1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provides important information for hapū and iwi.

2 Context

Te Kōhanga reo o Te Tihi o Titirangi is at Te Poho o Rawiri marae, Kaiti, Gisborne. It is named after the mountain that sits behind them. The most important focus for the whānau is that mokopuna know that they are loved. Connections to one another and to the marae are a priority. The kōhanga is licensed to cater for 30 mokopuna including 10 aged under two years of age at any one time.

ERO evaluated the quality of Mana Whakahaere practice in February 2022. ERO found the whānau and kaimahi had effective practices in place that promoted mokopuna health, safety, and wellbeing. The whānau, kōhanga environment and curriculum immersed mokopuna in experiences and loving relationships that nurtured te reo and tikanga Māori. The whānau and ERO developed a recommendation that the whānau continue to enhance their collective capability to further increase positive outcomes for mokopuna.

How well are mokopuna developing an awareness of their identity through te reo and tikanga Māori?

4 Findings - Mana Mokopuna

Mokopuna are immersed in an environment where te reo Māori is a priority. Kaimahi use a range of strategies to support language development. These include mōteatea, waiata, rotarota, repetition, instruction, body movement and hand gestures, modelling and questioning. They have fun with the language when interacting with the mokopuna. They engage and communicate with excitement and enthusiasm. All kaimahi are raukura of kōhanga reo, kura kaupapa Māori and rumaki education and therefore have a high level of competence in te reo. Pēpi show understanding by the way they respond. Mokopuna are growing confidence and knowledge to communicate in te reo o Ngāti Porou.

Whānau value mokopuna developing a strong sense of identity and belonging. Ngati Porou tikanga underpins the daily programme and relationships. All kaimahi have whakapapa links to the area and to the mokopuna. Older mokopuna recite their pepehā with confidence. Younger mokopuna and pēpi are supported through prompting, hand signals and encouragement. The marae and maunga are the epitome of why the kōhanga reo moved to the marae. These places are an extension of the learning environment and mokopuna are referred to as marae babies. They have regular opportunities to be at the marae and participate in pōwhiri and marae events. Mokopuna have opportunities to learn about their whakapapa and connections on a daily basis.

Whānau focus on aroha, manaaki and tiaki. Kaimahi consistently praise and affirm mokopuna throughout the day. Tuakana and teina relationships are strong. Mokopuna show leadership qualities as they manaaki and tiaki the pēpi. Love and affection are used to greet, settle and redirect mokopuna. Mokopuna wellbeing is nurtured through a culture of care and love.

Whanaungatanga and aroha underpin how the whānau support staff and mokopuna. The responsive and caring board chair and matua kaiako lead the vibrant team well. Practices for building kaimahi capability, including appraisal and professional learning opportunities lead to improvements to the learning programme. Mokopuna identity and wellbeing are nurtured in a positive learning environment.

Key Next Steps

Whānau have identified their aspirations for the future. They have a shared vision with the marae and hapū to build a kura and then a whare wananga connected to the marae. Marae and hapū representatives are currently in negotiations to begin the kura build. This will support the marae matauranga Poutama dreams and aspirations for uri. It further supports whānau to ensure that mokopuna have strong identity and can express this through te reo and tikanga Māori for the duration of their schooling life. Mokopuna thrive in an environment where they are the focus.   

5 Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Recommendation

ERO and the kōhanga reo whānau, developed the following recommendation: 

  • that the whānau continue to work collaboratively to achieve their aspirations.

This report reflects their systems, operations and management practices. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Te Tihi O Tītīrangi is in Kaiti, Gisborne. The kōhanga reo started almost 35 years ago. Since the previous review, the whānau desired to reconnect with their marae. The kōhanga reo returned and is now situated within Te Marae o Te Poho o Rawiri, Turanganui-ā-Kiwa.

3 Evaluation Focus

How well are mokopuna developing an awareness of their identity through te reo and tikanga Māori 

Te Kōhanga Reo o Te Tihi O Tītīrangi provide an environment that nurtures te reo and tikanga Māori.

4 Findings - Mana Whakahaere

The strategic plan is informed by Te Ara Tuapae, Te Korowai and Te Whāriki a te kōhanga reo and supports the vision and aspirations of the whānau. Priorities and long-term goals include whakamana i te reo me ngā tikanga, whakamana i te mokopuna me te whānau, and whakamana i te kaupapa. The action plan includes actions, resourcing, timeframes, and desired outcomes. Mokopuna benefit from sustainability and vision amongst whānau.

Tikanga Māori provides a strong foundation for the way in which the whānau manage their kōhanga reo. Whānau members actively participate in the management of the kōhanga reo operations. Whānau hui are held regularly, are well attended and provide opportunities for whānau to contribute. Health and safety policies and procedures align to current legislation to ensure wellness is a priority. Personnel documentation is yet to be verified. The annual plan clearly identifies key areas of operation and when these must be attended to across the year. The administration of operations of the kōhanga reo are well monitored. Decision making processes are well informed.

Planning, assessment, and programme evaluation are underpinned by values of whanaungatanga. Planning is linked to Te Whāriki o te kōhanga reo, and includes, atua Māori, and ngā wāhanga o te tau. Learning experiences and activities that nurture mokopuna understandings of ngā kawa, tikanga Māori and te reo Māori are clearly identified through planning. Kaimahi use a variation of assessment methods. These include te ahua o te tamaiti, te rere o reo and whakapakaritanga o te mokopuna. Mokopuna learning and progress is clearly identified. Regular hui are held by kaimahi to discuss and review their practices of the learning programme. Programme evaluation is an embedded and consistent practice within the kōhanga reo. Evaluations inform programme changes. Kaimahi focus on positive outcomes for mokopuna. Mokopuna benefit from learning that is well planned.

5 Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the kōhanga reo whānau, developed the following recommendation:

  • continue to enhance the collective capability of whānau to further increase positive outcomes for mokopuna.
