1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO’s reports provides important information for hapū and iwi

2 Context 

Te Kōhanga Reo o Te Rongomau is on the grounds of Te Kura Kaupapa Māori o Ngā Maungarongo in Central Auckland. Whānau provide an environment for mokopuna to learn through te reo Māori me ngā tikanga Māori, toi Māori and mātauranga Māori. Mokopuna go on to attend the kura kaupapa Māori.

4 Findings - Mana Whakahaere

Whānau manage kōhanga reo operations well. They have established processes and systems that supports them to meet their obligations as outlined in Te Tūtohinga. Regular hui ā whānau are well attended. Whānau make important decisions which informs the way they manage kōhanga reo business. Most core health and safety policies and procedures are in place and provide guidance for kaimahi and whānau. Emergency drills for earthquake and fire are carried out regularly. Registers are completed consistently and record valuable information. Whānau, kaimahi and mokopuna health, safety and wellbeing is considered.

 Whānau have developed a strategic plan with a focus on future sustainability. Long term objectives are identified through the collective aspirations whānau hold for mokopuna. An action plan outlines important time frames including strategies to achieve goals and objectives. Critical deadlines for administrative tasks are clearly outlined on an annual plan.  This reminds whānau to address essential tasks that are required to be reported on across all aspects of operations at whānau hui. Mokopuna benefit from processes that focus on their well-being.

Kaimahi have clear processes for programme planning, mokopuna assessment, and programme evaluation. They collaboratively design the learning programme incorporating whānau aspirations. Planning is linked to Te Whāriki a Te Kōhanga Reo and presented through māhere a tau, māhere a wāhanga , māhere a wiki. Planning includes appropriate learning objectives, a range of activities, exercises and resources to guide and support programme implementation. Assessment methods are informed by Ngā Taumata Whakahirahira. Mokopuna learnings and progress are captured and shared with whānau through the digital platform EDUCA. Kaimahi evaluate the learning programme regularly. They record reflections that identify the quality of the māhere ako and their practices. Programme evaluation is linked to planning and supports kaimahi to identify areas that require strengthening and further plan to improve mokopuna learning. Mokopuna are at the centre of collective kaimahi practices. 

Key Next Steps

Whānau understanding of Children’s Act 2014 is very weak. ERO agree that it is essential whānau and kaimahi engage in further wananga and training to recognise and understand their commitment in fulfilling the obligations of the Act and continue to prioritise mokopuna safety and wellbeing.

ERO was not able to access documentation related to the management of personnel matters. It was agreed that all information be made available to ERO during the onsite visit. This will enable ERO to make judgements about how well whānau support kaimahi in their professional capacity as educators.

 5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas: 

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO recommends that whānau seek support from the District Office to build their understanding and practice of the policy and processes for the Children’s Act 2014. They also agreed to make available all personnel information during the onsite phase of the review.

1 Context

Te Kohanga Reo o Te Rongomau is on the grounds of Te Kura Kaupapa Māori o Ngā Maungarongo in central Auckland. The kōhanga reo was established within an urban location in response to requests from the wider community for a Māori early childhood option for their mokopuna.

Most tamariki attending the kōhanga reo are likely to enrol as students at the kura. The close relationship between the kōhanga reo and the kura supports tamariki as they move into primary education.

2 The Evaluation Findings

How well do tamariki demonstrate confidence?

Tamariki show confidence in their learning and in their interactions with others.

Ngā Taumata Whakahirahira

Tamariki are confident as tangata whenua. Kaimahi promote the roles of tangata whenua and manuhiri in the programme of learning. Tamariki lead mihi and select waiata to support speakers. Kaimahi encourage the unique talents and skills of every child. Tuākana enjoy taking lead roles in haka, waiata and caring for others. Tamariki are settled at kōhanga reo.

Tamariki are confident and competent speakers of te reo Māori. Whānau and kaimahi are good role models of te reo Māori. Tamariki speak to each other and adults using language structures that are familiar to them. They can debate, interrogate and have fun with te reo Māori. They are beginning to use complex language patterns in their discussions. Tamariki participate in regular language learning opportunities with the kura including weekly karakia and waiata. Tamariki enjoy using te reo Māori throughout the day.

