1 Introduction
The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.
2 Context

Te Kōhanga Reo o Koriniti is located at Koriniti Marae on the Whanganui River. Whānau have close connections to Te Kōhanga Reo o Pirimai located in Whanganui. The two whānau are currently operating across the two sites working towards amalgamating in the near future.

3 Evaluation Focus
How well are mokopuna developing and awareness of their identity and belonging?
Mokopuna demonstrate a strong sense of identity and belonging.
4 Findings
Mokopuna participate in learning that nurtures their identity. Kaimahi support mokopuna to participate in pohiri and whakatau. Through this, mokopuna observe ngā tikanga and kawa related to welcoming manuhiri. Kaimahi use prompts, modelling and repetition to encourage older mokopuna to recite their pepehā, pēpi are supported to share this practice. This helps reinforce connections to their turangawaewae. Waiata are used to strengthen mokopuna understanding about local history related to their ancestors and landmarks. Manaakitanga is integral to kaimahi and whānau practices. Mokopuna are learning about who they are and where they come from.
Whanau manage the operations of kōhanga reo well. There are regular whanau hui that are well attended. Administrative systems are in place with easy access to information. The whanau have recently reviewed and updated their policies and procedures. Financial and personnel management systems are managed. Kaimahi appraisals are complete with an ongoing focus of improvement. The strategic plan identifies long term goals and priorities. An action plan monitors the achievement of goals. The recently developed annual plan identifies key areas of operations and when these must be attended to. The Tūtohinga provides clear direction for the management and operations of the kohanga reo. Mokopuna are the focus.
Key Next Steps
Programme planning, evaluation and mokopuna assessment need to be reviewed. Currently, neither contain critical elements required of planning and assessment. Programme evaluation needs to be documented. It is time for whānau to seek support for kaimahi to build their capability and capacity to deliver an effective programme for the mokopuna.
5 Assurance on Legal Requirement
During the evaluation, ERO looked at systems for managing the following areas:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
To meet compliance requirements, they must:
- ensure that the Kōhanga Reo curriculum is informed by planning, implementation, and evaluation that demonstrates an understanding of mokopuna learning, their interests, whānau, and life contexts.

6 Recommendation
ERO and the kōhanga reo whānau developed the following recommendation:
- whānau continue to work with the District Office to develop an action plan to address areas of concern identified in this report.

Evaluation
Te Kōhanga Reo o Koroniti is at Koroniti Marae on the Whanganui River. Children are immersed in Ngāti Pamoanatanga including te reo and tikanga Māori. The kuia-kaiako and koroua remain focused on this priority for children. Children are happy at kōhanga reo.
The next ERO review of Te Kōhanga Reo o Koriniti will be in three years.
1 Context
Te Kōhanga Reo o Koroniti is at Koroniti Marae on the Whanganui River. The whare kai, Pamoana, is ancestrally significant to the history of the wider Koroniti area and children’s learning at kōhanga reo. The current kaiako has been a part of the kōhanga reo since it started in 1992.
Since the last report, the kuia and koroua have focused on succession planning to maintain the high standards of care and education for children.
2 The Review Findings
How well do children express their Ngāti Pamoanatanga?
Children are developing confidence and ability to express their Ngāti Pamoanatanga.

Children are immersed in a learning environment that rich in history, relevant and meaningful. They acknowledge their tupuna as they pass the ancestral urupā to and from kōhanga reo. Children mihi to the whare on the marae grounds. They demonstrate a good understanding of tikanga and kawa associated with pōwhiri. The kuia and koroua reinforce the significance of Ngāti Pamoanatanga throughout the programme. Activities centre on knowledge, stories and traditions of their whenua and awa. Children show a strong sense of belonging to and awareness of their physical and natural environment.
Children’s emotional wellbeing is successfully monitored and nurtured. Interactions between adults and children are warm and affirming. Children develop caring and respectful bonds with each other in the kōhanga reo. They have the freedom move between the indoor and outdoor activities. Though their teachings, kaimahi ensure that children are able to make connections between the physical environment and atua Māori. Kaimahi give emphasis to daily karakia to support children to develop an awareness and respect for all things. The kōhanga reo environment is well maintained and attractive. Safety standards and care for children remains high. Children are settled and happy at kōhanga reo.
Children receive rich and varied language learning experiences. They hear te reo Māori at all times at kōhanga reo. Children are exposed to language that reinforces whakapapa. During mihimihi adults affirm and acknowledge each child’s connection to Ngāti Pamoana. Kaimahi support all children to stand to mihi to their peers and whānau. They reinforce karakia, waiata and mōteatea to affirm connections to whānau, hapū and iwi. They also promote the Whanganui river and Koroniti marae as integral to children’s learning about belonging and identity. Children learn kupu and mita specific to Ngāti Pamoana. Children are developing as speakers of te reo Māori.
Planning and Evaluation
The kōhanga reo is managed in the interests of children. The kuia and koroua have been constant leaders since the establishment of the kōhanga reo. They have modelled and reinforced high standards in line with their tūtohinga and Te Korowai. Monthly hui continue to focus on children, their learning and well-being. There has been a sustained focus by the kuia and koroua on succession planning for the kōhanga reo. Children’s education and their wellbeing is at the heart of kōhanga reo management.
Key Next Steps
Whānau acknowledge that they are still learning their roles and responsibilities for the care and education of their children. The kuia has invested significant energy and time to support whānau members into specific roles across the kohanga reo. It is important that younger whānau members fully commit to these roles for the continuity of the quality of management standards, including whānau hui, administration, and induction.
Key aspects of whānau administration and management are inadequate. During the course of this review, necessary documentation was not available. ERO did not have access to most whānau monthly minutes, the kōhanga reo whānau assurance statement was not completed, and key health and safety registers, including drills and accidents were not provided. The whānau does not have a strategic plan with key priorities for development. Emerging whānau leadership into all roles and responsibilities requires urgent attention for the sustainability of effective management of the kōhanga reo for children.
3 Whānau Management Assurance on Compliance Areas
During the review, ERO looked at the service’s systems for managing the following areas that have a potentially high impact on children's wellbeing:

emotional safety (including positive guidance and child protection)
-
physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)

suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
-
evacuation procedures and practices for fire and earthquake.
All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements. The following areas of non-compliance must be addressed:
- ensure all those working with children are police vetted
[Section 319 Education Act 1989; Part 3 Vulnerable Children Act 2014] - adults providing education and care are familiar with relevant emergency drills, including fire and earthquake, and regularly carry these out with the children, and maintain records.

4 Recommendations
ERO and the Kōhanga Reo whānau developed the following recommendation:
- The kōhanga reo whānau work closely with TKRNT District on all key next steps identified in this ERO report.
Conclusion
Te Kōhanga Reo o Koroniti is at Koroniti Marae on the Whanganui River. Children are immersed in Ngāti Pamoanatanga including te reo and tikanga Māori. The kuia-kaiako and koroua remain focused on this priority for children. Children are happy at kōhanga reo.
When is ERO likely to review the kōhanga reo again?
The next ERO review of Te Kōhanga Reo o Koriniti will be in three years.
