Since the onsite visit, the service has provided ERO with evidence that shows it has addressed non-compliances and is now taking reasonable steps to meet regulatory standards.
Background
Scribbles Early Education Centre - Mt Roskill is a privately owned centre. It is one of three services under the same ownership. The centre manager leads a team of eight qualified teachers and 13 unqualified staff and relievers. Approximately a quarter of the children attending are Māori or have Pacific heritage.
Summary of Review Findings
Adults providing education and care engage in meaningful, positive interactions to enhance children’s learning and nurture reciprocal relationships. The service curriculum acknowledges and reflects the unique place of Māori as tangata whenua. Children are given opportunities to develop their knowledge and understanding of the cultural heritages of both parties of Te Tiriti o Waitangi.
The service curriculum supports children’s developing social competence and supports the right of each child to be confident in their own culture. Assessment, planning and evaluation documentation demonstrates an understanding of children’s learning. Children are provided with opportunities to extend their learning and development.
Ongoing monitoring of health and safety practices is required to ensure all aspects of regulatory standards are maintained.
Actions for Compliance
Since the onsite visit, the service has provided ERO with evidence that shows it has addressed the following non-compliances:

Monitoring children's sleep at least every 5 to 10 minutes, or more frequently according to individual needs, including having a record of the time each child attending the service sleeps, and checks made by adults during that time (HS9).
-
Checking equipment, premises, and facilities daily for hazards that includes consideration of hazards present in the laundry, cleaning agents, medicines, poisons, and other hazardous material, vandalism, dangerous objects and foreign materials; and the condition and placement of learning, play and other equipment (HS12).

Undertaking periodic checks of all children’s workers who have access to children in accordance with the Children’s Act 2014 (GMA7A).

Services must meet the standards in the regulations and the requirements of the licensing criteria to gain and maintain a licence to operate.
ERO undertakes an Akanuku | Assurance Review process in any centre-based service:

that has moved from a provisional to a full licence

that have been re-licenced due to a change of ownership

All early childhood services are required to promote children’s health and safety and to regularly review their compliance with legal requirements. Before the review, the staff and management of a service completed an ERO Centre Assurance Statement and Self-Audit Checklist. In these documents they attested that they have taken all reasonable steps to meet their legal obligations related to:

As part of an Akanuku | Assurance Review ERO assesses whether the regulatory standards are being met. In particular, ERO looks at a service’s systems for managing the following areas that have a potentially high impact on children's wellbeing:

physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)

suitable staffing (including qualification levels; safety checking; teacher certification; ratios)

relevant evacuation procedures and practices.

At the time of the review, ERO found the service was taking reasonable steps to meet regulatory standards.
Background
Scribbles Early Education Centre – Mt Roskill, is one of four services in the Scribbles group. This centre received a full licence from the Ministry of Education in March 2018. The centre manager leads a team of nine qualified teachers, including one of the two owners. Families from diverse cultural backgrounds attend the centre and staffing reflects this diversity.
Summary of review findings
The service curriculum is inclusive. Infants, toddlers and older children experience positive, respectful interactions with adults. They have opportunities to develop an understanding of the dual cultural heritage of Aotearoa New Zealand. Children’s cultures are respected and supported through the use of their home languages and cultural events.
A policy framework and an annual plan guide centre operations. Teacher appraisal and internal evaluation processes are established. Health and safety procedures are monitored and changes made when required. The premises and facilities are resourced to provide for the learning and abilities of the children attending.