Tamariki enjoy a varied and stimulating learning programme. Kaimahi provide activities that challenge and interest tamariki. Kaupapa mahi reflect te ao Māori and the wider world. Tamariki know about Ngā Atua Māori and their importance to the whānau whanui. Kaimahi maintain a learning environment that reflects the kaupapa tamariki have been learning. The displays are colourful and informative. These include Te Hekenga Mai, and Tane Mahuta. Kaupapa waiata enrich tamariki enjoyment for learning. Whānau participate in trips and events that support tamariki learning about traditional aspects of whakapapa, tūrangawaewae and marae. Tamariki are making connections between their whakapapa and other tribal links. Tamariki are enthusiastic learners.

Tamariki know who they are and where they come from. Tamariki can recite their pepeha with confidence. Kaimahi encourage tamariki to have leadership opportunities. Tamariki have affirming, and positive interactions with others. Routines are well established and familiar to tamariki. Relationships are caring, supportive and nurturing. Pēpi are loved and coddled. Tamariki are happy.

Planning and Evaluation

Tamariki learning is a priority in planning. Kaimahi plan together as a team. Whānau are encouraged to contribute to planning. There is a strong focus on Te Ao Māori contexts that link well to Te Whāriki and Te Korowai. Kaimahi use a range of effective ways to report about individual progress and development to whānau. These include photos, observations, links to Te Whāriki and artwork. Parent feedback contributes to the overall evaluation of the programme. Tamariki benefit from a well-planned programme.

The wellbeing and safety of tamariki and whānau is a key focus of whānau management. There is strong whānau participation in all aspects of management. Administration support is provided by the kura kaimahi. Professional support and development for kaiako and kaimahi is consistent. The whānau are currently working with an external adviser to create a strategic plan and direction for the future.

Key Next Steps

There are some aspects of assessment and programme evaluation that need improvement. A range of strategies and approaches to ensure parents and whānau are well informed about children’s learning continue to develop. Further refinement is required to enable kaimahi to clearly identify what children will learn next, and to evaluate and critically reflect on their practice and the learning programme.  Tamariki will benefit from implementing more effective assessment and evaluation.  

The current strategic plan is being reviewed and scheduled to be completed in early 2018.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements. 

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kohanga Reo o Te Rongomau will be in three years.

1 The Education Review Office (ERO) Evaluation

Tōku reo, tōku ohooho, tōku reo, tōku mapihi maurea

Te Kōhanga Reo o Te Rongomau is located on the grounds of Te Kura Kaupapa Māori o Ngā Maungarongo and is in Mount Albert, Auckland. The kōhanga reo was established in 2011 following consultation with local iwi and kaumātua and as a result of urban migration. This is the first review of the kōhanga reo.

After some discussion with whānau members the following evaluative question was developed:

How well are children supported to learn and grow through positive whanaungatanga?

Children are well supported to learn and develop through positive whanaungatanga.

Children learn and grow in a loving and caring environment. Whānau and kaimahi model relationships and interactions that are positive, supportive, respectful and caring. The older children are effective models and take a lead role in supporting their younger peers. Whānau are highly supportive of their children, kaimahi, kōhanga reo and kura. Whanaungatanga is a significant feature of the kōhanga reo.

Children learn in an environment where they are encouraged to share ideas, make their own choices and play independently or in groups. The learning environment is carefully planned and effectively caters for the different ages and abilities of children. Children have ready access to a range of resources including traditional Māori items. Children enjoy making new discoveries as they play.

Children are confident communicators and experience a supportive te reo Māori environment. Children hear effective te reo Māori models when they are at kōhanga reo. Many children successfully speak te reo Māori in different social settings and are able to clearly express their ideas and needs. Whānau members are encouraged to develop their own te reo Māori skills. Children are growing as competent and confident speakers of te reo Māori.

