actively engage in shared reading with kaimahi. Children are confident communicators.

Planning and Evaluation

The whānau manage the kōhanga reo in the interests of children. There is a shared vision and a strong focus on improvement across all areas of operations. Kaimahi and whānau development is included as a strategic priority. Professional development for kaimahi is planned and monitored. The whānau actively participate with the kura and other local learning providers. Systems are robust and regularly reviewed. Children’s learning is important.

Children’s learning underpins programme planning. Plans provide detailed information to guide the implementation of the programme. Kaimahi know the children well and constantly reflect on how the programme and practices meet the needs of children. Kaimahi prioritise support for children with additional needs in the learning programme. Children enjoy learning at kōhanga reo.

Children’s learning is well monitored. Kaimahi provide a range of information to whānau about how their children are learning. Assessment information is well documented through observations, learning stories, individual profiles and photographs. Kaimahi effectively review the learning programme to ensure it is meeting children’s needs. Children’s learning and development needs are met.

Key Next Steps

Planning, reporting and monitoring does not align to the strategic priorities of the kōhanga reo. Annual goals are not monitored or reported to inform whānau of progress towards achieving these goals. Whānau acknowledge the relevance and importance of incorporating more of the kaupapa of kōhanga reo in all areas.

Reporting to parents on their children’s learning and development occurs informally. While kaimahi understand the importance of reporting children’s progress to whānau there is no formal process to ensure this occurs.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • plan and implement a regular method of reporting about children’s learning

  • align all areas of operation more closely to the kaupapa of kōhanga reo as outlined by Te Kōhanga Reo National Trust.
