1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for hapū and iwi.

2 Context

Wai-whaka-iho e kore hoki” “Water having left it source never returns”

Te Kōhanga Reo o Waiwhakaiho is located in New Plymouth. The kōhanga reo is named after the nearby river Waiwhakaiho that flows from Maunga Taranaki to the sea. Since the ERO previous review, a new kaiako has joined the whānau.

3 Evaluation Focus

How well do mokopuna show they are happy learners?

Mokopuna demonstrate they are happy and confident learners.

4 Findings

Mokopuna demonstrate they are settled learners. Kaimahi are enthusiastic and have lots of fun with mokopuna. Mihimihi at the beginning of the day is a time for mokopuna to settle into learning. Kaimahi model nurturing and caring interactions with mokopuna. Tuākana understand their roles and are considerate when interacting with their tēina. Mokopuna experience love and care from kaimahi, whānau and each other. Kaimahi consistently affirm mokopuna successes. Mokopuna interactions and relationships are meaningful.

Mokopuna enjoy a programme that is familiar and predictable. Kaimahi use a range of strategies to extend mokopuna te reo Māori development such as open-ended questions. A variety of waiata are integrated into the learning programme to build mokopuna vocabulary. Tuākana are encouraged to lead mihimihi and karakia where they model leadership qualities for their tēina. Kaimahi support pēpi and tēina to use hand actions, facial expressions, and sounds, to demonstrate their understanding. Mokopuna enjoy each other’s company and appear happy and content.

Mokopuna are nurtured in an environment that promotes curiosity and exploration. They know their environment well. The outdoor area encourages exploration that allows mokopuna to interact with each other in a range of activities. The indoor learning space is equally well-resourced and inviting. Mokopuna can easily access a wide range of resources to stimulate their development and interests. Mokopuna are engaged and curious learners.

Planning is in place and aligns to Te Whāriki ā Te Kōhanga Reo. This includes annual, term and weekly plans that ensure the learning programme is purposeful. Learning goals are identified, and age-appropriate activities are implemented to achieve these. Mokopuna enjoy planned and purposeful activities.

Whānau have efficient processes and procedures for monitoring and reporting on key aspects of the kōhanga reo operations. The Tūtohinga defines processes to manage kōhanga reo operations and sets out a planned approach and direction for whānau. Whānau hui are held regularly and are well attended. Sound financial management and reporting practices are in place. Health, safety and personnel management policy and procedures are up to date and align to a review schedule. This ensures mokopuna well-being is prioritized. Whānau have appropriate registers that document all health and safety matters including emergency evacuations practices. Whānau manage the kōhanga reo in the best interest of the mokopuna.

Te Ara Tūāpae is used to inform strategic planning and includes the vision and aspirations of the whānau. A key priority for whānau is to attend to building renovations to better meet the needs of mokopuna. The annual plan identifies overall operational and administration tasks and when these are to be completed. Personnel matters are appropriately managed. Kaimahi individual employment contracts are clear, detailed and align to legislation. Job descriptions provide clarity of kaimahi expected competencies. Kaimahi self-appraisals are in progress and leads to professional development opportunities. Mokopuna are at the centre of whānau whakahaere.

Key Next Steps

While the strategic plan identifies what the priorities are for the future development of the kōhanga reo, there is no plan to ensure these priorities are achieved. It is timely for whānau to develop an action plan to monitor the ongoing development of the kōhanga reo.

Mokopuna learning can be further enhanced through stronger links between assessment, and evaluation. While there are examples of good practice, work is needed to be done to broaden good practise in assessment. Programme evaluation requires strengthening. It is important for kaimahi to take a planned approach to evaluation to lift the quality of the learning programme.

5 Kōhanga Whānau Assurance on Legal Requirements

Actions for Compliance

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements, they must: 

  • implement a process of assessment to monitor and record children’s learning and establish a process to evaluate the effectiveness of the learning programme.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • whānau continue to work alongside the district office for support with assessment and programme evaluation.

3 Te Whakatau a te Whānau ki ngā Wāhanga Tautukunga

1 Context

Te Kōhanga Reo o Waiwhakaiho is located in New Plymouth. Recently, there have been changes in staffing. The whānau range from new whānau to whānau who have been in the kaupapa for years. Most whānau share whakapapa links or connections. They acknowledge the mana whenua connections to Whanganui.