Systems are in place to enable whānau to manage all areas of kōhanga reo operations. Administrative support from Te Kura Kaupapa Māori o Ngā Maungarongo, benefits the kōhanga reo. The whānau has comprehensive structures and processes for finances, personnel management, strategic planning, self review and curriculum management.

Kaimahi acknowledge that children’s learning and progress is not effectively captured or recognised. Kaimahi report they do not evaluate the effectiveness of the children’s learning programme. They are committed to addressing these matters because of the impact they have on children learning and development.

2 Review Priorities

The Focus of the Review

Before the review, the whānau were invited to consider its priorities for review.

The priorities for review were then determined following a discussion between the ERO review team and whānau.

The whānau chose as its focus area:

  • Whanaungatanga.

All ERO education reviews in kōhanga reo focus on the quality of education. For ERO this includes the quality of:

  • whānau self review and strategic planning
  • programme planning, assessment and evaluation.

ERO’s findings in these areas are set out in the report findings.

Children learn and grow in a loving and caring environment. Whānau and kaimahi model relationships and interactions that are supportive, respectful and caring. Children display these behaviours and values with each other. Children are confident in their interactions with each other and adults. Kaimahi know the children well and are skilful in asking them questions as a way of helping with their thought processes and extending their ideas. Whanaungatanga is a significant feature of the kōhanga reo.

The older children are effective models and take a lead role in supporting their younger peers. They show affection, respect and patience towards their peers during activities, routines and different protocols.

Children are embraced by whānau and kaumatua. High importance is placed on the role and contributions of whanau, kaumatua and wider whānau. All whanau have opportunities to share in decision making and assisting with management functions. They regularly attend kōhanga reo and kura events and outings along with kaumatua. Kaumatua share their knowledge and wisdom with children, kaimahi and whanau. These connections help unify and strengthen relationships and provide a sound foundation for children as they explore and learn.

The children’s learning environment is well designed. The learning programme is stimulating. Children are encouraged to share their ideas, make their own choices and play independently or in groups. The learning environment is carefully planned and effectively caters for the different ages and abilities of children. Planning and Evaluation

Areas of good performance

Children interests are well supported by robust management structures and processes. Whānau are highly supportive of their children, kaimahi, kōhanga reo and kura. Systems are in place to enable whānau to effectively manage all areas of kōhanga reo operations. Personnel from Te Kura Kaupapa Māori o Ngā Maungarongo assist whānau with administrative responsibilities including finances, personnel management, strategic planning and self review. A robust induction process ensures that whānau members are aware of their roles and responsibilities.

Children experience a range of kaupapa that focus on te ao Māori and their interests. Kaimahi have a good knowledge of kaupapa planning. This enables kaimahi to cater for children’s interests and needs in successful ways. Planning is a collaborative effort by kaimahi and allows whānau members to have input into their children’s learning. Children benefit from well planned programmes.

Areas for development

Children’s progress and some aspects of their learning is not clearly evident. Kaimahi use various assessment approaches. However, practice between kaimahi is inconsistent and at times children’s learning is not effectively captured or recognised. While kaimahi verbally discuss aspects of the programme, they rarely document reflections to show what is going well and areas that need improvement. It is also unclear how some activities align to planning.

4 Whānau Management Assurance on Compliance Areas

Overview

Before the review, the licensee, whānau and staff of the kōhanga reo completed an ERO Kōhanga Reo Assurance Statement and Self-Audit Checklist. In these documents they have attested that they had taken all reasonable steps to meet their legislative obligations related to:

  • administration
  • health, safety and welfare
  • personnel management
  • financial and property management.

During the review, ERO checked the following items because they have a potentially high impact on outcomes for children:

  • emotional safety (including behaviour management, prevention of bullying and abuse)
  • physical safety (including behaviour management, sleeping and supervision practices; accidents and medication; hygiene and routines; travel and excursion policies and procedures)
  • staff qualifications and organisation
  • evacuation procedures and practices for fire and earthquake.

5 Recommendations

ERO recommends the whānau:

  • continue to support kaimahi to learn about assessment techniques suitable to their children
  • regularly reflect on and document aspect of the programme that are going well and where improvements can be made.
