1 Introduction
The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. This report reflects their systems, operations and management practices. ERO reports provide important information for hapū and iwi.
2 Context
Te Kōhanga Reo o Manawanui is located on the grounds of Windley School. Whānau are mostly from Porirua and determined to uphold the legacy of kaumatua and kuia who have passed. On graduating from kōhanga most mokopuna enrol at Te Kura Māori o Porirua. A number of kaimahi have completed training provided by Te Kōhanga Reo National Trust over the last few years and are committed to continuing professional development.
ERO’s May 2022 evaluation of whakahaere practices found the whānau managed and operated the kōhanga reo well, and Te Kōhanga Reo o Manawanui provided an environment that nurtures whanaungatanga.
3 Evaluation Focus
How well do mokopuna show their understanding of whanaungatanga?
Mokopuna show their understanding of whanaungatanga through their positive interactions with others.
4 Findings - Mana Mokopuna
Whanaungatanga is underpinned by kaimahi relationships and loving interactions with mokopuna. This supports mokopuna understanding about respecting others. Mokopuna assume leadership in a variety of ways. These include whakatau wairua, waiata, and manaaki manuhiri. Mokopuna experience whanaungatanga through kind clear instructions, prompts, language structures and waiata.
Mokopuna enjoy a spacious kōhanga reo with multiple learning areas. They freely learn alongside others and have opportunities to follow their interests. Kaimahi know mokopuna intimately which enables a tailored learning approach for each individual. Mokopuna are reassured as confident learners through intentional kaimahi actions in a variety of settings. Kaimahi encourage mokopuna in a positive environment and praise their efforts.
Whānau have an annual plan which guides regular administrative matters and supports the smooth day-to-day operation of the kōhanga reo. The plan focuses on mahere ako and includes goals and significant dates. Kaimahi share responsibilities for monitoring health and safety matters which are discussed through their regular hui. They undertake regular assessments and whānau appreciate documented records of learning that show mokopuna progress over time. Mokopuna learning and wellbeing is well considered.
Key Next Steps
Kaimahi have identified the need to continue strengthening planning, assessment and evaluation. They are determined to uphold the legacy of their koroua and kuia. ERO supports the whānau focus to improve kaimahi practices as this can increase outcomes for mokopuna.
5 Assurance on Legal Requirement
During the evaluation, ERO looked at systems for managing the following areas:

emotional safety including positive guidance and child protection
-
physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
-
suitable staffing including appropriate qualifications, police vetting, ratios
-
emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
6 Recommendation
ERO and the kōhanga reo whānau developed the following recommendation:

that the whānau focus on improving kaimahi practices and continue to strengthen planning, assessment and evaluation.

2 Context
Te Kōhanga Reo o Manawanui is located behind Windley School in Porirua. In the pepehā of the kōhanga reo, the whānau acknowledges Tipimana as its mountain, Awaiti as the river and Tainui as the waka.
3 Evaluation Focus
How well do mokopuna express their understanding of whanaungatanga?
Te Kōhanga Reo o Manawanui provides an environment that nurtures whanaungatanga.
4 Findings - Mana Whakahaere
Whanaungatanga amongst whānau are strong and is reflected in the way they manage the operations of the kōhanga reo. The Tūtohinga includes the history of the kōhanga reo and the principles and obligations of Te Korowai. Health, safety and personnel policies and procedures are in place. These provide clear guidance for kaimahi and whānau. Whānau hui are held regularly and are well attended. Whānau ensure mokopuna wellness is a priority.
The strategic plan identifies long and short-term priorities and guides whānau goals and aspirations into the future. These include building te reo māori capacity and supporting and strengthening the kōhanga reo. An action plan identifies priorities for development, delegates responsibility to individuals and includes expectations for reporting progress. There is a sustained focus for continual growth and improvement. Mokopuna observe meaningful relationships amongst whānau.
Whanaungatanga underpins how kaimahi plan and monitor mokopuna learning. Year, term, monthly and weekly plans cater for the individual needs and strengths of mokopuna and include learning outcomes for different age groups. Kaimahi hui are held regularly. Hui minutes are detailed and discussions identify positive outcomes for mokopuna, what is working well and how the programme can be improved. Mokopuna wellbeing needs are well catered for. Kaimahi regularly discuss the health and safety of mokopuna and identify, eliminate or minimise any hazards within the premises. Mokopuna benefit from responsive decision making.

5 Assurance on Legal Requirement
During the evaluation, ERO looked at systems for managing the following areas:
- emotional safety including positive guidance and child protection
- physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
- suitable staffing including appropriate qualifications, police vetting, ratios
- emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.
Although whānau have attested to aspects of compliance, the document has not been formally signed.
ERO will complete the assurance on legal requirements when the necessary documentation has been sighted and report on this in the Mana Mokopuna Evaluation Report.

ERO and the kōhanga reo whānau developed the following recommendation:
