Te Kōhanga Reo o Ngā Mōrehu o Uenuku is located in Raetihi. It is licensed to cater for 30 mokopuna including 10 aged under two years at any one time. ERO undertook a supplementary review of the kōhanga in June 2019. The whānau worked collaboratively to address the issues identified at that time.

3 Evaluation Focus

How well do mokopuna show their enjoyment in their learning?

Mokopuna are settled and well engaged in their learning throughout the day.

4 Findings

Mokopuna learn and play in a calm and settled physical environment. They experience a programme that provides structure, choice, and consistency. The learning environment is spacious and organised to meet the needs of different age groups. Kaimahi and mokopuna have fun together. Mokopuna are loved and well cared for by kaimahi who talk in a calm and gentle manner. Kaimahi use appropriate language strategies to support mokopuna te reo māori development. These include questions, prompts and repetition. Kaimahi provide mokopuna with opportunities to share their pepehā. This helps reinforce mokopuna connections to their turangawaewae. Mokopuna are consistently praised for their active participation and achievements. Tuakana voluntarily support tēina across a range of activities. Pēpi are well supported to participate in the programme. Mokopuna are settled and enjoy purposeful learning.

Mokopuna learning needs are well catered for, monitored, and reported. Planning is detailed and aligns to Te Whāriki ā Te Kōhanga Reo. This includes detailed annual, term and weekly plans that ensure the learning programme is focused and purposeful. Matai i te tamaiti and individual profile books are presented well, and information is focused on the development of each mokopuna. Kaimahi meet regularly to discuss and review the learning programme. Mokopuna wellbeing and learning are at the centre of planning, assessment, and evaluation. 

Whānau have sound management practices in place to monitor the kōhanga reo operations. The Tūtohinga provides direction and a planned approach to guide whānau. There is good whānau participation in the management of the kōhanga reo operations. Monthly hui is well-attended. Hui minutes and kaiako reporting are informative. Health, safety, and personnel management systems are in place. The strategic plan is informed by Te Ara Tuapae and defines whānau aspirations and long-term goals. The annual plan identifies key areas of operations and when these must be attended too. Mokopuna learning and wellbeing is the focus of whānau whakahaere

Continue to enhance internal evaluation to further support positive outcomes for mokopuna.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the kōhanga reo whānau recommends that whānau collectively continue to enhance the quality of learning and outcomes for mokopuna.

1 Context

Te Kōhanga Reo o Ngā Mōrehu o Uenuku is located in Raetihi. The kōhanga reo whānau recently appointed a new kaiako and administrator. Kaumātua who were part of the establishment of the kōhanga reo are supporting the whānau to achieve their goals and aspirations for the kōhanga reo. These goals include strengthening the ability and confidence of children, staff and whānau to speak te reo Māori more throughout the day.

2 The Evaluation Findings

To what extent do children show that they are happy?

Children show that they are happy in their interactions with others.

Ngā Taumata Whakahirahira

Children are learning to communicate in te reo Māori. Kaumātua and other fluent speakers of te reo Māori are supporting efforts to increase the use of te reo Māori in the kōhanga reo. Children learn karakia, hīmene, whakataukī, pepeha and whakapapa. Kaimahi use waiata to teach basic concepts like numbers, colours, shapes, parts of the body, days of the week and months of the year. They also use questions, prompts and hand signals to encourage children to talk and respond. Babies are involved in the morning programme and make sounds and facial expressions to communicate. Children are early learners of te reo Māori.

Children interact positively with others. The whānau provide an environment that reflects the cultural values and beliefs that are important to them. They work together in the interests of the children by modelling aroha, manaaki and rangimārie. Children are patient and supportive of each other. Children interact well and show respect for kaumātua, whānau and each other. Kaimahi praise children’s efforts, contributions and participation. Babies seek reassurance from kaimahi who respond accordingly. Children are embraced by whanaungatanga.

Children are settled and confident in their kōhanga reo. Children are familiar with the indoor environment. Children and babies show confidence to explore and move around the kōhanga reo. Kaimahi encourage them to use of physical resources. Children are supported to take on leadership roles as part of what happens in the kōhanga reo. Kaimahi also provide opportunities for the children to experience and see what happens on the marae. Children are aware of their role as tangata whenua.

Key Next Steps

The previous ERO report in 2016 identified that te reo Māori was not the main language of communication in the kōhanga reo. Te reo Māori is a priority in the kōhanga reo, however the consistent use of te reo Māori by children and kaimahi is limited. Kaimahi speak te reo Māori and English when interacting with children. Although te reo Māori is heard in the kōhanga reo, children prefer to speak English.

Children do not appear to be sufficiently challenged or extended by what is planned, and tend to wander off and lose interest. Kaimahi must consider how they plan the learning programme more effectively and adapt routines to better meet children’s needs.

Planning and Evaluation

Programme planning includes an annual overview, term plans and weekly plans to guide the morning programme. Kaimahi monitor and record children’s progress. Assessment information is gathered and filed in individual profile books which are shared with whānau.

The whānau meet regularly to discuss the daily operations of the kōhanga reo. They capably attend to some aspects of the kōhanga reo including their online administration processes and financial management. Most physical and emotional health and safety procedures are in place. Kaimahi from Te Kōhanga Reo National Trust provide training, guidance and support for the whānau to strengthen their involvement in the management of the kōhanga reo.

Key Next Steps

There are key areas of whānau management and kōhanga reo operations that are not well implemented. These areas include:

  • Ngā Pou e Whā – ensuring the whānau and kaimahi consider how they use Ngā Pou e Whā to ensure there is balance and focus given to all of the pou in their strategic planning and self review
  • self-review practices – regularly reviewing policies to ensure these meet legislative requirements, updating the charter, and reporting about kōhanga reo operations at whānau hui
  • programme evaluation – ensuring kaimahi regularly discuss the aspects of their programme that are working well and how they can improve the quality of children’s learning
  • personnel management - updating kaimahi records, completing police vetting, and carrying out the appraisal of kaimahi
  • health and safety – ensuring there are emergency supplies in place and implementing more robust hazard checking processes.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements, they need to:

  • have emergency supplies/resources sufficient for the age and number of children/adults at the kōhanga reo

  • review and implement a hazard management system and procedures that support the safety and protection of children

  • ensure kaimahi plan, implement, and evaluate the Te Kōhanga Reo curriculum to provide positive learning experiences for children

  • establish an ongoing process of self-review to help maintain and improve the quality of practice for children

4 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • that the whānau and kaimahi seek support from Te Kōhanga Reo National Trust to address the key next steps and areas for compliance identified in this report.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Ngā Mōrehu o Uenuku will be within two years.
