1 Context

Te Kōhanga Reo o Tū Roa is located in Ōtaki. Many whānau are long standing members of this kōhanga reo. The kōhanga reo kaitiaki is a pōhutukawa tree standing in their backyard. Matariki and mahi māra are the regular  kaupapa. The whānau have undertaken renovations since the previous ERO review.

2 Evaluation Focus

How well do mokopuna express they enjoy their learning?

Mokopuna demonstrate their enjoyment through their learning experiences

3 Findings

Mokopuna have opportunities to participate in a range of learning experiences. The kōhanga reo learning programme is based on the māramataka Māori. Kaimahi use calming practices such as simple meditation to settle mokopuna daily. Mokopuna are encouraged to recite pepehā and sing waiata that enhances their understanding and connections to Ngāti Raukawa.

Kaimahi use positive reinforcement strategies to guide teaching and learning. Tuakana are provided with opportunities to lead aspects of the learning programme such as rārangi ingoa. There are frequent opportunities for mokopuna to make connections to their learning environment through exploration, play and interactions with others. The pōhutukawa tree is a feature that mokopuna use during play. Kaimahi assist mokopuna to prepare their maara kai for spring planting. Mokopuna enjoy learning about the environment and playing alongside their peers.

Kaimahi have processes in place for planning, assessment, and evaluation. Whānau contribute their ideas at whānau hui. Planning is taiao based and enhanced by the ‘Te Aho Tūroa’ programme. This provides guidelines for programme planning and implementation along with the appropriate activities. Goals describe learning specifics for different age groups and learning abilities. Kaimahi reflect on their teaching practices and document these discussions during kaimahi hui. They understand the importance of programme evaluation in improving their practice. Mokopuna are happy and engaged in their learning. 

The whānau manage aspects of the kōhanga reo appropriately. Social media platforms are a preferred means of communication. An annual plan guides the implementation of administrative tasks. Whānau are developing strategies for identifying and developing leadership roles and responsibility. 

Key Next Steps

Internal evaluation processes need attention. The whānau should develop a process to review and establish sound health and safety policies and procedures. It’s important that these align to current legislation. This should ensure mokopuna health and well-being is prioritised. 

Kaimahi appraisals have not been completed. It’s important for whānau to review the appraisal process.  Providing kaimahi with professional learning opportunities is critical to the implementation of quality learning for mokopunaKaimahi practice would be enhanced through ongoing robust appraisal. 

Whānau are required to ensure all children’s workers who have access to children are safety checked in accordance with the Children’s Act 2014. Not all kaimahi have cleared safety checks. Mokopuna safety is compromised.

Although a strategic plan is in place, there is limited evidence of reporting on long-term priorities. It is time for whānau to develop and implement an action plan to realise their strategic priorities. Mokopuna benefit when their future needs are considered.

4 Assurance on Legal Requirement

Actions for Compliance

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection
  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures
  • suitable staffing including appropriate qualifications, police vetting, ratios
  • emergency procedures and practices for earthquakes, fire, flood, tsunami, and pandemic.

To meet compliance requirements, they must:

  • ensure there is an ongoing process of internal evaluation to help the kōhanga maintain and improve the quality of education and care

1 Context

Te Kōhanga Reo o Tū Roa is in Otaki. The settlement provides educational choice in te reo and tikanga Māori, specific to this community. Children who attend this kōhanga reo are immersed in an environment that recognises the distinctive influence of Atua Māori in everyday living practices. Atua Māori is reflected in the outdoor and indoor spaces to acknowledge the importance of the whānau spiritual wellbeing.

Considerable progress to address the recommendation in the ERO report 2014 has been made. Internal evaluation (self-review) is used to assess the quality of learning programmes and care for children. This has resulted in a process that successfully identifies good practice and next steps for improvement.

2 The Evaluation Findings

How well do children use te reo and tikanga Māori to make connections to te taiao?

Children confidently use te reo and tikanga Māori to make meaningful connections to te taiao.

Te Reo and Tikanga Māori

Children choose te reo Māori as the language of communication. The whānau has created te reo Māori only speaking zones to support children’s development. Whānau have written waiata, karakia and chants about te taiao to extend children’s language and understanding of the environment. Kaimahi and whānau are highly skilled in using te reo Māori to support children’s interests. Children proudly express what they know in te reo Māori.

Te Taiao

Children learn about their responsibility to care for the environment. Kaitiakitanga is an integral part of the daily programme and reflected in the learning environment. Kaimahi encourage children to recycle as part of developing kaitiakitanga. Activities provide children with experiences to learn tupuna practices of cultivating the land, gathering and preparing kai for eating. Learning about Atua Māori supports children to apply karakia in meaningful ways. Children are actively learning to care for the land.

Te Mahi Ako

Children’s learning is meaningful and purposeful. Kaimahi, kuia and the wider whānau use their collective skills to impact positively on children’s learning. They provide children with a range activities to encourage them to make choices. Children work well on their own or in groups and with adults. The rich natural and physical environment promotes exploration and understanding the place of Atua Māori. Activities allow children to develop the skill of problem solving. Children take charge of their own learning.

Te Oranga o te Tamaiti

Children show a strong sense of belonging and are emotionally settled. Whanaungatanga is embedded in the kōhanga reo practices reflected in the care of children in the learning programme. Whānau are responsive to individuals or groups learning and emotional needs. Kaimahi use their senses to create a positive learning environment. Children show care and respect for others.

Planning and Evaluation

Children’s learning programmes incorporate the philosophies of kaitiakitanga, Atua Māori, te reo Māori and te taiao. Kaimahi encourage whānau participation in programme planning. They use reflection about the learning programme to guides daily practices. Whānau explore different ideas and learning theories to complement the Māori world of learning. Children’s learning is a priority.

Children’s progress in learning is monitored. Kaimahi use Te Whāriki to guide assessment practices to record children’s developments. Portfolios show children’s learning experiences and development about te taiao and te reo Māori learning experiences. Children’s learning experiences are important.

Children’s wellbeing guides management practices. Whānau follow clear processes to regularly monitor children’s health and safety. An executive group are responsible for making operational and management decisions, that are shared with whānau at their monthly hui or social media. Long term planning is based on whānau and kaimahi sharing ideas to guide the kōhanga reo forward planning. Whānau monitor progress towards achieving their goals and identify next steps as needed. Quality evaluation informs decision making. Children’s holistic development is considered.

Key Next Steps

Whānau are aware of the next steps to improve practice including:

  • reviewing current planning practices to develop a planning framework incorporating the different learning philosophies

  • review and refine children’s portfolios to include the learning priorities based on the planned programmes

  • update the charter to include the key principles of Te Korowai and reflect the kōhanga reo uniqueness in the vision and philosophy

  • develop and implement an appraisal process to support and grow the professional practices of kaimahi.

3 Whānau Management Assurance on Compliance Areas

During the review, ERO looked at the kōhanga reo systems for managing the following areas that have a potentially high impact on children's wellbeing:

  • emotional safety (including positive guidance and child protection)
  • physical safety (including supervision; sleep procedures; accidents; medication; hygiene; excursion policies and procedures)
  • suitable staffing (including qualification levels; police vetting; teacher registration; ratios)
  • evacuation procedures and practices for fire and earthquake.

All kōhanga reo are required to promote children's health and safety and to regularly review their compliance with legal requirements.

4 Recommendation

ERO and the Kōhanga Reo whānau developed the following recommendation

that whānau focus on the key next steps identified in this report to improve practice and outcomes for children.

When is ERO likely to review the kōhanga reo again?

The next ERO review of Te Kōhanga Reo o Tū Roa will be in three years.
