1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

2 Context

Kainga tahi, kainga rua

Te Kōhanga Reo ki Puhinui is located in South Auckland. It is situated adjacent to Te Tari ā Rohe o Tamaki and officially opened in February 2019 with a roll of 14 mokopuna and five kaimahi. This is their first Education Review. Whānau are committed to providing an environment for mokopuna to be confident within their te ao Māori settings. 

3 Evaluation Focus

How well do mokopuna express their understanding of whanaungatanga?

Mokopuna show their understanding of whanaungatanga through their positive interactions with adults and their peers.

4 Findings

Mokopuna are nurtured in a supportive learning environment. Kaimahi are gentle, caring and model positive relationships that lead to stimulating interactions. They encourage mokopuna to lead formal activities such as karakia, waiata and mihimihi. Activities such as rotarota, hand games and a variety of waiata are integrated into the learning programme to support mokopuna language development. Kaimahi use prompts and sign language to support mokopuna to recite their pepehā. Tuakana are confident to use what they know. Teina and pēpi express their understanding through hand actions, facial expressions, sounds and body movements. Kaimahi constantly praise mokopuna for their achievements and successes. The indoor learning spaces are vibrant, organised, resourced and allow mokopuna to interact with each other in a range of activities. Daily routines are well established and predictable. Mokopuna are happy, settled and caring towards others.

Whanaungatanga is integral to kaimahi and whānau practices. Planned activities are focused on group learning and promoting positive interactions among mokopuna. The mahere ako identifies the focus for the programme and how content and activities are to be implemented. Kaimahi have appropriate strategies, and resources to support and guide implementation. Learning activities are selected to stimulate, challenge, and extend mokopuna learning. Kaimahi capture mokopuna learning and progress in profile books and Te Aho Poutama. These assessment methods contain good information about individual mokopuna learning journeys. Kaimahi regularly share with whānau mokopuna learning and development.  Whānau are well informed of what mokopuna are doing and learning. 

Shared values of manaakitanga underpins how whānau manage their kōhanga reo operations. Whānau hui are well attended and information is detailed and shared. Effective processes and procedures reflect the culture of the kōhanga reo. These are well monitored and reported to whānau. Good financial management practices are in place. The whānau regularly review policies and procedures to ensure mokopuna health, safety and wellbeing is prioritised. Strategic planning is comprehensive and includes the vision and aspirations whānau hold for mokopuna. Long and short term priorities ensure future sustainability of kōhanga reo operations. An annual plan guides administrative duties and shared responsibilities. Personnel matters are well managed. Employment documentation includes position descriptions, completed kaimahi safety checks and employment contracts. Kaimahi appraisals are complete with a focus on building kaimahi skill and capability to become effective, future leaders. The Tūtohinga includes the history of the kōhanga reo and provides clear guidance and direction for the whānau.  Mokopuna are at the centre of collective whānau whakahaere.

Key Next Steps

Programme evaluation requires strengthening. Kaimahi are in the early stages of monitoring the effectiveness of the learning programme. Mokopuna benefit from focussed approaches. 

Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Recommendation

ERO and the Kōhanga reo whānau developed the following recommendation that whānau continue to strengthen programme evaluation practices.
