1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO reports provide important information for hapū and iwi.

Te Kōhanga Reo o Waihīrere is located at Waihīrere Marae near Gisborne. This kōhanga reo is in a rural setting that includes a small whānau settlement.

3 Evaluation Focus

How well do mokopuna express their understanding of te reo Māori and tikanga Māori?

Mokopuna show their knowledge and understanding of te reo Māori and tikanga Māori through their purposeful learning experiences.

4 Findings

Mokopuna learn in an environment where te reo Māori is a priority. Kaimahi use appropriate language strategies to support mokopuna to learn about the structure and purpose of language. These include karakia, waiata, rotarota, prompts, repetition, and instruction. Tuākana are confident to express their thoughts and use what they know in te reo Māori. 

Kaimahi often link mokopuna learning to the natural resources in the community and the marae environment. Mokopuna confidently explore their environment with ease and confidence. They are supported to explore nature and the surrounding areas of the community. Kaimahi provide mokopuna with a range of activities that promote curiosity, investigation, and creativity. Mokopuna are immersed in learning that affirms their connections to whānau, marae, hapu and iwi.

Mokopuna and their whānau are encouraged to attend regular events held at the marae. Mokopuna are able to learn ngā tikanga me ngā kawa of the marae through meaningful learning opportunities. They are exposed to te reo Māori speakers such as kuia and kaumatua who model and use te reo. Mokopuna are emerging as early speakers of te reo Māori and developing an understanding of marae tikanga.

Whanaungatanga amongst whānau is strong and reflected in the way they manage the kōhanga reo operations. The Tūtohinga provides clear direction and guidance for whānau. The strategic plan identifies long term goals and priorities. An action plan monitors the achievement of goals. Administrative systems are in place and whānau have easy access to information. The annual plan identifies key areas of operations and when these must be attended to. Whānau hui are held regularly and are well attended.  Financial and personnel management systems are managed appropriately. The whānau have recently reviewed and updated their policies and procedures. Kaimahi appraisals are complete with an ongoing focus on improvement. Mokopuna are the focus of whānau management and operations.

Mokopuna strengths and needs are a focus of planning. Yearly and term plans provide an overview for mokopuna learning. Kaimahi identify, monitor, and document the progress and development of mokopuna through mātai tamaiti. Whānau are informed of what mokopuna are learning and their progress over time. Mokopuna benefit from learning that is responsive to their needs. 

Key Next Steps

Kaimahi are in the early stages of evaluating and documenting decisions that will enhance programme delivery. Formalising this aspect of internal evaluation should lead to ongoing improvements to teaching practice and enhance positives outcomes for mokopuna.

5 Kōhanga Whānau Assurance on Legal Requirements

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

6 Recommendation

ERO and the kōhanga reo whānau recommends that whānau and kaimahi agree to continue to work alongside the District Office to strengthen programme evaluation.

Te Kōhanga Reo o Waihīrere is based on Waihīrere Marae on the outskirts of Gisborne. Te Aitanga-ā-Māhaki is the prominent iwi of the area. The kuia and kaiako are active members of the kōhanga reo and they are well supported by the whānau. Strong relationships are maintained with the wider Waihīrere community.

2 The Evaluation Findings

How well do children show care and respect for themselves and others?

Children show care and respect for themselves, their whānau and others.

Ngā Taumata Whakahirahira

Children are supported to learn te reo Māori. Kaimahi use a range of strategies to extend children’s language development. These include waiata, haka, storytelling, reading and modelling of correct language structures. Kaimahi are deliberate in their approach to promote two-way exchanges and conversations with children. Children are encouraged to express themselves during interactive activities. Kaimahi are gentle in their language interactions with children who are exposed to expressions that convey aroha and manaaki. They support children to recite karakia, mihimihi and their pepeha. Children learn about language purpose and structure. Children are developing as speakers of te reo Māori.

Children learn about the principles of whanaungatanga in their relationships with others. Kaimahi interactions with children are based on awhi, aroha and tiaki. In return, children show these behaviours in their relationships with each other. Regular contact with extended whānau during marae activities settles and calms children. Kaimahi know and understand their children very well. They are able to provide additional support when required. Children are comfortable in the kōhanga reo and marae environments. They are able to move freely and confidently during times of informal learning. The older children are encouraged to care for their tēina. This allows them to be considerate of others. Children appear settled.

Children’s learning experiences nurture their identity as descendants from Waihīrere. Children regularly attend all marae activities. They are able to participate in pōwhiri where they observe the tikanga and kawa of the marae. Children are learning about their roles and responsibilities as tangata whenua. Kaimahi ensure children go on regular trips. Children learn about their ancestral heritage by visiting places of significance and prominent land marks. These enhance children’s understanding of their place in their whānau, hapū and iwi. Children are developing as active contributors to their community.

Key Next Steps

It is time for whānau to explore strategies and options to cater for their children who require learning support. ERO recommends the local Te Kōhanga Reo National Trust representatives work with the whānau to ensure appropriate and timely support is given for these learners and whānau.

Planning and Evaluation

Children receive well planned and considered learning programmes. Programme evaluation is in place. Planning focuses on concepts of manaaki, ngāwari, aroha and ngākau māhaki. There is good information to guide in the delivery of kaupapa learning. Kaimahi hui are held regularly and key discussion points recorded. Programme evaluation is used to inform whānau of what learning has occurred and where more focused support for children should be identified. Children enjoy a programme that is well organised and evaluated for its effectiveness.

Children’s wellbeing is at the heart of whānau management in the kōhanga reo. Effective practices for administration and management are maintained. Health and safety standards are documented and well kept. Whānau are committed to the preservation of their language, customs and traditions. Whānau hui are held regularly. They discuss what is important to the overall growth and future of the kōhanga reo. Hui and wānanga are well attended by whānau. The whānau have identified a strategic priority to build the capacity of whānau to sustain te reo Māori. This is evident in the wide range of hui and training the kaimahi attend. Children benefit when whānau operations are monitored to meet their needs.

Key Next Steps

Children’s assessments require strengthening. The whānau acknowledge that there needs to be more information gathered in assessment portfolios to show the broad range of children’s experiences and learning that occurs through Te Whāriki.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendations

ERO and the Kōhanga Reo whānau developed the following recommendations:

  • seek guidance and support for children with specific learning needs

  • extend the scope of assessment information gathered about children’s learning and development.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Waihīrere will be in three years.
