1 Context

Te Kōhanga Reo o Te Kāinga o Te Koraha is in Wairoa. It operates from a purpose-built property maintained by the whānau. Since the last ERO review, the whānau worked through the challenges, particularly managing roll fluctuation. Higher enrolment numbers are maintained while managing through the re-organisation of existing and new kaimahi. Te reo Māori for the mokopuna and whānau is a high priority.

2 The Evaluation Findings

How well do children show their understanding of whananungatanga?

Children show a strong sense of whanaungatanga through their interactions with others.

Ngā Taumata Whakahirahira

Children learn in an environment where whanaungatanga is nurtured. Most whānau are related through whakapapa. A peaceful, fun and respectful atmosphere is fostered by kaimahi and whānau. Kaimahi model manaaki, aroha and tiaki. Children with specific, additional learning needs are supported and nurtured. Kaimahi are mindful that these children require a different approach to learning. The older children take responsibility for leading aspects of the programme. Kaimahi uphold children’s mana as they affirm their successes. Tuakana teina relationships are encouraged. Tuakana are mindful when they are around the babies. Children appear calm and settled.

Children learn in an environment where te reo Māori is prioritised. Kaimahi use effective strategies to support children’s language development. These include questions, instructions and open conversations with the older children as they work. These children are more confident to answer questions through short sentence responses. Kaimahi work to build the younger children’s confidence through waiata, prompts, repetition and instructions. They support children through mihimihi, karakia and pepeha. Children are exposed to language patterns specific to formal situations. Children are developing well as speakers of te reo Māori.

Children participate in learning experiences that reinforce their identity. Kaimahi support children in fun and purposeful way. This encourages and promotes children’s confidence to explore and interact with the natural world around them. Kaimahi focus children’s learning on atua Māori and how they impact on the environment. Children have opportunities to follow their own interests. There is a focus on numeracy and literacy. Kaimahi provide formal situations where children are taught to recognise letters and numbers. There are planned excursions that give children an opportunity to make connections beyond the kōhanga reo environment. Children are confident learners.

Planning and Evaluation

Whānaungatanga and kotahitanga underpin whānau whakahaere for children. Many members report of their long standing connections to the kōhanga reo, through whakapapa and friendships. Effective management and administration of the kōhanga reo has been maintained since the previous ERO review. The induction of new whānau into kōhanga reo is highly supportive, caring and successful. Te reo Māori is an ongoing strategic priority for all. The kōhanga reo whānau are focused on growth, and investing their time, energy and resources to ensure the sustainability of the kohanga reo.

Planning is comprehensive and well considered across all age groups. Plans provide clear directions for programme implementation. These provide information about kaupapa learning for each week, and show clear links to the overall Te Whāriki plan. Children’s learning is influenced by a well organised learning programme

Key Next Steps

Self review requires strengthening. There are some areas of operations and practices that are not reported on and others that need attention. In order to raise the quality of management practices in the kōhanga reo, it is timely for the whānau to consider improvements in these key areas.

Children’s learning experiences are not well documented. While kaimahi use anecdotal notes, photos and observations, the recordings in their portfolios do not reflect the actual learning and development that occurs for each child. Kaimahi require support to strengthen assessment practices. Children’s learning and progress would benefit from assessment that monitors their progress.

Kaimahi programme evaluation requries attention. Kaimahi minutes show most discussions focus more on administrative tasks rather than the curriculum and children’s learning. Better understanding and use of programme evaluation by kaimahi can provide greater insight for the whānau into what strategies, practices and provisions are effective to support children’s learning.

Kaimahi appraisals require reviewing. The templates for appraisal do not align to kaimahi job descriptions. It is difficult to gauge how effective kaimahi are when working with children. It is now time for whānau to consider an appraisal system that will focus on lifting the quality of kaimahi practice to achieve the best possible outcomes for children.

Emergency evacuation drills must be carried out regularly. In order to maintain a safe environment for children, it is important that children and adults are aware of what they have to do in cases of earthquake, fires and flooding. It is also important that these evacuation drills are documented. Children’s safety is a priority.

3 Whānau Management Assurance on Compliance Areas

During the evaluation, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

ERO identified areas of non-compliance. In order for the kōhanga reo whānau to meet compliance requirements they need to:

  • ensure adults providing education and care are familiar with relevant emergency drills, regularly carry these out with children, and record when these take place.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendations:

To strengthen self-review practices within the kōhanga reo, with a particular focus on programme evaluation and assessment practices, the appraisal process and documentation, and monitoring health and safety procedures for children.

When is ERO likely to evaluate the kōhanga reo again?

The next ERO evaluation of Te Kōhanga Reo o Te Kainga o Te Koraha will be in three years.

