1 Introduction

The Education Review Office, whānau, leaders and communities to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Tika Tonu is situated next to Matahiwi marae in Hastings. The whānau along with the Strengthening Early Learning Opportunities (SELO) provider have combined their collective skills to strengthen whānau capability to efficiently manage the kōhanga reo operations with positive outcomes for mokopuna.

3 Evaluation Focus

To what extent do mokopuna benefit from focused learning and care?

Mokopuna benefit from focused learning and care.

4 Findings

Mokopuna increasingly take responsibility for their learning. The morning sessions are stimulating and provides positive experiences. Tuākana are keen to show their ability to lead activities. Babies enjoy a programme that responds to their needs. Kaimahi encourage mokopuna to share their knowledge of whakapapa and learn about their connection to the whenua. They are supported to recite their pepehā, marae, maunga, awa and whānau. Mokopuna experience learning that promotes knowledge about belonging and identity.

Kaimahi have processes in place that monitor the quality of the learning programme. Mokopuna learning, and development is documented and is shared openly with whānau. Planning provides clear guidelines for programme implementation. Mokopuna appear as calm, happy and positive learners.

Whānau manage the kōhanga reo. Whānau members are active participants in several key areas across the operations. All employee documentation is current and in place. Kaimahi appraisals are complete with an ongoing focus on professional development. There is regular review of all policies and procedures. These align to current legislation. Strategic planning is informed by Te Ara Tūāpae that define key aspirations. Whānau hui minutes provide are a source of review information that members can refer to as they plan to further develop their kōhanga reo. Mokopuna are at the centre of whānau management and operations.

Key Next Steps

While the whānau has goals and aspirations for the future of the kōhanga reo, there is no plan to assist them to accomplish their goals. It is now timely for whānau to establish an action plan to ensure goals are achieved in a timely manner.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas.

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • the kōhanga reo whānau will continue to work alongside Te Kōhanga Reo Regional office and local Purapura for support with developing an action plan for Te Ara Tūāpae.

1 Context

Te Kōhanga Reo o Tika Tonu is situated next to Matahiwi marae in Hastings. They have been operating since 2015. This is the first education review of this kōhanga reo. There have been significant challenges for the committee and whānau to overcome in its first three years of operation. The priority for the whānau is to grow and consolidate their capability to efficiently manage the operations of the kōhanga reo.

2 The Evaluation Findings

How well do children show whanaungatanga in their kōhanga reo?

Children show they are happy and settled in their kōhanga reo.

Ngā Taumata Whakahirahira

Children enjoy playing and learning with their new resources. Whānau have recently spent a considerable amount of money on quality resources for their children. Resources are accessible to children. They are able to choose their own toys and games. Literacy and numeracy resources are interesting and engaging for children. Older children enjoy reading by themselves and with others. Children are developing confidence as learners.

Children enjoy positive relationships with their peers and adults. Whānau are caring and loving with children. Tuākana lead karakia, waiata and mihi. Children know the routines. Kaimahi are responsive to children’s needs and work closely with children. Tuākana are very friendly and warmly greet and talk with manuhiri. Children are happy and content in their environment.

Planning and Evaluation

Planning is simple and clear. A year plan outlines the overall kaupapa. Term and weekly plans align well with the year plan. A collective goal is identified for all children. Kaimahi identify a range of learning activities and experiences. Children enjoy their activities.

Whānau have regular staff and whānau hui. They engage in honest and robust discussions. All health and safety registers are in place. Whānau managed to maintain operations with a financial surplus at the end of 2017. Kōhanga reo pānui are informative and filled with photos of their children. Whānau have received SELO funding that enabled them to work alongside another kōhanga reo and improve their practice. They are positive about the support and guidance they have received.

Key Next Steps

Assessment practices are developing. While individual files contain samples of children’s work, photos and learning stories, there is no consistency in assessment. Kaimahi have received support to improve their assessment processes. Children’s learning is not consistently monitored.

Kaimahi are developing their understanding of programme evaluation. They make time at staff hui to discuss their reflections about children’s progress and next steps. Kaimahi are enthusiastic about making changes for children. Kaimahi are beginning to monitor changes to improve their teaching practices.

Whānau management is at the early stages. The kaiwhakahaere, chairperson, treasurer and kaiako are new to their roles. The kaiwhakahaere acknowledges that she is still learning many aspects of the administration role. Support for whānau with responsibilities is a priority to build whānau capacity and capability.

Self review is not well understood. Whānau need to establish a process for self-review to ensure key management and governance obligations are met. There is no process to acknowledge successes and improvements for whānau.

Whānau have acknowledged their goals for the future. Currently they have not completed a strategic plan that outlines their future direction. The strategic goals of the whānau are generic to the region. It is now timely for the whānau to include their own goals in the strategic plan for the kōhanga reo.

There is presently no annual plan to guide administration tasks. This contributes to the lack of attention given to completing these tasks. Whānau have limited understanding of what key tasks are, who is responsible for the tasks, and when each task will be addressed.

Personal matters and documentation need attention. Kaimahi currently have no job descriptions. Contracts for kaimahi are being reviewed. Whānau have yet to conduct appraisals. Although kaimahi are enrolled on Te Kōhanga Reo National Trust courses, they are not well supported within the kōhanga reo to examine how to improve their practice for children.

Kaimahi and whānau have had no training in the requirements of the Vulnerable Children’s Act. While they have a policy and procedures in place that reflect the Act, kaimahi and whānau are not familiar with the contents of the policy. Police vetting of kaimahi and whānau working with children is yet to be completed.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:

  • ensure there is an annual plan to guide kōhanga reo operation

  • ensure that all human resources management practices are implemented

  • ensure all those working with children at kōhanga reo are police vetted

  • ensure all good employer responsibilities are upheld, including implementing a robust appraisal system to support employees continued professional growth for children.

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • develop skills and understanding to effectively manage kōhanga reo operations
  • establish a process for self-review to ensure the all operational and managerial requirements are being address
  • develop and implement an annual plan to guide administration duties
  • include whānau direction and goals in the strategic plan
  • complete all personnel documents for kaimahi
  • implement the appraisal process to support the ongoing development of kaimahi
  • support kaimahi to strengthen assessment and evaluation.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Tika Tonu will be within one year.
