1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Waiapu is located in the rural town of Tikitiki, adjacent to Rāhui Marae. The kōhanga is licensed to cater for 15 mokopuna including up to five aged under two years of age at any one time. Mokopuna, whānau and kaimahi are closely related. The curriculum is underpinned by Te Whāriki o Te Kōhanga Reo. The whānau are committed to the legacy left by the recent passing of their kuia who held the administrator role for many years.

3 Evaluation Focus

How well do mokopuna show they enjoy learning?

Mokopuna are happy, positive, and engaged in their learning.

4 Findings

Mokopuna participate in a range of appropriate learning experiences. Kaimahi are gentle and encourage mokopuna to speak te reo Māori through the effectively use of prompts, questions, and repetition. Mokopuna hear dialect specific to their iwi. Kaimahi provide mokopuna with opportunities to use their imagination as they explore and be creative. They encourage and support mokopuna to follow their own interests. Kaiako model aroha and manaaki and consistently praise mokopuna efforts and successes. Mokopuna sense of belonging and wellbeing are prioritised. Kuia, kaimahi and whānau model aroha and care. The learning environment fosters co-operation and independence, and its flexibility encourages freedom for mokopuna to make choices. Mokopuna appear happy and are engaged learners. 

Mokopuna learning, development and progress are well catered for, monitored, and reported. Kaimahi have developed a programme that is aligned to Te Whāriki and focuses on local landmarks and history. The mahere-a-tau informs termly, monthly, and weekly plans. Kaimahi use mātai tamaiti to capture moments of mokopuna learning and progress. There is good information about the learning journey of individual mokopuna. Kaimahi use programme evaluation to monitor the quality of the learning programme. They meet regularly and reflect on their practices to make positive changes to strengthen and respond to mokopuna needs. Mokopuna enjoy a learning programme that is organised and well managed. 

Internal evaluation guides the operation and management of the kōhanga reo. Whānau hui are held regularly and are well attended. Recording and reporting across operations is consistent. Health, safety and personnel policies and procedures have been recently updated and align to legislation. Health and safety registers are up to date and ensure mokopuna wellbeing is priority. Mokopuna learn and engage in a safe physical and emotional environment.

The strategic plan is informed by Te Ara Tūāpae and provides direction for the future development of the kōhanga reo. The whānau have captured their aspirations for mokopuna with a focus on growing te reo Māori and increasing whānau capability. An action plan identifies actions and delegated individuals have responsibility to support the progress of the plan's implementation. An annual plan ensures administrative and operational tasks are completed in a timely manner. Personnel management focuses on supporting improvement. Kaimahi appraisals have led to performance growth and improved practice. The Tūtohinga provides good guidance and direction for the whānau. It includes the historical knowledge of the kōhanga reo and links to the local area and hapū of Te Riu o Waiapu. Mokopuna wellbeing and enjoyment of learning are at the centre of whānau management.

Whānau and kaimahi continue to strengthen internal evaluation to sustain the good practice occurring and further improve learning experiences for mokopuna.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • whānau and kaimahi continue to strenthen internal evaluation to sustain the good practice occurring and further improve learning experiences for mokopuna.

Evaluation

Te Kōhanga Reo o Waiapu is in Tikitiki, on the East Coast of the North Island. Children are nurtured in their development of te reo Māori o Ngāti Porou me ōna tikanga. They are happy, settled and show a strong sense of belonging.

Te Kōhanga Reo o Waiapu is adjacent to Rahui Marae in the rural East Coast community of Tikitiki. Whānau members affiliate to Ngāi Tāne and Karuwai. The local environment has a huge influence on learning programmes for children. The whānau strives to instil te ao Māori through whakapapa, and te reo me ngā tikanga o Te Riu o Waiapu.

2 The Review Findings

How well do children show they have a strong sense of belonging?

Children are happy, settled and show a strong sense of belonging.

Ngā Taumata Whakahirahira

Children enjoy a wide range of experiences to learn about how to care for the whenua. They regularly participate in wider hapū, iwi, and marae events and activities. Daily learning promotes kaitiakitanga, enables children to make ancestral connections, builds their awareness and appreciation for the whenua. Kaimahi expose children to pepeha, waiata, himene and chants to support them with learning their history and whakapapa. Kaimahi provide children with resources to explore in an interest based learning environment. Children are developing a strong sense of appreciation for the whenua.

Children learn to care for themselves and others. Atua Māori and tikanga is an integral part of the daily programme. Activities provide children with opportunities to develop their understanding about atua Māori and practices in their lives. Children’s spiritual wellbeing is nurtured.

Children experience caring, loving and responsive interactions. They have formed meaningful relationships with others. Children attend many events in the community where they foster life-long whānau connections. Kaimahi value children’s ideas and shared views. They are often heard laughing with others, and having fun. Children are happy.

Children have rich language learning experiences. They participate in well considered activities that encourage them to explore te reo Māori. Children learn about their connections to people and places through waiata, karakia, pepeha, shared learning conversations and trips. Kaimahi have regular conversations with children. This helps to build children’s confidence and ability to use the language in conversation. Kaimahi are very clear and deliberate in modelling the dialect of Ngāti Porou. Children use te reo Māori in the learning programme.

Planning and Evaluation

Whānau growth is at the heart of kōhanga reo management. The whānau are actively involved in the management of the kōhanga reo through monthly hui, supporting kōhanga reo projects, attending wananga and community events. Good internal review practices are maintained. The whānau have identified long and short term strategic goals based on sustained growth for children. Whānau are kept up to date about the management and direction of the kōhanga reo for children. The kōhanga reo is well placed for continual growth and improvement for their children.

Children experience learning opportunities that consider their needs, interests and strongly promote te reo me ngā tikanga o Waiapu. Whānau members are involved in the planning and review process. Kaimahi maintain a constant focus on how well programmes of learning meet every child’s needs. There are regular hui to discuss the quality of delivery and resources provided for children in daily programme. Assessment information is gathered for individual children to show progress and success in their learning. Children are actively engaged, stimulated and happy in their learning environment.

Recommendations

The kōhanga reo whānau, in discussion with ERO, agree that the following key next steps:

  • kaimahi and whānau use assessment information to develop a language learning profile for children specific to Waiapu
  • regularly report at hui whānau about the progress towards achieving strategic priorities.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

Conclusion

Te Kōhanga Reo o Waiapu is in Tikitiki, on the East Coast of the North Island. Children are nurtured in their development of te reo Māori o Ngāti Porou me ōna tikanga. They are happy, settled and show a strong sense of belonging.