The children at Te Kōhanga Reo o Te Kāinga o Te Koraha in Wairoa are immersed in a rich te reo Māori environment. Most children are developing well in their understanding of te reo Māori. 1 Context

Te Kōhanga Reo o Te Kāinga o Te Koraha is in Wairoa and operates under the umbrella of Te Kōhanga Reo National Trust (TKRNT), Kahungunu. There are nine kōhanga reo and ten early childhood centres in the immediate township that offers parents and whānau with a range of options and environments for their children. This kōhanga reo is well established and has been operating for several years. Whānau want their children to develop as proud, confident learners who are able to move comfortably in te ao Māori including the marae.

Whānau and kaimahi have positive relationships with other kōhanga reo in the district. They often meet during purapura, hui ā-taurima, kura reo and wānanga. These regular interactions foster a strong sense of whanaungatanga among whānau and kaimahi throughout the region.

The whānau is under pressure because roll numbers have decreased and there is uncertainty about the lease for buildings. They have recently reviewed and revised their budget to accurately reflect their changing income and costs. Te Kōhanga Reo National Trust has offered support and is in the process of developing an agreement to help relieve whānau of the difficulties they face. The whānau with the support of the TKRNT has the capacity to address these concerns.

2 The Review Findings

How well do children understand and speak te reo Māori?

Most children are developing well in their understanding of te reo Māori. They confidently speak and use te reo Māori during formal learning situations. The pēpi and teina enjoy and respond to language activities that include rhythm, repetition and action.

Mana Reo

Children are immersed in a rich te reo Māori environment. Kaimahi use a range of language strategies and interesting experiences to develop children’s language. They are positive language models for children. Kaimahi regularly attend classes, wānanga and kura reo to help improve their te reo Māori skills.

Children receive positive language support from whānau members and the kuia who is a native speaker of te reo Maori. The majority of whānau regularly attend te reo Māori classes or courses to enable them to support their children’s development. They speak te reo Māori at all times while they are at kōhanga reo. Children respond positively to the language being modelled and valued by whānau.

Most children use and speak te reo Māori with confidence during large group sessions. They eagerly recite and sing karakia, hīmene, mihimihi, waiata, pepeha and whakapapa. Children are able to understand and follow commands, instructions and simple phrases. The pēpi and teina express their thoughts through gestures and utterances. There are opportunities for the older children to lead activities. Kaimahi use these strategies well to promote children’s learning of their language, heritage and beliefs. Children are developing well as emerging speakers of te reo Māori.

Children are happy and settled as they follow their interests and explore their environment. They have easy access to various resources and activities that portray te ao Māori. Children are able to create and participate in activities that promote physical growth, numeracy and literacy, problem solving and science concepts. Learning resources strongly reflect and promote te ao Māori. Children display aroha, manaaki and respect when they are with each other. Routines flow with ease and are valuable learning and social experiences for children. Children are comfortable in te ao Māori settings.

Key Next Steps

Kaimahi and whānau agree there is a need to encourage children to speak and use te reo Māori in their informal interactions with each other and whānau. Currently, children prefer to express themselves mainly in English.

Planning and Evaluation

Children enjoy an environment that is focussed on their learning and development. The whānau have established effective administration and management systems. Several whānau members have being involved in the kōhanga reo movement for several years. Whānau willingly use their skills to plan for children’s interests and future. Whānau work well together to benefit their children.

Children’s learning and interests are well planned, monitored and evaluated. Kaimahi have well established programme planning to guide the delivery of meaningful and stimulating learning experiences. Evaluation of the programme is regular and leads to improvements for children. Assessment practices are varied and effectively identify children’s te reo Māori progress, achievement and next learning steps. Children make positive learning gains through programmes that focus on te ao Māori and te reo Māori.

Key Next Steps

Self review is hindered by limited formal reporting to whānau. Reports do not include the learning programme, health and safety, te reo Māori, professional development and whānau participation. Whānau are not able to use this information to inform their decision making.

Whānau acknowledge the implementation of kaimahi appraisals is essential to improving children’s learning. The appraisal of kaimahi should be a priority for the whānau.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Actions of non-compliance

Overview

In order for the kōhanga reo whānau to meet compliance requirements they need to:

4.1 implement a system of regular appraisal and provision for professional development and learning.

5 Recommendation

ERO and the whānau developed the following recommendations:

  • develop and implement self review processes by reporting and monitoring on all areas of the kōhanga reo operations including children’s te reo Māori development.

Conclusion

The children at Te Kōhanga Reo o Te Kāinga o Te Koraha in Wairoa are immersed in a rich te reo Māori environment. Most children are developing well in their understanding of te reo Māori. The pēpi and teina respond to language activities. Whānau actively support children’s language development by attending te reo Māori courses. They take an active role in the day to day operations.

When is ERO likely to review the kōhanga reo again?

The next ERO review of Te Kōhanga Reo o Te Kāinga o Te Koraha will be in three years.
