1 Background

Introduction

A supplementary evaluation is undertaken at the discretion of the Deputy Chief Review Officer Māori in the Education Review Office (ERO).

ERO evaluates the extent and effectiveness of actions a kōhanga reo has taken towards addressing issues specified in its previous ERO evaluation and/or any additional areas identified since that evaluation.

Terms of Reference

This supplementary evaluation is based on an evaluation of the performance of the kōhanga reo governing body and management in relation to areas identified in the previous ERO report or issues identified since that evaluation. The terms of reference for this evaluation area to investigate:

  • Ngā Taumata Whakahirahira – Te Whāriki programme, te reo Māori learning, interactions and relationships
  • Planning and evaluation- Te Whāriki programme planning, evaluation and assessment, whānau management, building capability and capacity for succession, internal evaluation practices
  • Areas of non-compliance – management of the kōhanga reo, review of all health and safety policies and procedures for children
  • Any issues identified during the course of this review.

2 Context

Te Kōhanga Reo o Te Matariki is at Ōtoko Pa, on the Whanganui River. Children travel daily from Whanganui town. The roll has been sustained.

Since the ERO report 2016 the whānau and marae have agreed to grow and improve the kōhanga reo. Progress has been achieved with building whānau capacity to manage the kōhanga reo for the long term and implementing Te Whāriki into the learning programme. Te Kōhanga Reo National Trust (TKRNT) have developed an action plan to support kōhanga reo developments and targeted support for the whānau. Kaumātua are mentors for developing whānau knowledge of te reo and tikanga Māori.

3 Findings

Ngā Taumata Whakahirahira

Children’s learning experiences are stimulating. Kaimahi provide children variety in their learning based on their interests that fosters independence and creativity. Children show confidence to initiate their own learning indoors and outdoors. Kaimahi have created an environment that promotes rangimārie, aroha and tiaki. Kaimahi respond positively to children’s needs. Kaumātua provide guidance and support to develop te reo Māori for kaimahi and children. Modelling and repetition of new words helps to strengthen children’s language. Children enjoy their learning.

Planning and Evaluation

Children’s interests and needs guide planning expectations. Kaimahi have realigned learning to focus on children. They actively participate in Te Whāriki training to increase their knowledge about planning and assessment practices. The kuia is guiding kaimahi to report learning developments to whānau. New kaimahi provide activities that children love and enjoy. Children’s interests in learning are fostered.

Children’s holistic development is important. Kaimahi monitor and record the care, health and safety of children. They record their daily practices in relation to accidents, emergency drills, sleeping routines and property. Te Kōhanga Reo National Trust (TKRNT) assist with updating tūtohinga policies and procedures. TKRNT and whānau are working together to improve internal evaluation practices. Children are nurtured in their learning environment.

Additional matter identified during this review

During this onsite review, ERO identified that there has been no Tohu Whakapakari holder for some years now. It is the only qualification recognised by TKRNT. The whānau require a kaimahi to have Tohu Whakapakari for operational purposes. TKRNT are working with whānau to address this matter.

4 Recommendations

ERO and the kōhanga reo whānau developed the following recommendations:

  • Work with TKRNT to support and guide sustainable improvements with management policies and procedures, internal evaluation to inform strategic planning

  • accelerate capacity and capability of younger whānau to attain Tohu Whakapakari and strengthen te reo Māori.

When is ERO likely to review the kōhanga reo again?

The next ERO review of Te Kōhanga Reo o Te Matariki will be in three years.

Evaluation

1 Context

Te Kōhanga Reo o Te Matariki is forty minutes from Whanganui beside Otoko Marae. Children travel from Whanganui each day using transport that is provided by the kōhanga reo. A Kuia and koroua have managed the kōhanga reo for a long period of time. Whānau support is hindered by the distance.

2 The Review Findings

To what extent do children show they are comfortable and confident in their environment?

While children show they are comfortable in a marae setting they do not do demonstrate confidence as learners.

Ngā Taumata Whakahirahira

Children learn about tikanga Māori. The kuia uses te reo Māori with children. Children understand and are able to follow directions. Children participate in pōwhiri, tangihanga and other marae based activities. Kaumātua presence is integral to guide children’s learning about tikanga. Children appear comfortable on the marae.

Key Next Steps

Children are not confident speakers of te reo Māori. Kaimahi and whānau speak English to children. Kaimahi do not use positive or engaging strategies that support children to use te reo Māori. Children communicate in English.

Children are timid when and if they are required to respond around adults. Interactions between kaimahi and children are not always positive. During the review, kaimahi were observed speaking harshly to children and limiting their play options. While children attempt to create play from the resources available, kaimahi stifle these attempts. Children’s learning is limited.

Whānau are not well informed about their management roles and responsibilities. The two kaumātua have responsibility for the day to day operation of the kōhanga reo with little support from whānau. They manage administration, travel, caring for the grounds and the learning programme. There is no plan for building whānau capacity and capability or succession.

Children’s learning opportunities are minimised. Learning programmes for children are not well planned. Children are not provided with opportunities to follow their interests. Activities are determined by the adults. Information about children's progress is minimal. Kaimahi do not report to whānau about children's development and progress. Children's learning needs are not well met

Internal evaluation practices are limited and do not support ongoing improvements. There is no strategic plan and the charter is out of date. Whānau lack guidance and clarity about their roles and responsibilities. Basic health and safety policies and practices have not been reviewed and appraisal of kaimahi does not occur. Whānau do not maintain adequate records of health and safety procedures for children. Emergency drills and regular property checks are not recorded. Children’s health, safety and learning is at risk.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements. To improve current practice the whānau must:

  • ensure adults provide education and care to enhance mokopuna learning through meaningful and positive interactions

  • evaluate the kōhanga reo curriculum to ensure that the quality of learning meets and responds to the learning needs of all children

  • ensure that the kōhanga reo is effectively managed and administered in accordance with good management practices, Ngā Pou e Whā, Te Korowai and maintain all management requirements for recording, review and reporting
    [R47 Education (Early Childhood Services) Regulations /GMA1-12]

  • review and update all health and safety policies and procedures to ensure requirements for emergency evacuation drills, sleeping, accidents and incidents, hazards, child protection and behaviour management are met and maintained for children.

4 Recommendation

ERO and the Kōhanga Reo whānau agree that the whānau seek immediate assistance from regional Te Kōhanga National Trust staff to:

  • provide an appropriate programme of care and education that meets the needs of all children

  • improve the quality of whānau management

  • develop internal review and monitoring systems.

Conclusion

Te Kōhanga Reo o Te Matariki is in Whanganui. Although children enjoy a marae based kōhanga their learning needs are not well catered for. Many aspects of kōhanga reo management including health and safety policies and procedures, children's programmes of learning and internal review need to be addressed immediately.

When is ERO likely to review the kōhanga reo again?

The next ERO review of Te Kōhanga Reo o Te Matariki will be within one year.
