1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

2 Context

Te Kōhanga Reo o Ngāti Ruanui is in Hāwera. It is operated and managed by the local iwi. Ngāti Ruanui Tahua Ltd provides governance support and is responsible for the guidance and the legal obligations of the kōhanga reo. Whānau and kaimahi are committed to providing a safe and stimulating environment for mokopuna

3 Evaluation Focus

How well do mokopuna express their understanding of their whakapapa?

Mokopuna demonstrate a strong sense of belonging and identity through their positive learning experiences.  

4 Findings

Mokopuna experience learning that promotes knowledge about belonging and identity. They are exposed to the dialect of Taranaki through the involvement of kaumātua and whānau. Mokopuna are developing an understanding about their roles and responsibilities as tangata whenua when they participate in pōwhiri. They comfortably perform mōteatea and demonstrate a sound understanding of tikanga and kawa of their iwi. Mokopuna are encouraged to share their knowledge of whakapapa with others as they recite their pepeha. Kaimahi are very supportive at these times. Mokopuna are developing and understanding of who they are and who they belong to.

There are frequent occasions for mokopuna to make connections to their learning environment through exploration, play and interactions with others. Kaimahi are enthusiastic and energetic as they encourage mokopuna to pursue their interests and explore the wider taiao. They provide a range of activities that stimulate, challenge, and extend mokopuna learning. Mokopuna are learning everyday about their place in within the kōhanga reo, the whānau and the wider community.

Kaimahi work together as they plan the learning programme, monitor mokopuna learning and evaluate the quality of the learning programme. Whānau input is welcomed. Planning is detailed and makes links to Te Whāriki a Te Kōhanga Reo. The mahere ako includes desired learning outcomes, strategies, local iwi narratives and resourcing to support implementation. Mokopuna progress and development is captured in matai mokopuna and kōnae mokopuna books. These include detailed information about the individual mokopuna learning journeys. Kaimahi meet regularly to discuss, reflect, and review their practices. Documented discussions monitor the quality of the learning programme. Mokopuna engage in learning that encourages and nurtures their identity and sense of belonging. 

Whānau have processes in place for managing the kōhanga reo operations. The Tūtohinga outlines clear guidance and direction to manage the operations, ensuring a balanced alignment with the kōhanga reo core values and principles. Monthly hui are well attended and information is shared. The whānau alongside Ngāti Ruanui Tahua Ltd regularly review policies and procedures to ensure they meet legislation. The strategic plan links to Te Paepae o Ngati Ruanui Education strategy, incorporating the vision and aspirations whānau hold for mokopuna. Core values include to grow, develop, educate and nurture whānau, mokopuna and kaimahi. An annual plan sets out operational and administrative tasks and when these are to be completed. Mokopuna wellbeing and learning is the focus.

Personnel matters are well managed. Employment documentation includes individual employment contracts, position descriptions and completed kaimahi safety checks. Kaimahi appraisals have successfully been conducted. There is a emphasis on building kaimahi skill and capability to become effective, future leaders. Mokopuna are at the centre of whānau collective decision making.   

Key Next Steps

Earthquake drills have not been carried out. Whānau must ensure all requirements for earthquake drills are completed and recorded. Mokopuna safety is paramount.

Whānau and kaimahi acknowledge their ongoing efforts to enhance their awareness and understanding of the Children’s Act 2014. ERO agree that further wananga will enable them to demonstrate their commitment to fulfilling the obligations of the Act.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Action for Compliance

To meet compliance requirements they must: 

  • adults providing education and care are familiar with relevant emergency drills and carry out, recorded, and evaluate these with children at least every three months.

6 Recommendation

ERO recommends that whānau complete earthquake evacuations and continue to work alongside Ngāti Ruanui Tahua Ltd and the district office for support with meeting the obligations of the Childrens Act 2014.

1 Context

Te Kōhanga Reo o Ngāti Ruanui is in Hāwera. It is the first kōhanga reo to be operated and managed by the local iwi. Ngāti Ruanui Tahua Ltd (NTRL) provides governance support and is responsible for the guidance and the legal obligations of the kōhanga reo. There have been recent changes in staff and management personnel. The new kaimahi require guidance and support in the kaupapa of kōhanga reo. The whānau choose this kōhanga because of the quality of care provided for the children.

2 The Evaluation Findings

How well do children show connections to others?

Children show close connections to those associated with their kōhanga reo and their immediate surroundings.

Ngā Taumata Whakahirahira

Children learn in an environment where their interactions with others are meaningful. Kaimahi promote caring relationships amongst children and adults. They know individual children well and they are able to promptly attend to their emotional and physical needs. Kaimahi have created an environment that is nurturing and loving. They consistently role model expectations of acceptable behaviour and tikanga. Positive guidance of children is a strong feature within the range of learning contexts. Children are respectful and considerate of others. Communication with children and whānau is open and affirming. Children show they are loved and cared for.

Children participate in learning that recognises their individual uniqueness. Kaimahi integrate activities that strengthen relationships with others in the local community. These experiences support children to understand how they fit into the wider world. The whānau consider their cultural and tribal diversity to be a strength. This supports children to understand and value the difference in others. Kaimahi respect and acknowledge each child’s heritage. They ensure children are present at pōhiri. Children demonstrate an understanding of tikanga when welcoming manuhiri. Children are developing an awareness of themselves as tangata whenua.

Children develop basic skills to communicate in te reo Māori. They use different language strategies to strengthen understanding and basic communication. Children hear te reo Māori in formal and informal settings. Kaimahi use the local dialect with children and their whānau. They encourage children to express their thoughts and feelings with single words and simple sentences. Children understand and respond to simple instructions and directives. Children are early learners of te reo Māori.

