1 Context

Te Kōhanga Reo o Waipukurau is in Waipukurau. Since the last review, new whānau to the kōhanga reo have participated in SELO (Supporting Early Learning Opportunities) assistance. The whānau have worked tirelessly to address all areas of concern from the previous report. They show confidence in their roles.

2 The Evaluation Findings

How well do children show whanaungatanga and confidence as learners?

Children show an understanding of whanaungatanga through their relationships with others. They are developing as confident learners.

Ngā Taumata Whakahirahira

Children learn in an environment that is loving. Whānau share whakapapa connections to each other. Kaimahi know their children well and use this knowledge to care for children. Babies are sung gently to sleep. Older children go to kaimahi for reassurance and attention. Children form connections with others based on trust and respect. Older children care and look after their teina. Babies learn from their tuākana. Whānau know their children are safe in their kōhanga reo. Children appear secure.

Children have opportunities to learn te reo Māori. Kaimahi have established an environment that is committed to the revitalisation of the Māori language. Whānau share their aspirations for children to be speakers of te reo Māori. Kaimahi draw on a range of strategies to support children’s language development. They read books, sing waiata, share karakia, share their pepeha, role model the correct use of te reo Māori, instructions, affirming statements and asking questions. Children interact with excitement as they are being read to. Children can respond to simple questions when encouraged by adults. Children are developing as beginning speakers of te reo Māori.

Children are provided opportunities to explore their learning environments. The learning programme is set up to allow children to follow their interests. Children are also able to choose from activities set up by kaimahi. Children engage in activities that develop their fine motor skills. These include cutting, painting and drawing. Children move between activities with ease. Kaimahi have established self-care routines for kai, washing hands and sleep. Children show an understanding of these routines. Children are developing as confident learners.

Planning and Evaluation

Whānau whakahaere has improved. The expertise used to support the whānau has helped them develop systems to meet operational tasks. Whānau are confident in their newly acquired skills and capabilities. Children will benefit from an improvement focus.

Whānau have a growing understanding of the role of self-review to inform improvements. They have adopted a system to address self-review. The charter has been updated. All health and safety policies and procedures are current and align to relevant legislation. Whānau are aware of their strategic goals for the future. Progress against their strategic direction is tabled at whānau hui. Personnel documents are current. Kaimahi are positive about the professional support because of their appraisal process.

Kaimahi plan the learning programme together. They understand their planning and how to use this to meet the needs of their children. Well-presented profile books show children’s learning. Whānau enjoy reading children’s profiles. Kaimahi engage in evaluative discussions in their hui. They use these conversations to make changes to their mahi. Children’s needs are considered.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation:

  • that the whānau continue to strengthen their systems and processes to provide positive outcomes for children.

5 When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Waipukurau will be in three years.

Evaluation

Te Kōhanga Reo o Waipukurau is situated in Waipukurau. Whānau were keen to know how well their children were being nurtured as learners. ERO identified that children are learning in a supportive and caring environment.

The next ERO review of Te Kōhanga Reo o Waipukurau will be in three years.

1 Context

Te Kōhanga Reo o Waipukurau is located on Waipukurau Marae. Repairs have been completed in recent years to ensure the kōhanga reo building meets council by-law requirements. Whānau have a renewed sense of vigour as they plan toward the building of new kōhanga reo premises.

2 The Review Findings

How well do children show that they are happy and confident learners?

Children show that they are learning in a supportive and caring environment and are nurtured well.

Ngā Taumata Whakahirahira

Children’s emotional, cultural and spiritual development are affirmed. They participate in tangihanga and other marae gatherings that are held at the kōhanga reo. Kaimahi and whānau model values of manaaki and atawhai when welcoming manuhiri to the kōhanga reo. Children learn tangata whenua roles and support whaikōrero with waiata and mōteatea. They are learning to observe kawa and tikanga through authentic experiences. Children learn in an environment where tikanga Māori is normalised.

Children are learning in an environment where te reo Māori spoken is prioritised. Children hear te reo Māori consistently throughout the day. Kaiako and whānau members provide opportunities for children to participate in pōwhiri where fluency is modelled by kaikorero. Kaimahi participate and support children to recite their pepeha. Children respond enthusiastically to korikori tinana and waiata-ā-ringa. Kaimahi are committed to extending their knowledge and use of te reo Māori. Most are training to gain further qualifications in te reo Māori. Children are developing confidence as speakers of Māori.

Children participate in rewarding learning activities. A variety of activities and a range of resources are provided for children to initiate their own learning. Transition from activities to the kai table is smooth. Kaimahi encourage children’s imagination, creativity and problem solving. Children are confident to investigate and experiment with the natural and physical resources as learners. Children are well supervised during their time at kōhanga reo. Interactions between children and kaimahi are respectful and kind. Children’s achievements are affirmed and celebrated.

Children learn in an environment where being Māori is valued. They learn stories and mōteatea of their local region. These help them to connect to their tribal identity. Kaimahi ensure that children experience learning outside the kōhanga reo. Excursions are well planned and supported by whānau. Visiting other kōhanga reo reinforce children’s links with the local community. Children experience learning where whanaungatanga is a core value of the kōhanga reo.

Key Next Steps

It is time for kaimahi to consider other learning alternatives for their babies. The babies are integrated in to the programme with the older children which does not respond to their emotional and physical needs. Babies would benefit from a learning programme that caters specifically to their needs.

Planning and Evaluation

Planning is effective and guides the delivery of the learning programme. Kaiako provide whānau with regular reports to show how well children are learning at kōhanga reo. On-going support and guidance from the Purapura and District TKRNT staff have given kaimahi a sound understanding of programme evaluation. Kaimahi now record what worked and what didn’t in the learning programme in order to make improvements. Children benefit from a programme that is monitored and well managed.

Employee documentation and appraisals are up to date and policies have been recently reviewed to align to the Vulnerable Children’s Act 2014. Financial management is transparent and robust. Whānau have a clear strategic direction and action plans. Discussions around refurbishment of the kōhanga have progressed to a total replacement which is supported by TKRNT. Although the building is dated and some areas need attention, the kōhanga is generally clean and tidy. Whānau provide a safe environment for children.

Key Next Steps

It is important that whānau put in place a process to ensure that the equipment children have access to, is safe. Some outdoor play areas and resources are not well maintained for children. Outdoor play equipment and storage areas are unclean and disorganised.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

Whānau have consolidated their direction going forward regarding the kōhanga reo building. The decision to replace the building instead of further renovation ensures sustainability of the kōhanga reo into the future.

Te Kōhanga Reo o Waipukurau is situated in Waipukurau. Whānau were keen to know how well their children were being nurtured as learners. ERO identified that children are learning in a supportive and caring environment.
