1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

2 Context

Te Kōhanga Reo o Te Taunga Mai o Ngā Mokopuna is located in Tawhare on the outskirts of the Waikato region. It is situated within Te Marae o Tauwhare Pa. The original name of the kōhanga reo was Te Iti o Haua until its closure. This is the first evaluation review since the opening in 2018. 

3 Evaluation Focus

How well do mokopuna show their understanding of whanaungatanga?

Mokopuna demonstrate whanaungatanga through their positive interactions and meaningful relationships with others.

4 Findings

Mokopuna participate in an environment where they supported to learn. Kaimahi instil values of aroha, manaaki, awhi and tautoko. Purposeful activities encourage tuākana and teina to learn alongside each other. Mokopuna enjoy positive interactions with adults and their peers. Kaimahi praise mokopuna for their active participation across aspects of the kōhanga reo. Mokopuna are encouraged to learn te reo Māori. Kaimahi use a range of strategies to support language development in formal and informal situations. Older mokopuna are supported to lead activities such as karakia and mihimihi. Kaupapa specific learning of Te Tumuaki, the kingmaker of Te Kīngitanga is integrated into the learning programme. This supports mokopuna to increase awareness of their connections to the local iwi Ngati Haua and Te Kingiitanga. Mokopuna are embraced in whanaungatanga.

Whānau are developing ways in which to manage the kōhanga reo. Whānau hui are regular and well attended. Personnel matters are managed. Kaimahi have job descriptions and individual employment contracts that are updated and align to current legislation. Mokopuna are the focus of whānau whakahaere

Key Next Steps

Whānau should review their internal evaluation processes to be better positioned to make decisions on the following areas:

Programme planning and mokopuna assessment need to be reviewed. Currently, neither contain critical elements required of planning and assessment. Programme evaluation needs to be developed and implemented. It is time for whānau to seek support for kaimahi to build their capability and capacity to deliver an effective programme for the mokopuna.

Whilst health and safety policies and procedures are available, whānau need to implement a process to regularly review policies and procedures to ensure these align to current legislation. Mokopuna benefit when their health, safety and wellbeing is prioritised. 

Implementation of the annual plan has not yet happened. It is difficult to gauge how the administration of key aspects of operations are being implemented and monitored. It is time to establish an annual plan to ensure key administration tasks are completed in a timely manner.

While the strategic plan identifies what the priorities are for the future development of the kōhanga reo, there is no action plan to ensure the outcomes are monitored and reported. Mokopuna benefit when their future needs are considered. 

Emergency evacuations practices for earthquake have not been carried out. Whānau must ensure requirements for earthquake drills are carried out and recorded appropriately to ensure the safety of mokopuna

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Actions for Compliance

To meet compliance requirements they must: 

  • implement a process of assessment to monitor and record children’s learning and establish a process to evaluate the effectiveness of the learning programme.

  • ensure Te Kōhanga Reo curriculum is informed by planning, implementation and evaluation that demonstrates an understanding of children’s learning, their interests, whānau and life contexts [Regulations 43 (Early Childhood Services) Regulations 2008; C2 Licensing Criteria for Kōhanga Reo affiliated with Te Kōhanga Reo National Trust 2008]

  • ensure there is an ongoing process of internal evaluation to help the kōhanga reo maintain and improve the quality of its education and care
    [Regulations 46 (Early Childhood Services) Regulations 2008; GMA6 Licensing Criteria for Kōhanga Reo affiliated with Te Kōhanga Reo National Trust 2008]

  • Whānau must ensure there is a process to implement and monitor the progress of key aspects of the annual plan of operations [Regulation 46 Education (Early Childhood Services] Regulations 2008; GMA 8 Licensing Criteria for Kōhanga Reo affiliated with Te Kōhanga Reo National Trust 2008] 

  • ensure adults providing education and care are familiar with relevant emergency earthquake drills and carry these out with children on an at least three-monthly basis [Regulation 46 Education (Early Childhood Services) Regulations 2008, (HS8) Licensing criteria for kōhanga reo affiliated with the Te Kōhanga Reo National Trust 2008]

Recommendation

ERO and the Kōhanga reo whānau developed the following recommendation that whānau work alongside the district office to develop an action plan and timelines to address the areas of non-compliance identified in this report.
