Since the onsite visit, the service has provided ERO with evidence that shows it has addressed non-compliances and is now taking reasonable steps to meet regulatory standards.
Background
Tamariki Footsteps Christian Community Preschool is a purpose-built centre that opened in 2017. It is governed by the Tamariki and Youth of Manukau Trust and is guided by Christian values. Staffing includes a centre manager and five qualified teachers. The majority of children enrolled have Pacific heritages.
Summary of Review Findings
The service curriculum respects and supports the right of each child to be confident in their own culture and encourages children to understand and respect each other. Adults engage in meaningful, positive interactions to enhance children’s learning and nurture reciprocal relationships. Children have a range of experiences and opportunities to enhance and extend their learning and development indoors and outdoors, individually and in groups. The curriculum is consistent with Te Whāriki, the early childhood curriculum.
Ongoing monitoring in relation to governance and management practices is required to ensure all aspects of regulatory compliance is maintained.

General Information about Assurance Reviews
All services are licensed under the Education (Early Childhood Services) Regulations 2008. The legal requirements for early childhood services also include the Licensing Criteria for Education and Care Services 2008.
Services must meet the standards in the regulations and the requirements of the licensing criteria to gain and maintain a licence to operate.
ERO undertakes an Akanuku | Assurance Review process in any centre-based service:

having its first ERO review – including if it is part of a governing organisation
-
previously identified as ‘not well placed’ or ‘requiring further development’
-
that has moved from a provisional to a full licence
-
that have been re-licenced due to a change of ownership
-
where an Akanuku | Assurance Review process is determined to be appropriate.
Management Assurance on Legal Requirements
All early childhood services are required to promote children’s health and safety and to regularly review their compliance with legal requirements. Before the review, the staff and management of a service completed an ERO Centre Assurance Statement and Self-Audit Checklist. In these documents they attested that they have taken all reasonable steps to meet their legal obligations related to:

As part of an Akanuku | Assurance Review ERO assesses whether the regulated standards are being met. In particular, ERO looks at a service’s systems for managing the following areas that have a potentially high impact on children's wellbeing:

physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
-
suitable staffing (including qualification levels; police vetting; teacher certification; ratios)

evacuation procedures and practices for fire and earthquake.
As part of an Akanuku | Assurance Review ERO also gathers and records evidence through:

At the time of the review, ERO found the service was taking reasonable steps to meet regulatory standards.
Background
This is the first ERO review of Tamariki Footsteps Christian Community Preschool, a purpose-built centre in Otara. It opened in 2017 and is governed by Tamariki and Youth of Manukau Trust. The centre identifies itself as being a Pasifika centre guided by Biblical values. Staff reflect the cultural diversity of the community, and five are qualified teachers. Most of the children are Māori or Cook Island Māori.
Summary of review findings
Children learn in a language rich environment that encourages them to be confident in their own culture and understand that of others. Teachers plan and provide a curriculum based on Te Whāriki, the early childhood curriculum. They engage children in positive, respectful interactions to support them to learn and make decisions about their play.
The service is effectively governed and managed. Health and safety practices are appropriately documented and monitored. Parents and whānau are well informed about their children’s learning, centre operations, and how to be involved. Premises and facilities are hygienic and maintained in good condition with a sufficient quantity and variety of indoor and outdoor resources.