Key Next Steps

Strengthening the consistent use of te reo Māori in and around the kōhanga reo is required. The whānau understand that this is a priority as most children come from English-speaking homes. Kaimahi have identified te reo Māori as an important area for professional development. They are aware of how this will support them to extend children’s thinking and communication in te reo Māori and to prepare them well for kura. Children’s use of te reo Māori is not being extended well.

Planning and Evaluation

Children benefit from a thoughtfully-planned programme. Kaimahi planning expectations for 2019 have been clearly outlined showing links to Te Korowai and Te Whāriki. Frameworks have been developed to guide and support kaimahi with responsibilities for different age groups. Kaimahi gather information on children’s learning progress in a number of ways. These include samples of work, learning stories, observation and feedback from whānau. The information is collated in individual profile books. The whānau are well informed about what children are learning and their progress over time.

Kaimahi have processes in place to evaluate the learning programme. They work collectively to identify and discuss ways to improve the quality of delivery at regular meetings. Kaimahi record any improvements to the programme. They share the responsibility for the constant monitoring of the programme. Children enjoy a programme that is constantly caters for their learning needs.

Whānau relationships are based on trust and respect for each other. Decision making is focussed on positive outcomes for children. Whānau meetings have recently been initiated with the purpose of empowering whānau to contribute to the quality of learning and care for their children. Children relate to others with confidence and respect.

Key Next Steps

Ngāti Ruanui Tahua Ltd need to consider strategies to strengthen processes of self-review and build whānau capability in the kaupapa of kōhanga reo. The strategic management and direction for the kōhanga reo is unclear. Key documents have either not been developed or distributed to the whānau and kaimahi. These include an updated charter, strategic plan specific to the kōhanga reo, a policy review cycle and a clearly defined appraisal process with links to relevant professional development.

Collective whānau understanding of the governance structure is limited. Whānau members have requested information regarding the role and responsibilities of Ngāti Ruanui Tahua Ltd. The whānau are also unclear on the relationship between Ngāti Ruanui Tahua Ltd and Te Kōhanga Reo National Trust. Further work is required to ensure there is clarity about the expectations for Ngāti Ruanui Tahua Ltd, Te Kōhanga Reo National Trust and the whānau of the kōhanga reo to work together to ensure the best possible outcomes for children.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendations

The whānau and ERO agreed on the following recommendations:

  • Ngāti Ruanui Tahua Ltd work with Te Kōhanga Reo National Trust to strengthen whānau understanding of their roles and responsibilities within the kaupapa of kōhanga reo

  • a te reo Māori strategy be developed and implemented to raise the language capability of kaimahi and whānau.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Ngāti Ruanui will be in three years.

Whānau contribute to programme and resource development. Kaimahi are responsible for everyday operations. They are committed to providing a safe and stimulating environment for children. Kaimahi are active and enthusiastic in their interactions with children and whānau. Children are confident, happy and independent learners.

2 The Review Findings

How well do children show they are confident learners?

Children show they are very confident learners.

Ngā Taumata Whakahirahira

Children are familiar with their environment. They engage in learning that is interesting to them. Kaimahi have established good routines and children transition smoothly throughout the day. Children are comfortable and content.

Children have opportunities to explore and problem solve. They have access to a variety of resources. The outdoor area provides both physical and mental challenges for children. Kaimahi have a good understanding of how children learn. Children are confident learners.

Children are building an understanding of te reo Māori. Children hear te reo Māori that is specific to their iwi. Kaimahi use appropriate strategies to support children’s language development. Children use te reo Māori confidently.

Children enjoy meaningful relationships. They have strong whakapapa links to kaimahi and whānau. Children participate in community events and confidently interact with a range of people. Kaimahi promote children’s ability to build trusting relationships. Children are comfortable with others.

Planning and Evaluation

Programme planning is detailed and well documented. Whānau contribute their ideas to planning. Learning content is clear and strategies, resources and kupu hou for kaupapa ako are identified. Planning guides programme implementation. Children benefit from a programme that is well organised and managed.

Assessment processes are in place. Kaimahi are clear about the purpose of assessment. They use profiles and learning stories to monitor children’s learning. These are informed by observations and children’s work. Whānau are well informed of their children’s progress.

Health and safety policies and procedures are in place. Financial systems are transparent. Financial records show that budget forecasts cater well for children’s learning resources. Personnel management processes and documentation are in place, these include job descriptions and individual employment contracts. Kaimahi are clear about their roles and responsibilities for children’s learning.

Key Next Steps

Self-review requires attention. There is very little evidence of programme evaluation. Kaimahi and whānau cannot be assured that programmes respond to children’s learning needs. The current charter focuses on Ngāti Ruanui Tahua Ltd. The charter does not include sufficient information that is specific to the history, vision, mission, principles and kaupapa of the kōhanga reo. Kaimahi have not yet been appraised. There is insufficient information to determine appropriate professional development to support kaimahi. Whānau have not considered their long term priorities to determine that the future development of the kōhanga reo will be sustainable.

ERO and the Kōhanga Reo whānau developed the following recommendation(s):

  • Strengthen programme evaluation
  • Review the charter to align with the kaupapa of te kōhanga reo
  • Develop and implement kaimahi appraisal
  • Establish a strategic plan to ensure kōhanga reo is sustainable.

Conclusion

Te Kōhanga Reo o Ngāti Ruanui is in Hawera. The kōhanga reo is well resourced to provide a programme that inspires the children to be confident learners. Kaimahi work hard to ensure the safety and wellbeing of all children. Children are happy in their learning.
