1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO’s reports provide important information for whānau, hapū and iwi.

2 Context

Te Kōhanga Reo o Waimamaku is located next to Te Marae o Whakamaharatanga in Waimamaku. The kōhanga reo reopened in September 2020 after over ten years in recess. Whānau whakahaere have worked collaboratively to provide a sustainable kōhanga reo for the community. Since opening, the new kaimahi team have focused on developing the curriculum.

3 Evaluation Focus

How well are mokopuna supported to understand, experience and express whanaungatanga?

Mokopuna have many opportunities to learn about and experience whanaungatanga through a
well-planned curriculum and learning environment.

4 Findings – Mana Whakahaere

Kaimahi plan a curriculum that promotes the inclusion of whanaungatanga practices and experiences as an integral part of mokopuna daily experience. The curriculum follows Ngā Wahanga o te Tau, the maramatanga and includes learning about ngā Atua Māori. This demonstrates a nurturing and planned approach to catering for the holistic development of the mokopuna. Planning includes te reo and tikanga Māori, daily routines, and activities that cater for the different age groups of mokopuna. Experiences include kupu hou, playing kēmu, waiata and rauemi to engage mokopuna in learning. Whanaungatanga extends beyond the kōhanga reo gates. Mokopuna have opportunities to engage in rich learning experiences at the marae alongside kaumatua and kuia. Planning fosters positive relationships that focus on mokopuna playing and learning alongside one and other.

Mokopuna wellbeing and learning is the focus of kaimahi hui. Kaimahi are reflective practitioners who come together regularly to discuss what is working well and where improvements might be made to the environment and planning. Kaimahi are considered in the way they expect adult interactions will nurture and honour mana mokopuna.

Whānau create a positive learning environment where whanaungatanga is valued and encouraged. Whānau participation in the kōhanga reo is highly evident. As is their commitment to promoting the holistic wellbeing and development of mokopuna. Strategic planning aligns to the desired outcomes of Te Korowai which focus on whanaungatanga and whānau aspirations. The annual plan and action plans guide whānau to meet their legislative requirements, and to promote a safe physical and emotional learning environment. This contributes to the smooth day-to-day operation of the kōhanga reo. Information about operations is shared through regular hui. Self-review of policies and procedures is underway. Open communication and reporting support and empower whānau engagement.

Kaimahi professional growth is supported through training opportunities and the appraisal process. During 2021 kaimahi focused on building their knowledge of Ngā Kaupapa Whakahaere o Te Whāriki, the kōhanga reo mātāpono and how kaimahi would work with mokopuna. Mokopuna wellbeing and learning are at the centre of kaimahi professional development.  

Key Next Steps

Whānau agree that kaimahi must work on consolidating assessment practices and evaluating how well the kōhanga reo mātāpono are reflected in practice as their improvement focus for 2023. It is important that whānau actively seek support for kaimahi to grow their knowledge and skills in these key areas.  

5 Kōhanga Whānau Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO recommends that whānau whakahaere and kaimahi should continue to develop and use effective internal evaluation to further improve outcomes for mokopuna and their whānau.
