2 Context of the Service

Creative Garden Early Learning Centre Papakura is one of three services under the same ownership. The owners provide governance and management support, and a centre manager is responsible for daily operations. Together they lead a team of five qualified teachers, eight support staff, and a cook. Just under a third of the children enrolled are either Māori or have Pacific heritages.

3 Summary of findings

Children demonstrate a strong sense of belonging at this service. They independently access learning opportunities and resources, make choices and problem solve. Children’s developing social competence is well promoted by teachers who engage in warm, respectful, and nurturing interactions. Infants and toddlers are valued as capable learners and experience a calm, unhurried curriculum that responds to their individual needs.

Children engage in a language-rich environment which encourages them to share their ideas and thinking. Some te reo Māori and tikanga Māori are integrated into the service’s routines, environment, and curriculum. Children use natural resources respectfully and role model being the kaitiaki (guardians) of this place. Leaders and teachers promote equitable outcomes when supporting children with special rights.

The service’s philosophy is based on Te Whāriki, the early childhood curriculum. Assessment and planning processes are informed by parent aspirations for their child’s learning and reflect the cultural diversity of children. Curriculum evaluation does not yet consistently recognise the learning outcomes of individual children.

Leaders and teachers implement policies and procedures that contribute to equitable outcomes for children. There is an established system in place for internal evaluation that supports meaningful improvement. Leaders and teachers should now focus on monitoring and evaluating the impact of improvements on children’s learning.

Relational trust between leaders and teachers supports effective team collaboration. Teachers are provided with mentoring and a range of professional development opportunities. Leaders share their professional knowledge and expertise within the Creative Garden organisation and their wider professional community. A long-term strategic plan, informed by organisational goals, guides ongoing improvement and aims to achieve positive outcomes for children.

4 Improvement actions

Creative Garden Early Learning Centre - Papakura will include the following actions in its Quality Improvement Planning:

  • To consistently evaluate the effectiveness of assessment practices in recognising children’s individual learning outcomes with a focus on equity for all children.

  • Continue to develop teachers’ capability to undertake effective internal evaluation, with a focus on monitoring changes made and how these have impacted on outcomes for learners over time.

5 Management Assurance on Legal Requirements

Before the review, the staff and management of Creative Garden Early Learning Centre - Papakura completed an ERO Assurance Statement and Self-Audit Checklist. In these documents they attested that they have taken all reasonable steps to meet their legal obligations related to:

  • curriculum

  • premises and facilities

  • health and safety practices

  • governance, management and administration.

During the review, ERO looked at the service’s systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)

  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)

  • suitable staffing (including qualification levels; safety checking; teacher registration; ratios)

  • relevant evacuation procedures and practices.

All early childhood services are required to promote children's health and safety and to regularly review their compliance with legal requirements.

At the time of the review, ERO found the service was taking reasonable steps to meet regulatory standards.

Background

Creative Garden Early Learning Centre opened in November 2018. It is one of three centres owned and operated by the service provider. The centre has three separate learning spaces for different age groups of children.

This is the first ERO review of this service.

Summary of Review Findings

The service curriculum is informed by assessment, planning and evaluation that demonstrates an understanding of children’s learning, interests, whānau and life contexts. The curriculum respects and supports the right of each child to be confident in their own culture and encourages children to understand and respect other cultures. Regular opportunities are provided for parents to be involved in decision making concerning their child’s learning. A sufficient quantity and variety of furniture, equipment, and materials are provided appropriate for the learning and abilities of the children attending.

A key next step is to increase the opportunities for children to speak and hear te reo Māori in meaningful learning contexts.

General Information about Assurance Reviews

All services are licensed under the Education (Early Childhood Services) Regulations 2008. The legal requirements for early childhood services also include the Licensing Criteria for Education and Care Services 2008.

Services must meet the standards in the regulations and the requirements of the licensing criteria to gain and maintain a licence to operate.

ERO undertakes an Akanuku | Assurance Review process in any centre-based service:

  • having its first ERO review – including if it is part of a governing organisation
  • previously identified as ‘not well placed’ or ‘requiring further development’
  • that has moved from a provisional to a full licence
  • that have been re-licenced due to a change of ownership
  • where an Akanuku | Assurance Review process is determined to be appropriate.
