1 Introduction

The Education Review Office (ERO) in collaboration with Puna Reo or Whare Kōhungahunga leaders, whānau, kaiako and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability.

2 Context

Ahakoa he iti, he iti nā Mōtai

He Iti Nā Mōtai is located on the campus of Te Wānanga o Raukawa in Ōtaki. The centre is a Māori immersion Whare Kōhungahunga and their practices are guided by the te ao Māori values and principles of Te Wānanga o Raukawa. The centre caters primarily to the children of kaimahi and students of Te Wānanga o Raukawa. Their overarching vision is that the tamariki shall be distinctively Māori.

3 Evaluation Focus

How well do tamariki express their understanding of te reo Māori and tikanga Māori?

Mokopuna enjoy an environment that nurtures, models and prioritises te reo Māori, tikanga Māori and mātauranga Māori.

4 Toi Tū Te Tamaiti

Tamariki learn in an environment where te reo Māori and tikanga Maori is a priority. Kaiako use appropriate language strategies to support tamariki te reo Māori development. This includes the use of prompts, repetition and instruction. Story telling is used to focus tamariki to listen while increasing their exposure to vocabulary. The daily routine consists of regular opportunities to lead and participate in karakia mihimihi, and mōteatea. Kaimahi ensure tamariki are included in mihi whakatau where they learn about their role as tangata whenua, through this tamariki learn ngā tikanga and kawa of their whare.  Tamariki display confidence to communicate ideas and messages in te reo Māori.

Tamariki experience tikanga Māori throughout all their learning opportunities. Values of whanaungatanga underpin all interactions in the learning program. Kaiako are loving and gentle in their interactions and model values of aroha, maanaki and tiaki. Tamariki enthusiastically participate in learning activities that are fun and enjoyable, such as waiata, kōri tinana, and rotarota. Pēpi are actively involved with learning. They use hand actions, facial expressions, and body language to express their understanding. Transitions are smooth for activities and movements. This supports tamariki to move easily across different spaces. Access to a vibrant outdoor environment encourages exploration and allows tamariki to connect with the taiao and natural resources, such as native bush, grass and gardens. Tamariki are encouraged to play freely and trusted to take risks as they do. Tamariki show they are happy and eager to be with their peers. 

Key Next Steps

While health and safety is a priority for whānau, emergency evacuations for fire and earthquake have not been carried out. It's time for whānau to focus their attention to this concern. Tamariki safety is paramount. 

5 Management Assurance on Legal Requirements

During the evaluation, ERO looked at the service’s systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)

  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)

  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)

  • evacuation procedures and practices for fire and earthquake.

All early childhood services are required to promote children's health and safety and to regularly review their compliance with legal requirements.

To meet compliance requirements, they must:   

  • ensure adults providing education and care are familiar with relevant emergency earthquake and fire drills and carry these out with children on an at least three-monthly basis

Recommendation

ERO and the whare kōhungahunga leadership developed the following recommendation:

  • that whānau ensure emergency evacuations are carried out and documented regularly.

This report reflects their systems, operations and management practices.

2 Context

He Iti Nā Mōtai is located on the campus of Te Wānanga o Raukawa in Ōtaki. The centre is licensed to cater for 40 tamariki including up to 15 aged less than two years of age. He Iti Nā Mōtai is a Māori immersion Whare Kōhungahunga and their practices are guided by te ao Māori values and the principles of Te Wānanga o Raukawa. The centre caters primarily to the children of kaimahi and students of Te Wānanga o Raukawa. Their overarching vision is that the tamariki shall be distinctively Māori.

Five of the eight kaiako are qualified and certified teachers. A kaiwhakahaere manages the whare kōhungahunga. Te Wānanga o Raukawa provides guidance and governance support. A kaihautū has responsibility for policies, finances, personnel, and property matters and acts as a conduit between the board of directors to Te Wānanga o Raukawa and the centre.

3 Evaluation Focus

How well do tamariki express their identity through te reo Māori and tikanga Māori?

He Iti Nā Mōtai provides an environment that nurtures, models and prioritises te reo Māori, tikanga Māori and mātauranga Māori.

4 Toi Tū Te Whare

Te Wānanga o Raukawa provide purposeful governance that supports He Iti Nā Mōtai to deliver a programme rich in te reo Māori and tikanga Māori. The kaihautū reports regularly to the board of directors about all key aspects of operations. The values and philosophies of Te Wānanga o Raukawa are embedded across all areas of management. There are clear links to the overarching vision of Whakatupuranga Rua Mano and the revitalisation of te reo Māori in Ōtaki. Strategies are in place that support whānau, kaimahi and tamariki to achieve the aspirations of Whakatupuranga Rua Mano. The revitalisation of te reo Māori and mātauranga Māori, for tamariki, is a key priority for governance.

The kaiwhakahaere (manager) and the kaihautu work collaboratively to ensure the centre is managed well and that centre practices nurture tamariki learning and development. The strategic plan guides the future direction of the Whare Kōhungahunga. An annual plan identifies key tasks and timeframes to achieve the priorities of the strategic plan. An ohu whakaruruhau assists with operational tasks and support kaimahi in a professional capacity. Key stakeholder groups are represented on the ohu. The induction process prioritises tamariki that have Māori speaking parents. There is a clear commitment from whānau to revitalise te reo Māori.

