1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provides important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Oronogmai Marae is located on Orongomai Marae in an industrial part of Upper Hutt. ERO’s February 2022 evaluation of Mana Whakahaere practice found aspects of operations required strengthening and there were misunderstandings between the whānau and the marae committee. The marae committee wants the kōhanga reo to go into recess. Whānau are being supported by the National Trust and are working alongside the district office to develop and implement an action plan to improve the management of operations.

3 Evaluation Focus

How well do mokopuna show they enjoy learning?

Mokopuna show they enjoy learning through their interactions with others.

4 Findings - Mana Mokopuna

Mokopuna experience a positive learning environment at kōhanga reo. The daily programme and regular routines provide familiarity for mokopuna. Mokopuna enjoy leadership opportunities and are well supported with language strategies that support their learning. They are developing their roles and responsibilities as tangata whenua participating in mihi and tikanga such as whakatau. Praise from kaimahi affirms mokopuna actions and kōrero. Tuakana show care and concern for teina. Kaimahi show affection for mokopuna through awhi and aroha. Mokopuna enjoy opportunities to initiate their own learning and pursue their interests. Whānau provide a range of outdoor equipment and opportunities to explore the learning environment. Mokopuna are happy learners.

Programme evaluation is developing. Kaimahi discuss the programme, how they can improve it and document their kōrero. They have been part of professional development on Te Whāriki provided by the National Trust.   

Key Next Steps

Support is required to strengthen whānau whakahaere and the relationship with the marae. Presently the kaiako reports to the marae committee. Whānau are uncertain and unclear about their own roles and responsibilities. This impacts across different aspects of operations. Although policies and procedures are in place, there was no evidence that these have been reviewed or ratified by the whānau. While whānau have a strategic plan with some evidence of review, the immediate future of the kōhanga reo is uncertain as the marae committee wants the kōhanga reo to go into recess. A satisfactory solution is necessary to ensure the future sustainability of the kōhanga reo. Personnel management also requires attention. No documents were provided to ERO for external review. The kaiako has identified the need for a memorandum of understanding with the marae committee. This is a potential way to move forward. Mokopuna learning at kōhanga reo is at risk.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

To meet compliance requirements, the whānau must: 

  • ensure there is an ongoing process of self-review or internal evaluation to help the kōhanga maintain and improve the quality of its education and care

ERO and the kōhanga reo whānau recommends that the whānau and the marae committee develop an action plan to support the future viability of the kōhanga reo.

This report reflects their systems, operations and management practices. ERO reports provide important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Ōrongomai Marae opened on Ōrongomai Marae in Upper Hutt, in November 1982. The whānau mission is to make sure “mokopuna are immersed in te reo Māori every day and that we prepare them for their next journey of learning into Kura Kaupapa Māori.”

3 Evaluation Focus

How well do mokopuna show that they enjoy their learning?

Mokopuna enjoyment of learning is supported by kaimahi practices.

4 Findings - Mana Whakahaere

Whānau and the marae committee manage the kōhanga reo to support mokopuna enjoyment of learning. An annual plan identifies operational tasks across the year and includes planning fun events for mokopuna. Whānau and kaimahi provide a safe emotional environment to support mokopuna wellbeing. Most personnel matters are in place. All kaimahi job descriptions are current, and police vetting is completed by the marae committee.

Planning and assessment processes are established. Planning for mokopuna is based on seasons and associated atua Māori. Kaimahi consistently use mātai mokopuna and kōnae to document mokopuna enjoyment of learning.   

Key Next Steps

There are shared responsibilities for different aspects of operations between the marae committee and the whānau. However, the whānau have identified that these are not clear and that review is urgently needed. Whānau have unexpectedly received a letter from the marae committee describing the imminent recess of the kōhanga in April 2022. It is vital that clarity is sought regarding roles and responsibilities to ensure effective management is in place. Mokopuna learning and the future of the kōhanga are at risk.

While whānau have a strategic plan that describes their goals, there is no action plan to support the achievement of their long-term priorities. An action plan should be implemented to guide future developments so the kōhanga reo can be sustained into the future and beyond.

Internal evaluation requires strengthening. Minutes of hui whānau were not provided to verify the quality of whānau decision making, processes or practices. Whānau acknowledge the need to strengthen self-review practices, particularly in relation to whānau participation and support.

The establishment of an efficient administration system is a priority. Key aspects of operations and timelines require better monitoring to ensure they are met. Kaimahi appraisal is incomplete. Whānau have identified that additional support is required for this, and to access professional development to raise the quality of learning for mokopuna.

Support is required to strengthen programme evaluation. Kaimahi meet regularly and discuss what is working well, however this is mostly informal. Developing and implementing evaluation practices should assist kaimahi to monitor the effectiveness of and improve the programme for mokopuna.