2 The Evaluation Findings

How well do children display whanaungatanga toward others?

Children confidently display whanaungatanga to others in a variety of ways.

Ngā Taumata Whakahirahira

Children experience a loving environment. Kaimahi use aroha and manaaki to support interactions. Children make friends and sustain relationships with others. They manaaki manuhiri. Babies look to kaimahi for reassurance. Kaimahi are quick to respond to children’s needs. Children and babies climb on, wave to, smile at, hug and kiss their kaimahi. Children engage happily with each other. Tuakana are aware of their teina. They play with and help their teina. There are times for children to lead. They choose waiata to sing, lead many karakia through the day and share their pepeha. When children contribute they are praised and affirmed for their participation. Children show they are loved.

Children learn to look after and care for their kōhanga reo. Whānau provide an environment that is well maintained. Kaimahi enhance children’s sense of kaitiakitanga in their kōhanga reo. Babies and children tidy up and return toys and equipment at appropriate times of the day. Children show responsibility when caring for their environment. Kaimahi have well established routines to support children’s self-care and self-help development. Children transition and move around the kōhanga reo with confidence. They are very familiar with the daily routines. Children show ownership of their whare. They move around with ease. Children are settled.

Children explore and play with their friends. There are a range of resources for children to play with. This includes trucks, puzzles, a kitchen play area, and a range of books for children to choose from indoors. The outside play area is well resourced with a playground, different sized balls, bikes and trikes. Kaimahi provide times for children to select their own activities. They encourage independent and cooperative play. Children enjoy the choices they get to lead their learning. They explore with confidence. Whānau value problem solving and have made resources to enhance children’s problem-solving skills. Kaimahi take the lead from children and follow alongside them in imaginary play. Children enjoy their learning.

Key Next Steps

Te reo Māori is not the only language of communication. Whilst whānau are committed to te reo Māori, they acknowledge that at times English is spoken. Children show an understanding of te reo Māori and they respond to kaimahi with shrugs and nods. Kaimahi show their dedication to te reo Māori by remaining in te reo Māori for most of the day, and speaking in te mita o Whanganui. There is an opportunity for whānau to build their capability of te reo Māori for their themselves, their children and their whānau. Children will benefit from a collective building of te reo Māori.

Planning and Evaluation

Planning is in place. Together, kaimahi plan the mahere ā tau, mahere ā wiki and rātaka. They include activities, resources needed and learning goals. Kaimahi plan a range of learning experiences to motivate children’s play. Children’s needs are considered.

Assessment is in place. Children have portfolios to document their progress. These are available for children and whānau to read. Children’s artwork and photos of them at play are included in the portfolios. Kaimahi also use notebooks to record children’s behaviour and learning. Children’s learning and behaviour is recorded.

Whānau contribute to kōhanga reo management. They hold regular meetings and are involved in decision making. The strategic goals for the whānau have been identified. Whānau attend to personnel management. Job descriptions, contracts and appraisal documents are up to date. Kaimahi police vets are current. Health and safety registers are managed. Children are at the heart of whānau whakahaere.

Key Next Steps

Policy review is conducted. However, there is a need for whānau to align current health and safety policies with legislation. Currently, the child protection policy this does not comply with Children’s Act 2014.

Whānau have identified fixtures in the kōhanga reo that need securing. This needs to be addressed to ensure children and whānau safety, if these structures fall. Children’s health and safety maybe compromised.

Although kaimahi discuss the learning programme, there is a need to record these conversations. This will assist kaimahi to identify the positive changes made to their teaching practice. Children’s outcomes will benefit from ongoing kaimahi evaluation.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:

  • review and update all health and safety policies and procedures to ensure all health and safety requirements for child protection are met and maintained for children

  • ensure heavy furniture, fixtures and equipment that could fall or topple and cause serious injury or damage are securely fastened.

  • kaimahi evaluate and document the Te Kōhanga Reo curriculum to provide positive learning experiences for children.

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • Update all health and safety policies and procedures to align with Children’s Act 2014
  • Secure any necessary structures to ensure whānau safety.

5  When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Waiwhakaiho will be in three years.
