Purpose

The Education Review Office (ERO) is the government department that, as part of its work, evaluates kōhanga reo throughout Aotearoa. ERO’s reports provide information for whānau, hapū, iwi and communities.

1 Introduction

The Education Review Office, whānau, leaders and communities provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Taihoa is based at Taihoa Marae in Wairoa. The kōhanga reo is a part of the greater marae complex and has its own area and facilities. Many of the whānau whakapapa to this marae. Te Kōhanga Reo Regional Office have supported the kōhanga reo to address the issues raised in the previous ERO report.

3 Evaluation Focus

To what extent does the learning programme cater for the learning needs of all children?

Children’s individual development and learning needs are well catered for.

4 Findings

Mokopuna are developing caring relationships. Kaimahi have established routines for mokopuna to follow as they interact with each other. Tuākana are keen to show their abilities and to lead activities. The individual needs of mokopuna influence the way kaimahi support them as they learn and grow. Kaimahi often praise and encourage mokopuna efforts and achievements. There are opportunities for mokopuna to explore the physical environment. They are encouraged to participate in formal activities and actively participate in pōwhiri where they learn about their role as tangata whenua. Mokopuna initiate contact with visitors to the kōhanga reo. Mokopuna are learning about who they are and who they are connected to. They are happy and their awareness as kaitiaki is developing.

Mokopuna wellbeing guides whānau management practices. Kaimahi work collectively to plan programmes. Matai tamaiti and konae capture mokopuna learning. Whānau receive useful information about their children’s learning and progress. There is a cycle of policy and procedure review that is closely monitored. Health and safety registers align to policies. The whānau has a succession plan in place to build the future leadership capability within the kōhanga reo. Mokopuna are well supported in their learning.

Key Next Steps

Programme evaluation is developing. Kaimahi are yet to consistently evaluate the learning programme. A key priority is for kaimahi to document their reflections and regular discussions about what worked well, what didn’t, and any changes required to improve outcomes for mokopuna.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the whānau developed the following recommendation:

  • that the kōhanga reo continues to work alongside Te Kōhanga Reo Regional Office to access support with strengthening the evaluation of the learning programme.

1 Context

Te Kōhanga Reo o Taihoa is based at Taihoa Marae in Wairoa. The whānau is committed to using the language of their marae as part of children’s learning in the kōhanga reo. Many whānau of the kōhanga reo belong to this marae through their whakapapa. Since the previous ERO review, a new kaiwhakahaere has been appointed. The kōhanga reo is operating at its maximum licence number of 30 children.

2 The Evaluation Findings

How well do children show confidence as learners of te reo Māori?

Children require support to build their confidence as learners and speakers of te reo Māori.

Ngā Taumata Whakahirahira

Children are immersed in the teachings of Taihoa Marae. They regularly participate in marae activities, and see the kawa and tikanga of the marae in action. They observe practices of the paepae, and perform waiata koroua alongside their kaumātua and whānau. Children are learning about their roles as tangata whenua. Kaimahi ensure children have access to the marae as an integrated part of their learning. Kaimahi use karakia that are relevant to the area, and support children to recite their pepeha. Children are developing their knowledge and confidence to connect with their whakapapa. Children know who they are and where they belong.

Key Next Steps

Te reo Māori requires strengthening across all areas of the kōhanga reo. Kaimahi need to lift the quality of conversations and interactions with all children in order to support and extend children’s language development. They should consider a range of effective strategies to support children’s knowledge and use of te reo Māori. All kaimahi need to model good language structures for children. Children will benefit from effective strategies to support their language growth.

Kaimahi are still learning how to manage and organise the learning programme for children. There are few opportunities for children to follow their own interests. It is important that kaimahi work effectively with individual and groups of children to provide enjoyable learning experiences for them. The whānau must seek support and guidance for kaimahi so they are able to respond well to the learning needs of individual children. Children with diverse learning needs are not well catered for.

Kaimahi require support to identify and use appropriate strategies that promote positive interactions amongst children, and help children to resolve conflict. During this review, ERO noticed instances of conflict and unsafe behaviour amongst children which were not well managed or supported to resolution by kaimahi. It is important that children develop skills to form positive and caring relationships with each other. Children appeared unsettled.

Planning and Evaluation

The whānau manage some aspects of the operations of their kōhanga reo well. They have a strategic plan with goals and actions to guide their future direction. The whānau regularly review policies and procedures. They conduct building and hazard checks every three months, however must also ensure any property maintenance and repairs are addressed in a timely manner. There are regular whānau hui, and minutes from those hui are well recorded. Financial reports show there are sound systems in place for the reporting and management of funds.

The level of expertise within the whānau is a strength of this kōhanga reo. There is a wide range of information and skill amongst the whānau including knowledge of marae protocol, as song writers, skilled Te Matatini performers, and competent speakers of te reo Māori. Children’s learning is enriched by the access to this knowledge.

Key Next Steps

The kaiako matua has dual responsibilities to the paepae on the marae and to the kōhanga reo. Kaimahi are not clear about their roles and responsibilities in terms of the learning programme. Current programme planning does not provide sufficient detail and guidance to ensure kaimahi can meet the needs and abilities of children. The whānau has a succession plan in place to build the future leadership capability within their kōhanga reo. It is timely to take action with this plan to enable kaimahi to grow into new roles.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

During the course of the review, ERO identified areas of non-compliance. The whānau must:

  • ensure the curriculum supports and positively guides children to establish and maintain appropriate relationships with other children and adults.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • The TKRNT to continue to work alongside the whānau to continue to build kaimahi capability.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Taihoa will be within two years.
