1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provide important information for whānau, hapū and iwi.

Te Kōhanga Reo o Marotiri is located on the grounds of  Te Marae o, Tokomaru Bay. Whānau remain steadfast to te o Ngāti Porou by drawing on waiata and haka of renowned composers of their iwi Ka penupenu, ka whāngai atu”.

3 Evaluation Focus

How well do mokopuna express their understanding of tuakiritanga? 

Mokopuna demonstrate their understanding through learning that reinforces their identity. 

4 Findings 

Mokopuna participate in learning that is structured to nurture their identity. Being supported to recite their pepeha is one of the strategies used to enhance their understanding of who they are and who they belong to. Other strategies include the use of traditional waiata, mōteatea and stories of the area. The marae environment provides an extension to mokopuna learning experiences. They are encouraged to explore and play freely within the confines of the marae. Kaimahi encourage mokopuna to interact with the natural resources of the whenua, te taiao and their tūrangawaewae. Mokopuna have a growing understanding of the significance and influence their tīpuna Ruataupare has on who they are.

Te reo o Ngāti Porou is a priority for the for mokopuna. Kaimahi use a range of effective strategies to support and encourage mokopuna language development. The kuia shows an understanding of the phases of language learning and actively support mokopuna to learn new language patterns through karakia, pepeha and mihimihi. Tuākana are confident to use what they know in te reo Māori. Taina imitate the sounds of waiata, instructions and single words to show their understanding. Whakapapa links plays a key role in creating a learning environment that promotes manaakitanga, aroha and kaitiakitanga. Kaimahi model positive relationships and mokopuna demonstrate care and respect to those around them. Mokopuna are growing in their understanding and use of te reo o Ngāti Porou

Kaimahi have in place clear processes for programme planning, mokopuna assessment and programme evalaution. The mahere ako is detailed and guides programme implementation. Assessment information is gathered and captured in mokopuna profile books. Individual development of each mokopuna is shared with whānau. Kaimahi regularly reflect on their practices to make positive changes to enhance mokopuna outcomes. Kaiako regularly share what mokopuna are doing and learning with whanau. Mokopuna experience a learning programme that fosters and nurtures their tuakiritanga. 

Whānau manage the operations of their kōhanga reo well. The Tūtohinga provides clear guidance and direction for the management of kōhanga reo affairs and business. An annual plan is well set out and identifies key tasks and when these are to be met. The whanau have had to adapt their practices in response to the effects of cyclone Gabrielle and frequent flooding in the region. Monthly are held when whānau bring in their mokopuna to the kōhanga reo and through digital platforms for those unable to attend. Hui minutes are detailed and provide useful information. There is some good reporting across most aspects of operations. Most health and safety policies and procedures are current and align to legislation. These are sent out via the private Facebook page for feedback from whānau. The strategic plan identifies long and short-term priorities and guides whānau goals into the future. There is a strong focus and an ongoing commitment to continue renovations to their building in the aftermath of the cyclone’s impact. Mokopuna are the focus of whānau decision making. 

Key Next Steps

Whānau understanding of the Children’s Act 2014 is limited. While there is a policy for Child Protection in place, a more indepth understanding of the procedures are needed. ERO agree that whānau and kaimahi engage in further wānanga and training to recognise and understand their commitment in fulfilling the obligations of the Act and prioritising mokopuna safety and wellbeing.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas: 

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the Kōhanga reo whānau recommends that whānau engage in further wananga and training to recognise and understand their commitment in fulfilling the obligations of the Children’s Act 2014.

Te Kōhanga Reo o Marotiri is located on the grounds of Pākirikiri Marae, Tokomaru Bay. The pepeha identifies children’s connections to the significant landmarks in Tokomaru, the marae, hapū and iwi.

2 The Evaluation Findings

How well do children display they are developing an understanding about their role as guardians of Ruatauparetanga?

Older children are developing in confidence and understanding in their role as guardians of Ruatauparetanga. Babies are developing an awareness of belonging to Ruataupare.

Ngā Taumata Whakahirahira

Children are developing a strong understanding about who they are and where they come from. Whānau goals are focussed on children learning about their connections to Ruataupare, each other, the marae and the whenua. They encourage children’s active participation in marae events in the region and to be familiar with kawa and tikanga of their marae. The marae is an extension of the children’s playground. Kaimahi help children to recognise, name and talk about their tūpuna in the wharenui to reinforce whakapapa links. They support individuals to stand tall as they recite their pepeha. Te Hāhi Ringatū is one of the prominent religions in the kōhanga reo. Kaimahi support children to learn the karakia and practices to connect with their tupuna. Children have a sense of belonging.

Children are developing an understanding about value of the sea and land to the iwi. Kaimahi provide opportunities for children to familiarise themselves with the marae and explore the sea, sand and surf in Tokomaru. They have increased children’s understanding of water and sun safety because of the focus in the learning programme. Kaimahi share stories about tupuna rongonui and significant iwi landmarks as an integral part of children’s learning. Children enjoy sharing with others learning about their tūrangawaewae.

Children are developing the skills to express themselves in te reo Māori. Kaimahi model the Ngāti Porou language through waiata, kapa haka style and pepeha. These are used to promote pride in who they are and where they are from. Whānau want children to know about the noted composers of waiata and to ensure these skills are part of the learning programme. Children like to share learning with others.

Planning and Evaluation

Children’s learning and wellbeing is a priority. Whānau manage the kōhanga reo to support the wellbeing of children and kaimahi. There are well documented records of regular hui that include reports about financial management, property and children’s learning. Planning for the future is linked to Te Kōhanga Reo National Trust (TKRNT) strategic goals. Whānau are well informed about their kōhanga reo and are encouraged to participate in the kōhanga reo meetings and the learning programme.

Children’s learning is well supported by good planning. There are strong links to the history and iwi related stories that strengthen children’s knowledge of whakapapa and identity. New vocabulary and learning outcomes focus on the individual needs and interests of each child. Kaimahi create resources that are designed to enhance children’s learning. Children’s learning needs and interests are considered.

Children’s progress in learning is regularly assessed and monitored. The kaiako records individual’s assessment information to show children’s learning in a Māori learning environment. Kaimahi are learning about assessment to capture children’s progress. Kaimahi know how well the learning programme is meeting the needs of children through regular evaluation of the programme. They focus on what is working well and what they need to do to improve their practice.

Key Next Steps

Although the whānau have developed a strategic plan that identifies priorities for the next 3 years, an annual plan to support their direction is not in place.

Children’s learning is important. However, appraisal has not been implemented for newly appointed kaimahi. Implementation of the process will help to identify kaimahi learning needs and develop a professional development programme. It is important that whānau follow the appraisal policy and procedures to meet the needs of the kaiako and kaimahi.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements. 

ERO identified an area of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:

  • ensure appraisal for all employed staff is implemented.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • seek external support as needed to improve the quality of children’s learning.

When is ERO likely to evaluation the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Marotiri will be in three years.
