1 Introduction

The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kōhanga Reo o Ngā Whānau Whānui is located in Uawa, north of Gisborne. Whānau whakapapa to Te Aitanga a Hauiti. The kōhanga reo provide education for all mokopuna from the areas. Some parents are graduates of the kōhanga reo.

3 Evaluation Focus

How well do mokopuna express knowledge of who they are and where they come from?

Mokopuna are developing an understanding of who they are as Te Aitanga a Hauiti.

4 Findings

Mokopuna have multiple opportunities to learn their language, culture and identity. There are visible symbols and whakairo displayed around the kōhanga reo to reinforce mokopuna connections to maunga, awa, marae and their tīpuna. They are surrounded by te reo Māori that is specific to their iwi not only at kohanga reo but also at community events. Waiata, mōteatea and stories are strategies used to strengthen mokopuna understanding of their identity as Te Aitanga A Hauiti. Mokopuna are developing a deep understanding of their whakapapa.

Kaimahi ensure that the reo and tikanga of Te Aitanga a Hauiti is embedded in the planned programmes for mokopuna and their daily learning interactions. They integrate historical learning to motivate mokopuna, such as Whakapaupakihi and Hauiti, in their conversations and through the planned activities for learning. Assessments describe mokopuna progress in their reo and development of their Hauititanga. Kaimahi evaluations of the learning programme are in the early stages of development. Planning and assessment processes are in place. There is a strong emphasis on Te Aitanga A Hauiti history and stories. Mokopuna and kaiako hold conversations about historical figures such as Whakapaupakihi. All activities make clear reference to ancestral knowledge that is relevant to mokopuna whakapapa. Mokopuna assessments clearly reflect programme content. Their learning and progress are monitored. 

Whānau meet regularly to discuss the kōhanga reo operations and to make decisions related to all management issues. Their discussions are informed by reports from the manager and kaimahi. There is an annual plan in place to guide the administration of key tasks through the year. With support from the District Office, whānau have undertaken review of all policies to ensure they align to current legislation. Whānau have useful personnel management processes in place. This includes appraisals for kaimahi which is used to identify appropriate professional support. Mokopuna benefit from good whānau management practices.

Key Next Steps

Strategic plan is in place. However, there is no monitoring of progress against whānau goals. It's time for whānau to develop an action plan to assist them to realise their dreams. Mokopuna benefit when their future needs are considered. 

While the sleeping policy and procedure is in place, mokopuna are not being monitored every 5-10 minutes.  Mokopuna physical safety is not guaranteed.

Whānau have not completed earthquake drills. It is time for whānau to review and organise when earthquake drills will be carried out.  Mokopuna safety is compromised.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements, they must:

  • ensure that the sleeping policy and procedure align to ensure all health and safety requirements for are met and maintained for children and a record of children’s sleep times is kept.

  • review procedures to ensure all requirements for earthquake emergency evacuation drills are carried out and recorded on at least a three-monthly basis.

6 Recommendation

ERO and the kōhanga reo whānau developed the following recommendation:

  • whānau work with the District office to develop an action plan to address the concerns raised in this report.

Evaluation

Te Kōhanga Reo o Ngā Whānau Whānui is in Tolaga Bay. Children are confident learners. They are inquisitive and show a strong sense of belonging as members of Te Aitanga a Hauiti. The whānau are active participants in the education of their children.

The next ERO review of Te Kōhanga Reo o Ngā Whānau Whānui will be in three years.

1 Context

The whānau of Te Kōhanga Reo o Ngā Whānau Whānui affiliate to Te Aitanga a Hauiti. The whānau focus on quality education and continual improvement. Ngā pou e whā from Te Korowai, are used to guide kōhanga reo operations and whānau management.

2 The Review Findings

How well do children show a sense of identity and confidence as learners?

Children are inquisitive and show a strong sense of belonging in their kōhanga reo and alongside whānau.

Ngā Taumata Whakahirahira

Children are developing a strong awareness of their connections to Te Aitanga a Hauiti. They participate in learning where their identity and belonging is reinforced. Kaimahi provide learning experiences that allow children to learn about their marae, kawa, tikanga and roles as tangata whenua. Children learn about their whakapapa which affirms who they are and their place within their whānau, hapū and iwi. Whanaungatanga is fostered through positive interactions and relationship between children and whānau. Children are involved in community activities such as the annual Māori cultural festival which is held in Gisborne, and other local celebrations. Children participate confidently in Māori settings.

Children explore te reo Māori in a supportive environment. Kaimahi are aware of each child’s language development and needs. They effectively adapt strategies to respond to each child. All children can associate Māori words with pictures, people and things. Older children confidently use te reo Māori with kaiako and their peers. Babies communicate their understanding through facial expressions and body language. Children enjoy leading karakia, mihimihi, pepeha and like to carry out roll call. Kaimahi maintain te reo Māori in all aspects of their work. Children show great enthusiasm and growing ability to express themselves in te reo Māori.

Children are happy and confident learners. Kaimahi emphases learning karakia, hīmene and pepeha so that children are familiar with these at marae and in other settings. Informal and independent learning opportunities allow children to initiate their own work, set their own challenges and control the outcomes. They are very inquisitive and confidently test their ideas. Children are very busy exploring their interests on their own and alongside others. Children have access to well-considered learning activities and resources that foster creativity, problem solving and risk taking. Kaimahi interact alongside children to challenge their thinking through conversation. Children are developing an understanding of their abilities as learners.

Planning and Evaluation

Whānau manage their kōhanga reo in the best interests of children. There is good whānau involvement and participation throughout. Internal review is well understood and used by whānau to monitor operations and impacts on children. Whānau reporting, discussions and planning is focused on continual improvement and growth.

Children’s learning is well planned. Kaimahi have good direction and guidance for managing children’s learning. Programme plans include activities, resources and strategies for learning. There is clear information available to parents about what their child is learning and how they are developing. Progress reports about children focus on ngā taumata whakahirahira. Children are engaged learners.

Key Next Steps

Programme evaluation is limited. Although kaimahi meet regularly, they do not identify what has enhanced learning for groups and individuals, or potential barriers to learning. Kaimahi do not reflect on how to improve the quality of the programme.

Strategic planning does not focus on outcomes for children. The current strategic plan focusses on growth and improvement of the kōhanga reo however, outcomes for children are not clear. Internal evaluation and reporting does not consider the impact strategic priorities and actions on children.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • strengthen internal evaluation practice
  • review strategic planning.

Te Kōhanga Reo o Ngā Whānau Whānui is in Tolaga Bay. Children are confident learners. They are inquisitive and show a strong sense of belonging as members of Te Aitanga a Hauiti. The whānau are active participants in the education of their children.
