1 Introduction

The Education Review Office, whānau, leaders and communities have collaborated to provide evaluation insights that foster improvement, identify progress and build evaluation capability.

2 Context

Te Kohanga Reo o Turi Pai Whenua is home based. It is the only kōhanga reo situated in the township of Havelock North, a suburb of Hastings. All kaimahi are graduates of the kōhanga reo. The whānau have intergenerational connections. 

3 Evaluation Focus

How well do mokopuna respond to te reo Māori?

Mokopuna understand te reo Māori and respond in ways that are appropriate to their understanding.

4 Findings

Mokopuna enjoy an environment where te reo Māori is the priority. Kaimahi use a range of strategies to encourage the use of te reo Māori by the mokopuna such as waiata, pepeha and karakia. The older mokopuna are able to respond verbally to simple questions while the babies use body language to communicate their understanding. Kaimahi use questions, prompts, repetition and actions to support mokopuna language development. They praise mokopuna for their achievements in te reo Māori. Mokopuna are developing as speakers of te reo Māori.

Mokopuna participate in a programme where they are encouraged to be active learners. Kaimahi are resourceful. They lead interesting and engaging activities that allow mokopuna to positively interact with their peers. Kaimahi ensure the mokopuna are supported to participate in physical activity. They encourage mokopuna to explore both the physical and the natural world. Mokopuna are provided opportunities to follow their interests. Mokopuna are happy learners.

The koroua who has been a part of the kōhanga reo for many years and provides valuable support and guidance. Whānau paticipation has been intergenerational with graduates now enrolling their tamariki. Kaimahi have in place processes for programme planning and mokopuna assessment. Each mokopuna have kopaki that captures their learning progression and aligns directly to planning goals.   Kaimahi are ready to now document and record programme evaluation, which will further enhance the learning programme. The administration tasks are guided by an annual plan. Personnel documents are well managed and up to date. Kaimahi appraisals have been completed. These provide guidance for future professional learning.

Key Next Steps

Whānau are planning to increase whānau participation. This will ensure they are better positioned to make decisions on the following issues:

  • internal evaluation
  • programme evaluation
  • strategic planning
  • review and reporting on health and safety policies and procedures.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

The whānau agree that the following areas of non-compliance must be addressed to:

  • ensure there is an ongoing process of self-review and internal evaluation to help the kōhanga maintain and improve the quality of its education and care

  • establish a process for evaluating the effectiveness of the learning programme

  • ensure that the kōhanga reo is effectively governed and managed in accordance with good management practices, including Te Korowai

  • ensure there is a strategic and annual plan to guide kōhanga reo operation

  • ensure that all reasonable steps are taken to promote the good health and safety of children enrolled in the service; and take all reasonable precautions to prevent accidents and that the premises, facilities, and other equipment on those premises are kept in good repair, maintained regularly, used safely and kept free from hazards.

6 Recommendation

ERO and the (kōhanga reo whānau) developed the following recommendation:

Te Kōhanga Reo o Turi Pai Whenua is in Havelock North. The whānau are all related and look to their koroua for guidance and support. Children learn about who they are and their connections to others. Children are well-cared for and encouraged to be independent. Children are happy at kōhanga reo.

Children support one another in their learning and play. Kaimahi support children to manage themselves. Kaimahi acknowledge and praise children’s efforts. Children show a strong sense of belonging and confidence.

Children show an understanding of tikanga Māori. Children are learning the importance of karakia. They are familiar with atua Māori and their respective roles. Children care for their resources and the environment. Kaimahi and whānau model respect for kaumātua. Children are developing an awareness of kaitiakitanga.

Children show an understanding of basic te reo Māori. Kaimahi encourage children to speak te reo Māori and they use various language structures in a range of contexts for children. The koroua models te reo Māori to the children and the whānau. Children are developing confidence to use simple sentences in te reo Māori and they are able to recite their pepeha.

Children initiate their own learning according to their interests. The daily programme is highly responsive to children. It is focused on promoting choice and independent exploration of the environment. Children benefit from a well-organised and interesting learning environment. Children are independent and responsible learners.

Key Next Steps

Children do not readily engage in conversations in te reo Māori. Whānau recognise the need to increase children’s use of te reo Māori in social conversations.

Planning and Evaluation

The kōhanga reo is well managed. Te reo me ngā tikanga Māori underpins how the kōhanga reo kaupapa is managed for whānau and children. The strategic plan is focused on strengthening connections within the whānau. Health and safety matters are monitored regularly. Kaimahi appraisals support professional learning and development. Children are at the heart of decision making at kōhanga reo.

Key Next Steps

Planning, assessment and evaluation practices do not reflect Te Whāriki based learning and programmes. Kaimahi and whānau recognise the need to, review their practice. Documentation of planning and assessment is a priority.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • strengthen te reo Māori of kaimahi and whānau
  • establish robust planning, assessment and evaluation practices.

Conclusion

Te Kōhanga Reo o Turi Pai Whenua is in Havelock North. The whānau are all related and look to their koroua for guidance and support. Children learn about who they are and their connections to others. Children are well-cared for and encouraged to be independent. Children are happy at kōhanga reo.

When is ERO likely to review the kōhanga reo again?

The next ERO review of Te Kōhanga Reo o Turi Pai Whenua will be in three years.
