1 Introduction

The Education Review Office (ERO) in collaboration with whānau, leaders, kaimahi and their communities develop evaluation insights that foster accountability and improvement, identify progress and build evaluation capability. ERO’s reports provides important information for hapū and iwi.

2 Context

Te Kōhanga Reo o Ngahauranga is located in Tawa. It is licensed to cater for 20 mokopuna, including eight under two years of age at any one time. The kōhanga opened in August 1990 and moved to its present site in 1993. Two fully trained kaiako lead Te Whāriki. One kaimahi has recently graduated with Te Ara Tuarua. Whānau aspire to remodel their whare to increase the licence to meet the demand for enrolments. 

3 Evaluation Focus

How well do mokopuna show their understanding of whanaungatanga?

Mokopuna show their understanding of whanaungatanga well through their interactions with others.

4 Findings - Mana Mokopuna

Whanaungatanga is central to mokopuna learning. Kaimahi model the values of aroha, manaaki and tiaki as they guide mokopuna interactions. Mokopuna develop self-confidence through opportunities to lead different aspects of the programme. Kaimahi share important values and principles of the kōhanga reo. Mokopuna learn about the kaupapa when they sing waiata such as Ngā Pou e whā. They are guided to follow important ture and uphold tikanga. Kaimahi provide enjoyable activities for mokopuna. Mokopuna have fun playing alongside others. Kaimahi and mokopuna laugh, giggle and enjoy each other’s company.

Mokopuna experience respectful, caring relationships. Compassionate kaimahi know the mokopuna personalities and their specific needs well. Mokopuna are nurtured and have close intimate interactions with attentive kaimahi. Mokopuna learn how to interact with their peers and how to be caring and kind to one another. Kaimahi praise mokopuna for their efforts. Kaimahi encourage the mokopuna to be responsible. Mokopuna are learning some personal self-care practices. Babies are well supported and cared for by dedicated kaimahi.

A range of useful strategies support mokopuna language development in a rich and stimulating te reo Māori environment. Mokopuna hear consistent kaimahi language models throughout the day. Kaimahi encourage mokopuna to use the kupu that they know. Tuakana confidently use sentences and initiate kōrero with others. Teina use phrases. Babies use kupu and non-verbal language to communicate with others.

Mokopuna energetically explore their environment alongside others. Whānau and kaimahi have created an outdoor play area to reflect a marae setting. Kaimahi encourage vigorous exercise through demonstration along the timber paths, ramps and steps. Mokopuna join in, compete with others and participate actively in physical movement. This strengthens mokopuna fitness and physical abilities. The indoor and outdoor spaces are well resourced, they provide challenge and stimulate mokopuna curiosity.

Mokopuna are encouraged to explore and make sense of their taiao. Mokopuna discover a range of natural environmental actions and reactions, including water displacement and gravity as they problem solve using tools and equipment. Babies explore by testing their ideas using their senses. Learning is designed to encourage thinking across a wide range of contexts. Mokopuna are settled and enjoy connecting with others.

All matters identified in ERO’s February 2022 Mana Whakahaere report have been verified during this onsite visit. Whānau have good whakahaere processes in place.

Key Next Steps

Whānau identify strengthening Pou Tuatoru, “Kia tika, kia pono” as their key next step. They are determined to continue building their understanding of the kaupapa, their roles and responsibilities and how they can take the mokopuna and the kōhanga reo to the next level. ERO’s evaluation supports this as a next step for development.

5 Assurance on Legal Requirement

During the evaluation, ERO looked at systems for managing the following areas:

  • emotional safety including positive guidance and child protection

  • physical safety including supervision, sleep procedures, accidents, medication, excursion policy and procedures

  • suitable staffing including appropriate qualifications, police vetting, ratios

  • emergency procedures and practices for earthquakes, fire, flood, tsunami and pandemic.

Recommendation

ERO and the kōhanga reo whānau developed the recommendation to strengthen Pou Tuatoru, “Kia tika, kia pono”.

2 Context

Te Kōhanga Reo o Ngahauranga is located in Tawa. There are two fully trained kaiako who lead Te Whāriki, the early childhood curriculum. Whānau have an established relationship with Te Kura o Porirua as a pipeline for further learning for mokopuna.

3 Evaluation Focus

How well do mokopuna express their understanding of who they are and where they come from?

Mokopuna understanding of who they are and where they come from is based on aroha and whanaungatanga modelled by whānau and kaimahi.

4 Findings - Mana Whakahaere

Connectedness and compassion provide a foundation for the ways in which whānau manage their kōhanga reo. Aroha and relationships are valued by whānau. Whānau meet regularly and have good attendance with formal meeting processes in place. Roles and responsibilities for operational tasks are distributed among the whānau. Annual operational matters and financial reports are discussed at hui whānau. Personnel management is in place including designated whānau responsibility for kaimahi appraisal. Mokopuna are well cared for by whānau whakahaere processes.

Kaimahi planning and assessment processes are underpinned by aroha and relationships. Planning is a collaborative activity where whānau voice is invited. Planned learning includes caring for the environment and learning alongside one another. Mokopuna learning is recorded through an online assessment programme. Whānau and kaimahi have discussions about individual mokopuna learning. Mokopuna experience a nurturing environment and responsive learning programme.

Key Next Steps

Although whānau have a new strategic vision which includes strengthening whānau whakahaere, they acknowledge there is work to be done to complete their strategic plan. Formalising their long-term priorities will ensure the future and direction of the kōhanga reo is planned.

Programme evaluation requires strengthening. Although some aspects of the programme are discussed and documented, it is not clear that kaimahi understand the purpose of programme evaluation. Support is required to strengthen this. Strengthening kaimahi evaluation knowledge and practice should support improved outcomes for mokopuna.

ERO will complete the assurance on legal requirements when the necessary documentation has been received, and report on this when the Mana Mokopuna Evaluation Report.