Kaiako work collaboratively and cohesively. They use their individual and collective skills to fulfil the centre’s vision. Kaiako choose kaupapa ako that promote te ao Māori and these are set as a focus for each term. Strategies and activities reflect tamariki interests. Kaiako use a range of assessment practices to capture and monitor tamariki learning. They regularly share tamariki progress with whānau. Kaiako meet frequently to discuss and reflect on the learning programme. They identify areas requiring strengthening and adapt teaching and learning to better align to tamariki interests. Kaiako access professional learning development and training regularly. These are aligned to their professional goals and aspirations. Mātauranga Māori and te reo Māori are prioritised in the curriculum. 

Key Next Steps

Although whānau have expressed an intention to be involved in the ohu whakaruruhau, their roles and responsibilities are yet to be defined. Clarification of these would ensure a cohesive and targeted approach to ensuring whānau participation is meaningful and beneficial.

5 Management Assurance on Legal Requirements

During the evaluation, ERO looked at the service’s systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)

  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)

  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)

  • evacuation procedures and practices for fire and earthquake.

All early childhood services are required to promote children's health and safety and to regularly review their compliance with legal requirements.

6 Recommendation

ERO and the puna whare kōhungahunga leadership developed the following recommendation:

  • that the kaiwhakahaere and kaihautū work with the whānau and Te Wānanga o Raukawa to attend to the key next step outlined in this report.

ERO's findings that support this overall judgement are summarised below.

Background

He Iti Nā Mōtai is located on the campus of Te Wānanga o Raukawa in Ōtaki. The centre is a Māori immersion Whare Kōhungahunga and their practices are guided by principles based on te ao Māori concepts and Raukawatanga. Building te reo Māori capacity is a long term priority for Ngāti Raukawa. Over the past three years the children have transitioned from a bilingual environment to a full te reo Māori immersion setting. All kaimahi are speakers of te reo Māori.

The Whare Kōhungahunga is part of an active and supportive kaupapa Māori community. This adds to the continued commitment of kaimahi to provide a kaupapa Māori based learning programme. The majority of the whānau are either kaimahi or students that attend Te Wānanga o Raukawa. Kaimahi and whānau are committed to the education and care of their children.

The Review Findings

Te Mana Whakahaere of Te Wānanga o Raukawa provides governance and support to He Iti Nā Mōtai. Their major role is to ensure that the guiding kaupapa are embedded in all aspects of the Whare Kōhungahunga operation and practice. The vision seeks to realise the potential of the children, their whānau and the wider community. The kaihautū is the link between governance and the management of the Whare Kōhungahunga, who reports back to the board on all matters regarding key aspects of operations. Children benefit from a philosophy and vision that nurtures their culture language and identity as Māori.

The Whare Kōhungahunga is managed by a kaiwhakahaere (manager) and the kaihautū(director). Their focus is to report to the board about the service’s priorities, successes and needs. Whānau actively support the priority around te reo Māori development for themselves and their children. Kaimahi and whānau are working to ensure the centre programme and outcomes for children are aligned closely to Te Wānanga o Raukawa philosophy and goals. There is a planned approach to self-review. The focus is on improvements to practice with an emphasis on professional development, training and research. Kaimahi are encouraged and supported to access training and professional development to enhance their work with children. There is a strong commitment to teaching and learning that contributes to positive outcomes for children.

Kaimahi are working towards becoming capable professional leaders. Children’s learning is guided by well informed kaimahi. Most kaimahi have either early childhood qualifications or are working toward these. Presently the programme planning is based on mātauranga Māori. The priority is to develop a curriculum that strongly reflects Raukawatanga. The Whare Kōhungahunga is currently integrating the principles of Te Aho Tūroa to support the evolution of a curriculum that reflects a localised programme focusing on kaitiakitanga. Planning and assessment is comprehensive. Kaimahi gather a range of information and record what children learn and monitor their progress. Kaimahi continue to reflect and review processes for planning and assessment. Children benefit from a programme that is well organised and managed.

Children work in an environment that meets their learning needs. They are supported to build positive relationships with their peers and with adults. Children are nurtured on a foundation of Māori values and tikanga. The centre environment is warm and caring. Children have access to a wide variety of natural and learning resources. Teachers support all children to develop independence. Children move freely and make choices about their own learning. Teachers and whānau praise children’s efforts and value their contributions. Children’s routines are well established and responds to their ages and abilities. The babies have a designated area but have opportunity to learn and play alongside the tuakana. Whānau and kaimahi encourage children to share in tidying up. Children are confident learners.

Key Next Steps

Kaimahi continue with their approach for the integration of the philosophy and visions of Te Wānanga o Raukawa throughout planning, assessment and evaluation.

Programme evaluation processes need to support the kaimahi to determine the effectiveness of the learning programme and any changes that have occurred to improve the learning for children.

ERO and whānau agree to the following:

  • establish a process for evaluating the effectiveness of the learning programme.

He Iti Nā Mōtai is located on the campus of Te Wānanga o Raukawa in Ōtaki. The centre goals of Raukawa influence the Whare Kōhungahunga and local community. Whānau share the same aspirations for their children to grow up competent and confident Māori who are knowledgeable in mātauranga Māori. The whānau is well placed to promote positive outcomes for children.

ERO’s Evaluation Framework
